      <description><![CDATA[<p>Speaking on the state television and radio programme 'Mesa Redonda' on Wednesday, Fernandez de Cossio warned that any attempt to act against Cuban officials on the island would face strong resistance.</p>
<p>“It must be clear that any attempt to use this excuse for an action against these comrades inside Cuba will meet fierce resistance from the Cuban  people ,” he said.</p>
<p>The comments followed the announcement by U.S. prosecutors of charges linked to the 1996 downing of two aircraft operated by the anti-Castro group Brothers to the Rescue over the  Florida  Straits, which killed four people.</p>
<p>Among those accused are Raul Castro and several former Cuban  military  and government officials, who U.S. authorities allege participated in planning and carrying out the operation.</p>
<p>Fernandez de Cossio defended Cuba’s actions, arguing that Havana acted to protect its sovereignty and airspace after repeated warnings to Washington about incursions by the organisation’s aircraft.</p>
<p>“It exercised the right to protect its airspace and the peace of the Cuban people,” he said. “Cuba repeatedly asked the government of the United States to take action, and it did not do so.”</p>
<p>He described the indictment as “an act of injustice” against officials he said were fulfilling their duty to defend the country.</p>
<p>“The comrades accused here in this indictment acted fulfilling a duty, the duty to protect the airspace, the homeland and the peace of Cubans,” Fernandez de Cossio said.</p>
<p>The deputy foreign minister also accused Washington of having a  history  of using legal accusations to justify intervention against foreign governments.</p>
<p>“This indictment carries an additional threat, since the United States has a known dark practice of using accusations like these to act militarily against sovereign states,” he said.</p>
<p>Relations between Havana and Washington have deteriorated further in recent months amid expanded U.S. sanctions and rising tensions over Cuba’s economic and political crisis.</p>

      <description><![CDATA[<p>“Today I want to share with you the truth about the reason for your suffering,” Rubio said on Wednesday. “The reason you are forced to survive 22 hours a day without electricity is not due to an oil blockade by the United States.”</p>
<p>Rubio argued that Cuba’s economic crisis was the result of decades of  corruption  and mismanagement by the country’s leadership.</p>
<p>“The real reason you don’t have electricity, fuel, or food is because those who control your country have looted billions of dollars,” he said.</p>
<p>The remarks came as Cuba faces one of its worst  energy  crises in decades, with severe fuel shortages and blackouts lasting up to 22 hours a day in some parts of the country.</p>
<p>The Cuban government has blamed U.S. sanctions and restrictions on fuel imports for worsening the crisis, while Washington accuses Havana of economic mismanagement.</p>
<p>Rubio also criticised the influence of GAESA, the military-linked business conglomerate that controls large sectors of Cuba’s economy.</p>
<p>“Only those close to the GAESA elite or who are part of it can have profitable businesses,” Rubio said.</p>
<p>He said President Donald Trump was offering “a new path” in which ordinary Cubans could own businesses, banks, media outlets and other enterprises without political restrictions.</p>
<p>“A new Cuba where you can complain about a failing system without fear of going to jail,” Rubio said. “And a new Cuba where you have the real opportunity to choose who governs your country.”</p>
<p>Rubio also announced a proposed $100 million package of food and medical aid, saying the assistance would be distributed through the Catholic Church and humanitarian organisations rather than the Cuban  government .</p>
<p>The address follows a series of measures by the Trump administration aimed at tightening pressure on Havana, including additional tariffs on countries supplying oil to Cuba and expanded sanctions against entities Washington says threaten U.S.  national security .</p>

