Global defence spending is rising, and as countries modernise their aviation fleets, the international market for helicopters, both military and civilian, is becoming more competitive than ever.

The latest data from World’s Top Exports shows a clear picture of which nations dominate this highly specialised industry, and why demand continues to grow.

According to the 2024 rankings, Germany, France, and the United States remain the world’s top helicopter exporters, together controlling nearly 49% of global export value. The data includes both large military helicopters and smaller civilian models.

Top 10 helicopter exporting countries in 2024

These figures highlight how concentrated the global helicopter market is, with European and North American manufacturers leading in engineering, technology, and international partnerships.

According to data from World ’s Top Exports, demand for both military and civilian helicopters has been steadily increasing as countries rethink how they respond to conflict, disasters, and modernisation needs.

One major driver is the surge in defence spending across Europe, Asia, and Africa. With geopolitical tensions, from the Russia–Ukraine war to instability in the Sahel, many nations are strengthening their aviation capabilities as helicopters remain essential assets for transport, surveillance, emergency missions, and rapid deployment.

At the same time, climate-related disasters are pushing governments to invest in more versatile aircraft. Helicopters play critical roles in wildfire response, flood rescues, medical evacuations, and humanitarian operations. As extreme weather events become more frequent, countries are building air-response fleets that can react quickly and reach areas inaccessible by road.

Modernisation is another key factor. Many nations are replacing ageing, Cold-War-era aircraft with newer models that offer better safety, efficiency, and lower maintenance costs. This shift has strongly benefited leading exporters such as Germany, France, and Canada, whose aviation industries are known for reliability and long-term value.

The CEO of SkyyNetwork, Rory Houston, told Global South World that as drones “become more prevalent, they occupy more airspace. And as they occupy more airspace, that poses a risk to manned aviation, particularly lower flying helicopters”.

Houston and his SkyyNetwork team have over forty years of experience. He has built cutting-edge systems and helped introduce drones to industries ranging from medicine to agriculture.

There have already been several incidents in which drones have crashed into manned aircraft, but so far, no reported deaths as a result. Houston believes such incidents will become much more common if regulators and engineers fail to keep up.

Houston does point out that although drones will be increasingly commonplace, “it won’t be an overwhelming sky full of metal situation”. A study by Airbus in 2018 estimated that only 8333 delivery drones would be needed in the sky at one time for a typical urban airspace like Paris in order to make all the possible drone deliveries. However, other studies have placed the figure at eightfold this.

Even without the sky being blacked out by drones, he says, there is a significant risk to safety. As advanced drone technology becomes cheaper, “it’s very easy for untrained and unskilled individuals to get their hands on drones that can enter these highly safety-critical pieces of the airspace and pose a threat to the airspace”.

In March this year, an amateur pilot in the UK faced jail time after he flew his drone at 1600ft – four times the legal altitude – causing a police helicopter to take evasive action.

Houston says the industry must be working to reduce the risk of these sorts of incidents: “It's really up to the industry to design systems and solutions to stop people buying drones at their local hardware store and putting them in airspace they shouldn’t”.

Houston’s own company is making great headway on the front. With SkyyNetwork, Houston has built technology that improves the situational awareness of multiple drones in the same airspace, which will become increasingly vital. “We also source the hardware, we source the hardware, we do the flight operations in the safest and most efficient way possible.”, he says.

Houston also says standards bodies like the American Society for Testing and Materials will play an important role. Eventually, drone air traffic control systems will be globally standardised in the same way more traditional manned aircraft are, he asserts, “the work is absolutely underway, but there's a long way to go there”.

What’s behind India-China flight resumption after freeze?

India’s Ministry of External Affairs confirmed Thursday, October 2, that civil aviation authorities on both sides had finalised arrangements for flights to restart with the winter schedule, beginning October 26, 2025. IndiGo will operate the first service, linking Kolkata with the Chinese trading hub of Guangzhou, with Air India expected to launch flights to Shanghai later in the year.

Direct air links were suspended in March 2020 when India halted international travel during the COVID-19 pandemic. While most routes reopened by 2022, flights to China remained suspended amid military tensions along the Line of Actual Control (LAC). The freeze forced businesses and travellers to rely on indirect routes via Hong Kong, Singapore, or Bangkok, adding both costs and travel time.

The resumption follows recent confidence-building measures, including troop disengagement at key flashpoints on the LAC in late 2024, and Indian Prime Minister Narendra Modi’s first visit to China in seven years for the Shanghai Cooperation Organisation summit in August 2025.