      <description><![CDATA[<p>Speaking at an event at the Faculty of  Arts  of the National University, Petro praised Cuba’s response to the COVID-19 pandemic, its development of a locally produced vaccine.</p>
<p>He said Cuba was the only country in  Latin America  and the Caribbean able to produce its own vaccine at the height of the pandemic, adding that the achievement helped save lives, starting with Cubans themselves.</p>
<p>“If a  society , in the middle of a global crisis, was able to rapidly produce an effective vaccine, then that society should not be invaded or bombed. It should be applauded and helped,” Petro said.</p>
<p>His remarks came amid renewed tensions between Washington and Havana. On May 1, US President  Donald Trump  expanded sanctions on Cuba and suggested that the United States could deploy an aircraft carrier near the island.</p>
<p>Cuban officials condemned the move. President Miguel Díaz-Canel described Washington’s position as a “dangerous escalation,” while Foreign Minister Bruno Rodríguez accused the US of acting with cynicism and hypocrisy.</p>

<p>Republican Representative María Elvira Salazar, who chairs the panel, praised President Donald Trump’s Venezuela  policy  and said no recent administration had gone as far. In opening remarks released by the committee, Salazar said Maduro’s fall had changed the region and increased pressure on other authoritarian governments, especially Cuba.</p>
<p>Democrats on the panel, however, questioned both the legality and the motives behind U.S. action in Venezuela. Representative Joaquin Castro argued that the intervention was driven less by democratic ideals than by oil and warned that a similar strategy toward Cuba could further destabilise the region.</p>
<p>"This administration did not invade Venezuela because it was outraged by that theft, though. And to be clear, I would not have supported an invasion to enforce the results of the election. We know why the president ordered US service members into harm's way. Venezuela's oil, not  democracy ," Castro said.</p>

      <description><![CDATA[<p>Muhoozi Kainerugaba, Chief of Defence Forces of the Uganda People's Defence Force, said in  a series of posts on X  (formerly Twitter) that Uganda would side with Israel if it comes under existential threat.</p>
<p>“We want the war in the  Middle East  to end now. The world is tired of it,” Kainerugaba wrote. “But any talk of destroying or defeating Israel will bring us into the war. On the side of Israel.”</p>
<p>Kainerugaba, the son of President Yoweri Museveni and a key political figure as chairman of the Patriotic League of Uganda, framed his stance in religious terms, citing Christian solidarity with Israel.</p>
<p>“We stand with Israel because we are Christians… Jesus Christ [is] the only One who can forgive sins,” he said, quoting a biblical passage to underscore his position.</p>
<p>The remarks come amid heightened global concern that the Middle East  conflict  could widen, with alliances and ideological ties potentially drawing in actors beyond the region. </p>
<p>Kainerugaba’s statements signal that parts of Africa could be pulled into the crisis if hostilities escalate further, particularly if Israel faces direct threats.</p>
<p>In another post, he warned of broader geopolitical consequences, saying an attack on Cuba by “colonialists and imperialists” would mark “the beginning of World War 3,” amid U.S. President Donald Trump’s threats to “take” the Latin American country. </p>
<p>Kainerugaba also pointed to historical ties between Uganda and Israel, saying Kampala would be prepared to offer assistance if requested.</p>
<p>“Israel stood with us when we were nobodys in the 1980s and 1990s,” he said. “Why wouldn’t we defend her now that our GDP is $100 billion? One of the largest in Africa.”</p>
<p>While the Ugandan government has not issued a formal  policy  statement echoing his remarks, Kainerugaba’s position is closely watched given his senior military role and political influence.</p>

      <description><![CDATA[<p>The Cuban Embassy in China said the first batch of the donation had set sail for Cuba, describing the shipment as proof that “the solidarity of true friends prevails” in the face of adversity.</p>
<p>The embassy said the aid came from the  People ’s Republic of China and framed it as a sign that Cuba was not alone as it faced mounting external and domestic pressures.</p>
<p>The shipment comes as Cuba has been plunged into crisis following a collapse of its national power grid, which left the country of about 10 million people without electricity.</p>
<p>Cuba’s state power utility, Union Nacional Electrica de Cuba, said the country suffered a “ complete shutdown of the national grid ,” while the Ministry of Energy and Mines reported a “complete disconnection” of the national electrical system and said it was investigating the cause.</p>
<p>State media later said power had been restored to about 5% of Havana’s residents, or roughly 42,000 customers, as well as several hospitals, although officials warned that the small circuits restored so far could fail again. It was Cuba’s third major blackout in the past four months.</p>
<p>The blackout unfolded against the backdrop of what Chinese and Cuban officials have described as continued U.S. pressure on the island.</p>
<p>Trump, speaking at the White House on Monday, said he believed he would have “the honour of taking Cuba.”</p>
<p>“Whether I free it, take it — think I could do anything I want with it. You want to know the truth. They’re a very weakened nation right now,” he said.</p>
<p>China has repeatedly said it will continue its “ support and assistance ” to Cuba and has condemned Washington’s pressure, saying it undermines regional peace and stability.</p>
<p>The Chinese ambassador to Cuba, Hua Xin, recently denounced the impact of the U.S. blockade on the Cuban people and said Beijing would continue backing Cuba’s sovereignty and national security while deepening cooperation in areas such as energy and food.</p>
<p>Chinese-backed projects cited by the ambassador included solar parks donated by China, solar  energy  systems for isolated homes and community centres, and food assistance, including shipments of rice.</p>

      <description><![CDATA[<p>UN spokesperson Stéphane Dujarric  said  the crisis has been driven by Cuba’s inability to import enough fuel, which has invariably triggered an energy emergency that is now hitting hospitals, food distribution and water deliveries.</p>
<p>The UN Office for the Coordination of Humanitarian Affairs (OCHA) said hospitals are facing frequent blackouts, shortages of essential medicines and difficulties operating critical equipment, with major disruption to  services  including oncology care, dialysis, emergency services and maternal and infant care. OCHA said about 16,000 cancer patients need radiotherapy, and more than 12,000 relying on chemotherapy are being affected by power and resource shortages.</p>
<p>Fuel shortages are also limiting ambulance movements and slowing aid operations. OCHA said nearly one million people depend on  water  delivered by tanker trucks, while more than 80% of water-pumping infrastructure relies on electricity, leading to widespread service disruptions.</p>
<p>The UN said it is engaging  member states, including the United States, to ensure humanitarian assistance can be delivered. </p>

      <description><![CDATA[<p>Officials said the  people  on the boat shot first and injured the captain of the Cuban vessel. The coastguard returned fire, killing four people and arresting the remaining six.</p>
<p>The Cuban  government  said all 10 people on the boat were Cuban nationals who live in the United States. One of the men killed was identified as Michel Ortega Casanova. Authorities also detained an 11th man on land, who they claim was part of the group. Cuba said the group was planning "an infiltration with terrorist aims".</p>
<p>Officials reported that several weapons and tactical items were found on the boat. These included assault rifles, handguns, homemade bombs, and Molotov cocktails. Bulletproof vests and camouflage uniforms were also recovered. Cuban authorities added that most of the men have "prior records involving criminal and violent activity".</p>
<p>US Secretary of State Marco Rubio described the incident as "highly unusual". He told reporters that it "was not a US operation" and said no US government personnel were involved. Rubio stated that the US would not rely solely on Cuba’s account and would instead "verify that independently".</p>
<p>“As we gather more information, then we'll be prepared to respond accordingly,” he said.</p>
<p>Rubio, whose parents emigrated to the United States from Cuba in the 1950s, has long criticised the Communist-run government in Havana. On Wednesday, he said that "Cuba's status quo is unacceptable" and "needs to change".</p>
<p>"They need to make dramatic reforms," he said, urging its Communist leadership to "open the  space  for both economic and eventually political freedom for the people of Cuba".</p>
<p>The shootout happened at a time of heightened tensions between the two countries. The United States has been blocking oil shipments to Cuba, contributing to a severe energy crisis on the island. Shortly before the shooting, however, the US government announced it would allow some oil sales for "commercial and humanitarian use".</p>