During talks, Modi and Chinese President Xi Jinping called for both nations to act as “development partners” rather than rivals, despite unresolved tariff and border disputes.

The reopening of flights reflects broader efforts to stabilise ties between Asia’s two largest economies, whose combined population exceeds 2.8 billion. It also has global trade implications, given China’s role as India’s second-largest trading partner, with bilateral trade valued at over $136 billion in 2023, according to India’s Commerce Ministry .

The move also comes as India seeks to revive inbound tourism, which stood at 9.5 million arrivals in 2024, which is below the pre-pandemic peak of 11.5 million. “China is one of the world ’s largest outbound markets. Restoring connectivity is vital for both trade and tourism,” said Subhash Goyal, founder-chairman of STIC Travel Group.

Airlines from both sides, including Air China and China Eastern, are expected to apply for additional routes in the coming months, though approvals remain pending.

Due to high-risk conflicts, geopolitical tensions, and aviation security concerns, some areas are avoided by commercial aircraft.

The major no-fly zones in 2025

1. Ukraine

Since Russia’s full-scale invasion in February 2022, Ukrainian airspace has been off-limits to commercial flights. The European Union Aviation Safety Agency (EASA) and the International Civil Aviation Organisation (ICAO) have classified Ukraine’s skies as extremely high-risk due to the presence of anti-aircraft weaponry and ongoing missile attacks.

2. Iran and the Persian Gulf Corridor

Tensions between Iran, Israel, and the U.S. have escalated dramatically in recent months. In response to heightened conflict in the region, many international carriers have rerouted flights to avoid Iranian airspace, especially near its western border and the Strait of Hormuz.

How airlines manage no-fly zones

Airlines rely heavily on real-time data from agencies like ICAO, FAA, Eurocontrol, and EASA, as well as private aviation risk assessors like OPSGROUP. Airspace closures require costly rerouting , longer fuel burns, and schedule delays — but safety is paramount.

Many carriers have added hundreds of kilometres to flight paths to comply with advisories. For example:

Why the EU is banning flights in its airspace

The criteria for the ban

The EU’s Air Safety List, managed by the European Commission (EC) with support from the European Union Aviation Safety Agency (EASA), targets airlines and countries with deficient safety oversight.

Bans are imposed based on International Civil Aviation Organization (ICAO) standards, focusing on; ineffective supervision by national aviation authorities, gaps in maintainance or failure to meet airworthiness directives, lack of certification from EASA’s Third Country Operators (TCO) by non-EU authorities, which assesses safety management, maintenance, and operational controls.

As of June 2025, 169 airlines are banned from EU skies: 142 from 17 countries with systemic oversight failures and 27 individual carriers, and 22 Russian airlines, due to specific safety irregularities.

What Tanzania's ban means

On Tuesday, June 3, the EC expanded its ban to all 34 Tanzanian-certified airlines, including ATCL, citing “serious deficiencies in national aviation oversight”,

While no Tanzanian airline currently operates in Europe, the ban derails ATCL’s plans to relaunch routes to London, Frankfurt, and Athens, stunting its long-haul ambitions to compete with carriers like Emirates.

The TCAA has responded swiftly to the ban, noting that the ban has “no operational impact” on current services, as Tanzanian airlines do not fly to the EU.

It also reassured travellers that Tanzanian skies are safe, citing a clean safety record and alignment with ICAO standards, The Citizen reports.

Impact on Tanzania’s aviation

The European Union’s June 4, 2025, ban on all Tanzanian-certified airlines, including Air Tanzania (ATCL), from EU airspace hampers ATCL’s plans to launch routes to London, Frankfurt, and Athens, costing $15–20 million annually in lost revenue.

The shift was confirmed by the airline’s CEO, Yvonne Makolo, during the 13th Aviation Stakeholders Convention and the 2nd African Aviation Safety and Operations Summit in Kigali, the New Times reports.

Makolo revealed that the move is partly a response to the Democratic Republic of Congo’s (DRC) decision to ban all Rwandan aircraft from its airspace, a restriction that has disrupted operations and forced the suspension of routes including Brazzaville, Abuja, and Cotonou.

“Unfortunately, we had to suspend some routes because the flight time became a bit long,” said Makolo. “Until the issue is resolved, we want to focus more on the eastern and southern routes.”

As part of the revised strategy, RwandAir plans to launch direct flights to Mombasa and Zanzibar.

Makolo acknowledged that intra-African travel remains expensive, citing high fuel prices, airport charges, taxes, and overflight fees as contributing factors. “We are talking to airports and governments for some of the things that are out of our control,” she said. On its part, the airline is working to reduce costs by streamlining its fleet and improving fuel efficiency.