<p>In the decree announcing the mourning period, Díaz-Canel said the personnel were carrying out missions on behalf of Cuba’s Revolutionary Armed Forces and Ministry of the Interior, at the request of Venezuelan institutions. He stated that those killed died either in direct combat or as a result of bombardments on facilities, describing their actions as a reflection of Cuba’s longstanding  policy  of international solidarity.</p>
<p>Venezuelan authorities said the Cuban personnel were operating within the framework of cooperation between sovereign states, performing institutional protection and defence duties.  Media  reports indicate that the wider US attacks in the Venezuelan states of Miranda, La Guaira and Aragua have left at least 80 people dead, including both civilians and military personnel, further intensifying regional and international scrutiny of the operation.</p>

<p>However, just days ago, a partial collapse of the grid once again plunged Havana and large swathes of western Cuba into darkness. A transmission-line failure severed the connection between the capital and the country’s largest power plant in Matanzas, the  latest  in a string of outages underlining how fragile the system remains. Even though officials reported a gradual restoration of power, the blackout reinforced doubts among citizens about whether promises of recovery are realistic.</p>
<p>In recent years, the government has announced plans to diversify energy production by investing in renewable sources, including solar,  wind  and biomass projects and to gradually reduce reliance on fossil-fuel thermal plants. But experts warn that these measures alone may not be enough. With effective generation capacity reportedly far below national demand, and a legacy of deferred maintenance and substandard fuel quality, the grid remains highly vulnerable to further failures unless major structural reforms are implemented. </p>

      <description><![CDATA[<p>Between January and October 2025, the island’s crude and refined fuel imports declined by around 35% compared to the same period in 2024. </p>
<p>The reduction has especially hurt supplies of fuel oil, one of the most important inputs for Cuba’s ageing thermoelectric power plants. Deliveries from Mexico fell by approximately 73%, while imports from Venezuela, historically Cuba’s most significant energy partner, dropped by nearly 15%. </p>
<p>As a result, Cuba has been forced to shut down significant portions of its electricity generation capacity. According to the national electrical union, nearly 900 megawatts, almost a third of daily demand, are now offline due to a lack of fuel and lubricants. In Havana, residents report unplanned blackouts of up to nine hours, while more remote provinces sometimes receive only two to four hours of electricity each day. </p>
<p>Cuban officials have attributed the crisis to a combination of external and internal factors, including the steep reduction in shipments from allies, payment difficulties, and a shortage of vessels capable of transporting fuel across the Caribbean. Meanwhile, longstanding US  sanctions , economic instability and damage to infrastructure from Hurricane Melissa are also compounding the problem. </p>
<p>The situation has renewed international attention on Cuba’s energy vulnerability and geopolitical isolation. As global allies recalibrate their own energy strategies, Havana’s ability to maintain stable electricity access and avoid further social disruption may depend on forging new partnerships or accelerating its transition to  renewable energy .</p>

We are also preparing the shipment of a vessel that will depart in the coming days with more than 3,000 tonnes of aid to the Republic of Cuba,” he announced.</p>
<p>Cuban Ambassador to Venezuela Jorge Luis Mayo Fernández expressed gratitude to Caracas for the assistance and highlighted the solidarity between both nations despite external pressure. "While the empire continues to threaten the peoples of our  America , the peoples of the Caribbean, and our sister Venezuela with weapons, the Caribbean is crossed by ships of solidarity, by ships of love, by planes of love and planes of solidarity” he said. The remarks were aired by Venezolana de Televisión (VTV).</p>
<p>He added that this gesture of solidarity reflects “the kind of relationship that should unite all the nations of the  world .”</p>
<p>According to regional authorities, while Cuba reported no fatalities, the death toll from the hurricane has risen to more than 40 in Jamaica and Haiti.</p>

      <description><![CDATA[<p>In the latest  United Nations  General Assembly (UNGA) vote on October 29, 2025, 165 countries supported a resolution calling for an end to the decades-long U.S. embargo on Cuba. In contrast, only seven voted against and twelve abstained. It’s the 33rd time the UN has called for the embargo to be lifted, yet the United States remains firm in its position.</p>
<p>According to  Reuters , the countries opposing the motion were the United States, Israel, Ukraine, Hungary, Paraguay, Argentina, and North Macedonia, a small group standing against near-universal consensus. </p>
<p>This year’s vote reflects a slight uptick in support for Washington, compared with last year’s 187-2 outcome, but the global message remains unmistakable: the world rejects the embargo.</p>
<p>The embargo, first imposed in 1960 and expanded in the early 1960s, restricts nearly all trade, financial transactions, and travel between the United States and Cuba. </p>
<p>The map accompanying the vote — dominated by green for “in favour” — shows how isolated Washington’s position is. Nearly every nation across  Latin America , Africa, Asia, and Europe supported ending the embargo. </p>
<p>Even U.S. allies like Japan, Canada, and the United Kingdom voted for the resolution. Only a handful of countries, including Argentina this year, broke ranks.</p>
<p>The United States last abstained on the resolution in 2016 during the Obama administration, but since then, successive governments have reinstated their opposition.</p>
<p>This year’s slight shift, with five more nations joining the “against” camp, reflects evolving geopolitical alignments.  Ukraine’s vote , for instance, was influenced by its growing tensions with Havana after reports emerged of Cuban nationals allegedly fighting for Russia in the ongoing war. Meanwhile, Argentina’s decision marks a notable departure from Latin America’s traditionally unified stance against the embargo.</p>
<p>Still, the resolution is non-binding, which means it carries moral and political weight but no legal force. The embargo can only be lifted by the U.S. Congress, where opposition remains strong.</p>

<p>Analysts say the suspension underscores the waning influence of ideological alliances formed during  Latin America ’s early-2000s “pink tide.” As governments across the region pursue more pragmatic or centrist approaches, the continent’s once-unified leftist front appears increasingly fragmented.</p>

      <description><![CDATA[<p>On that day, John F. Kennedy announced to the American people that the  Cuban Missile  Crisis was underway, an explosive revelation that the Soviet Union had secretly deployed nuclear-armed missiles on the island of Cuba, only 90 miles from the U.S. mainland. </p>
<p>The map above captures the gravity of that confrontation: Soviet intermediate-range ballistic missile bases in Cuba, U.S. naval and air “quarantine” (blockade) zones around the island and the looming threat circle stretching deep into the continental  United States . </p>
<p>This wasn’t just another Cold War standoff. It was arguably the moment when nuclear war crept into real possibility, when  world  leaders and citizens alike recognised that missteps might have unleashed catastrophe. </p>
<p>The roots of the crisis lay in a series of strategic moves: the United States had placed medium-range nuclear missiles in Turkey and Italy, threatening Soviet territory, while the Soviet leadership under Nikita Khrushchev responded by emplacing nuclear missiles in Cuba to counter U.S. dominance and protect the regime of Fidel Castro. </p>
<p>Kennedy’s October 22 speech declared that any nuclear attack launched from Cuba would be met with full retaliatory response. Through a naval “quarantine” announced publicly, the U.S. effectively blocked further Soviet shipments to the island. </p>
<p>Within two weeks, the tension subsided, but only after a secret agreement: the Soviets would remove the missiles from Cuba, and the U.S. would privately agree to remove certain missiles from Turkey and Italy. The parties also established a direct communication link, the famed “hotline”, to avoid being so perilously close again. </p>

      <description><![CDATA[<p>Speaking in Havana on Wednesday, Rodríguez said the Cuban government had “reliable information” indicating that US officials were pressuring several countries, particularly in  Latin America  and Europe, to oppose or abstain from the annual UN resolution calling for an end to the blockade. He described the alleged actions as “another example of the coercive diplomacy that isolates Washington, not Cuba.”</p>
<p>The US embargo, first imposed in the 1960s, remains one of the  world ’s longest-standing economic sanctions. While the Obama administration made limited moves towards normalisation, President Donald Trump reversed those policies and re-added Cuba to the US list of state sponsors of terrorism. The Biden administration has so far maintained most of those restrictions.</p>
<p>Cuba’s resolution condemning the blockade has been presented annually at the UN General Assembly since 1992, consistently receiving overwhelming support. In the most recent vote, 187 countries backed the motion, with only the United States and  Israel  opposing it. The next debate and vote are scheduled for 28 October.</p>
<p>For Havana, the resolution serves as both a diplomatic reaffirmation and a political weapon, a way to highlight Washington’s isolation on the global stage. For the United States, however, the vote remains largely symbolic, underscoring a standoff that has lasted for more than six decades and shows little sign of easing.</p>