She, however, stressed the role of technology in improving passenger services but noted that investments are needed to make significant progress. While parts of the booking and check-in process have been automated, she said more enhancements are planned, including upgrades to the airline’s call centre.

RwandAir also plans to double its fleet size over the next five years from the current 14 aircraft as part of its strategy to sustain revenue growth.

The airline currently operates 107 destinations, including those served through codeshare agreements.

The Civil Aviation Authority of Malaysia (CAAM) created this platform, called eCLIPSE, to help aviation professionals manage their licenses more easily.

With eCLIPSE, pilots, air traffic controllers, and aircraft engineers can renew their licenses and check their certification status from anywhere.

The system removes the need for paperwork and speeds up the process, making it more efficient.

CAAM says the new system ensures all aviation workers in Malaysia keep their licenses up to date. It also helps track training, medical checks, and English language tests.

By going fully digital, the authority can monitor aviation records more effectively.

The Malaysian government believes this move will modernise the aviation industry.

Transport Minister Anthony Loke said the system will make the licensing process faster, cutting wait times from two weeks to just one. He also announced plans for a similar system for drone operators, which could allow instant approvals for licensed users.

CAAM is also looking at using artificial intelligence (AI) to improve eCLIPSE in the future. AI could help predict when licenses need renewal and automate compliance checks.

This aims to fully digitalise aviation licensing by 2027.

Aviation cooperation with France

Indonesia and France have held the 9th Steering Committee meeting to enhance aviation safety through a technical cooperation agreement . The meeting, led by M. Mauludin from Indonesia's Ministry of Transportation, focused on activities involving air transportation standardisation, risk management, and the implementation of a National Aviation Safety Program. It includes collaboration with Airbus and Bureau Veritas. Both parties expressed commitment to improving aviation safety and emphasised the importance of ongoing strategic cooperation. The French government, represented by Thibaut Lallemand, reaffirmed support for Indonesia’s safety monitoring capabilities.

Indonesian medic forced to leave north Gaza

Indonesian medics from the Medical Emergency Rescue Committee were forced to leave the Kamal Adwan Hospital in north Gaza by Israeli troops after receiving warnings. The team, which arrived on December 1, was the first emergency medical group at the facility in 60 days, as the hospital had been cut off from supplies and endured multiple Israeli strikes. Following their departure, the hospital's director reported a critical shortage of medical personnel and supplies, with scores of casualties from ongoing attacks. The team evacuated to the nearby Indonesia Hospital amid ongoing bombings, hoping for the safe evacuation of remaining patients. Since the start of the conflict in October, the Israeli military's actions have led to over 44,600 reported deaths and numerous injuries in Gaza.

Devastating landslides, flash floods on Java island

In Indonesia's Java island, torrential rains have triggered devastating landslides and flash floods, leading to the recovery of 10 bodies, including three children, with two individuals still missing. Over 170 villages in Sukabumi district have been affected, forcing more than 3,000 residents into temporary shelters. The extreme weather has destroyed 31 bridges, damaged 81 roads, and flooded around 1,170 houses.

Opposition wins Jakarta governorship

Opposition candidate Pramono Anung won the Jakarta governor race with 50.07% of the vote, securing victory for the Indonesian Democratic Party of Struggle, the country's sole opposition party. This unexpected win allows the party to control Jakarta, which represents one-fifth of Indonesia's economic output. The result is a setback for Prabowo, who has just begun his five-year term and is preparing to implement key national programs.

Repatriation of death-row convict to the Philippines

Indonesia will repatriate death-row convict Mary Jane Veloso to the Philippines after years of international pressure. Indonesia's law minister, Yusril Ihza Mahendra, stated the decision follows a meeting with Philippine officials and clarified that this does not involve clemency or a pardon. Veloso was sentenced to death in 2010 for attempting to smuggle drugs, but her supporters claim she was a victim of human trafficking. The responsibility for her rehabilitation will now rest with the Philippine government.

New Indian ambassador

Harsh Kumar Jain, currently India's ambassador to the Philippines, has been concurrently accredited as India's next ambassador to Palau, as announced by the Ministry of External Affairs on October 14. Jain, who joined the Indian Foreign Service in 1993, has previously served as ambassador to Ukraine, Slovakia, and Kazakhstan, and held various positions in foreign missions and MEA divisions. He is expected to take up his new assignment shortly at his residence in Manila, ANI reports.

United Airlines changes routes

United Airlines will launch year-round, nonstop flights from Tokyo/Narita to Koror, Palau, starting May 2025. This will be the only direct service a U.S. carrier offers between Japan and Palau, enhancing United's existing routes to Guam and Manila. According to IB , Palauan officials, including President Surangel Whipps Jr. and Minister Ngirai Tmetuchl, have emphasised the significance of this route for tourism, particularly in reconnecting with the key Japanese market. The announcement comes as Palau's tourism sector works to recover from COVID-19 impacts, with Japan being a crucial source of visitors. Additionally, Japan Airlines plans to offer charter flights to Palau beginning in March 2025.

Qantas boosts operations

Qantas is expanding its operations to meet growing demand in the Asia-Pacific and US markets. Starting February 2025, the airline will launch a new Brisbane-Palau route and introduce approximately 220,000 additional seats over 12 months. The capacity to the US will increase by 13% with the return of A380 Super Jumbos and the reintroduction of Boeing 787 Dreamliners on select routes. Qantas is discontinuing its Sydney-Seoul service on June 14, 2025, while Jetstar will increase its flights to this destination. Additionally, Newscop reports that QantasLink will debut A220 aircraft on international flights from Darwin to Singapore starting March 30, 2025. Other updates include frequency changes on various US and Pacific routes. Qantas CEO Cam Wallace emphasized that these changes align with the airline's fleet renewal program and dual brand strategy.

Blockchain bonds

Palau has launched blockchain savings bonds, called Palau Invest, in partnership with Tokyo-based Soramitsu to raise capital for infrastructure projects. The initiative aims to reduce capital outflow and encourage local investment, with a prototype system allowing investors to learn about the bond process before full launch. The bonds will be issued on a Hyperledger Iroha 2-based network, as reported by Coin Geek . In Germany, WIBank issued a €5 million blockchain bond, utilizing a settlement system (Trigger) that connects the tokenized asset on a public blockchain to traditional payment infrastructure. This bond, settled via central bank money, minimises risks and highlights the potential of integrating blockchain with conventional channels. While blockchain bonds are gaining traction globally, they remain a niche market with limited participation.

Helen Reef struggles with poaching

A small group of rangers protect Helen Reef, a remote and biodiverse atoll in Palau, facing challenges like limited gas and drinking water, and rising sea levels. Despite these hardships, they enjoy exclusive fishing rights. The 40-square-mile reef hosts a variety of marine life, including Napoleon wrasse, bumphead parrotfish, and hawksbill sea turtles. Helen Island, part of the atoll, is a haven for birds and nesting green sea turtles, reports ABC News .

The strike, which began at midnight, has caused significant delays and cancellations of flights, leaving travellers stranded and uncertain about their journeys.

Moss Ndiema, the secretary-general of KAWU, confirmed that the strike was in protest against the planned takeover of JKIA by Adani Airport Holdings, an Indian company.

"We have an ongoing strike action in protest against the intended takeover of JKIA by Adani Airport Holdings," Ndiema told AFP. "We expressed reservations about this issue and issued a strike notice on the 12th of August. Despite attempts to engage in dialogue with the Kenya Airports Authority and the government, the discussions did not bear fruit, leading us to declare this strike."

The industrial action has led to long lines of passengers and vehicles trying to access the airport, with protestors shouting "Adani must go." Some travellers, visibly frustrated, were seen sitting on their luggage as they waited for updates.

Elvis Mushengu, a stranded passenger, expressed his frustration, saying, "Yesterday they closed the doors at around 12, so we've not slept, and apparently, they're not working. I don't know who's screening people. So as much as they are letting guys proceed or the guys who are leaving, we don't know who's doing the screening or what the procedure is."

The strike has brought JKIA, one of East Africa's busiest airports, to a standstill, raising concerns about security procedures and the overall management of the airport during the strike. While some passengers were still being processed for flights, there were widespread complaints about the lack of communication and clarity from airport authorities.

 What they said

In its proposal to the Kenyan government, Adani Group argued that a Public-Private Partnership (PIP) offers distinct advantages over competitive bidding. “PIP allows the government to secure terms beyond purely financial considerations, ensuring the welfare of citizens,” Adani wrote. They suggested that competitive bidding risks making the deal purely transactional, without room for mutual considerations, whereas a PIP creates a win-win scenario for the people of Kenya, the Government of Kenya (GOK), and private investors. Prime Cabinet Secretary Musalia Mudavadi had emphasized that “JKIA is not on sale. It is a strategic asset and if it was going to be sold, it can only be done after a full public process that Parliament endorses.”

The three aircraft were successfully assembled at the Morogoro Regional Airport plant, a facility launched in 2021 by Airplane Africa Limited (AAL), a Czech-owned aircraft manufacturing company based in Dar-es-Salaam, Tanzania.

The three locally assembled aircraft can accommodate two to four passengers, local media The Citizen reported.

“These aircraft represent significant achievement,” Mussa Mbura, Director General of the Tanzania Airport Authority (TAA) told reporters at a press briefing on March 18.

“The AAL investment creates revenue opportunities for the government and fosters job creation for Tanzanian citizens,” he added.

Among the AAL branches worldwide, the Morogoro factory in Tanzania is the only one in Africa with the remaining branches located in the Czech Republic, Germany, China, and Russia.

"The facility is the sole AAL branch in Africa, with their global network including branches in the Czech Republic, Germany, China and Russia," Mbura highlighted.

The TAA boss also outlined plans for further expansion, saying, "The assembly of additional aircraft is imminent."

At the Tanzania International Manufacturers Expo 2023 (TIMEXPO), AAL unveiled the Skyleader 600 , an aircraft that can transport two passengers in addition to the pilot at the event held in the nation's capital, Dar es Salaam.

The acquisition, valued at £1 billion, involves purchasing shares from the Spanish company Ferrovial.

The deal aligns with the long-term economic diversification strategy led by Saudi Crown Prince Mohammed bin Salman.

PIF aims to reach a valuation of $2 trillion in assets by 2030, positioning itself as the world's largest wealth fund, currently held by Norway's oil fund.

Ferrovial's decision to sell its shares in Heathrow Airport marks a significant financial gain for the Spanish company, increasing its overall value to $3 billion.

The sale includes Ferrovial's remaining 15% stake in FGP, the parent company of Heathrow Airport, which was acquired by French private equity firm Ardian.

Upon regulatory approval, Ferrovial will no longer hold any stake in one of the busiest airports globally.

London Heathrow Airport has been a key investment for various entities. Qatar Investment Organization is a major shareholder with a 20% stake, while other investors include the Quebec Deposit and Investment Fund (CDPCO), Singapore Investment Company, Australia Pension Fund, China Investment Company, and the British Universities Pension Fund.

In a statement, PIF expressed its satisfaction with the investment, stating, "PIF is pleased to be investing in Heathrow, a world-class airport, which acts as a key gateway to the world.

PIF’s investment in Heathrow is in line with its strategy to support the business as a long-term partner."

The move signifies Saudi Arabia's active participation in global economic ventures, leveraging its wealth fund to secure strategic assets and partnerships.

As regulators assess and approve the transactions, the acquisition reinforces PIF's role as a major player in shaping the future landscape of international investments.

Court appeals

Several citizens have registered appeals at the secretariat of the Constitutional Court of Benin against the illegal detention of the country’s former Minister of Justice Reckya Madougou, reports Beninweb TV . These individuals say the imprisonment is arbitrary and violates several articles of the Universal Declaration of Human Rights and International Covenant on Civil and Political Rights. The failed candidate was arrested in March 2021 and sentenced to 20 years in prison for ‘financing terrorism’.

Job creation

More than 1.19 million jobs have been created in Benin since 2016, news outlet La Nation reports. Citing details from a report by the National Institute of Statistics and Demography, the report noted that the private sector which is the main driver of job creation provided about 77 percent of jobs compared to 23 percent for the public sector. The prevalence of informal jobs which constitute 82 percent of jobs created however raises questions about job stability, social benefits and worker protections.

Trade agreement

Locally-produced Beninese pineapple has been accepted on the Chinese market, Cotonou , a Benin-based news platform reported. The first containers of the ‘sugar loaf’ variety of fruit were received in China on Sunday, November 5, 2023, in the presence of Chinese authorities and the Ambassador of Benin to China, Christian Adovelandé. The development forms part of trade agreements between both countries and Benin is expected to maintain the quality of the product on the market.

Airport security

The Benin Airports Company (SAB) has collaborated with European security company, Société Amarante International to improve security management at Cotonou International Airport in Benin’s largest city. The signing ceremony was chaired by Benin’s Minister of Infrastructure and Transport, Hervé HEHOMEY. The arrangement, according to the government , will ensure that users of the Cotonou International Airport are guaranteed the utmost safety during travel.

Civil aviation

The 26 th meeting of the Africa-Indian Ocean Regional Group for Planning and Implementation (APIRG) has been launched in Cotonou, Benin, the government of Benin has said. The meeting brought together around 300 international civil aviation actors to the Cotonou Congress Centre from all countries of Africa and the Indian Ocean.