      <description><![CDATA[<p>The accolade was presented during the  World  Conservation Congress held in Abu Dhabi, United Arab Emirates, to the Cuban ambassador, Norberto Carlos Escalona Carrillo. </p>
<p>The award celebrates the excellence of Cuba’s National Biodiversity Programme through 2030, developed under the supervision of Cuba’s Ministry of  Science , Technology and Environment (CITMA). Its strategy emphasises science-based measures, citizen participation, and concrete conservation actions. </p>
<p>Cuba was among 26 countries selected worldwide for their outstanding commitment to biodiversity. These nations were honoured for their national biodiversity strategies (EPANB), which align with global goals under the UN Convention on Biological Diversity. </p>
<p>In Cuba’s case, the EPANB is integrated with the country’s broader environmental and climate  policy  framework — including the Tarea Vida (Life Task) programme and Cuba’s National Development Plan to 2030 — reflecting a systemic approach to conservation and sustainability. </p>
<p>The awarding body, the  International  Reverse the Red Coalition, is led by the International Union for Conservation of Nature (IUCN) and partners. It honours countries that craft and implement biodiversity action plans with scientific rigour, transparency, stakeholder inclusion and alignment with global standards.</p>

      <description><![CDATA[<p>Cuba’s Foreign Minister Bruno Rodríguez used his address at the 80th UN General Assembly to denounce what he described as an “extraordinary” and “unjustifiable” US military deployment in the Caribbean, warning that it posed a looming threat of war and undermined regional  peace .</p>
<p>“In the Caribbean Sea, today looms the threat of war with an extraordinary naval and aerial deployment of an offensive nature. Absolutely unjustifiable, with missiles, landing and assault craft, and nuclear submarines. Ballistic missiles with nuclear capacity are being launched as tests. The  United States  uses the pretext of fighting crime and drug trafficking, a myth that no one in this room believes”, Rodríguez told delegates in New York.</p>
<p>He reaffirmed Havana’s “total support” for Venezuela and President Nicolás Maduro, condemned Washington’s actions as violations of international law, and expressed “firm solidarity” with the Palestinian people, accusing  Israel  of carrying out genocide in Gaza with US backing.</p>
<p>Rodríguez also reiterated Cuba’s rejection of unilateral sanctions against countries such as Belarus, Nicaragua, Venezuela, Iran and  Russia , while stressing that the US embargo on Cuba remains a “prolonged economic war” aimed at depriving its citizens of basic means of livelihood.</p>

      <description><![CDATA[<h2>ALBA-TCP rejects U.S.  military  deployment in the Caribbean</h2>
<p>On September 25, 2025, the Political Council of ALBA-TCP rejected what it called an “unjustified” U.S. military deployment in the Caribbean, denouncing the interception of the  Venezuela n vessel  Carmen Rosa  by a U.S. Navy destroyer. The bloc reaffirmed support for President Nicolás Maduro and dismissed U.S. reports labelling  Venezuela  a drug transit country as “false narratives” aimed at regime change.</p>
<h2>Díaz-Canel promises stability at Renté thermoelectric plant</h2>
<p>During a September 25 visit to the Antonio Maceo (Renté) thermoelectric plant in Santiago de Cuba, President Miguel Díaz-Canel pledged that the facility would reach “stability” before the end of 2025. His statement came despite continuous outages, technical failures and even fatal accidents at the plant. Díaz-Canel blamed U.S.  sanctions  for hampering maintenance and argued that the government’s combined strategy of repairs and new solar projects would improve supply. However, electricity deficits of more than 1,700 MW continue to trigger blackouts lasting over 20 hours in some provinces, deepening public frustration.</p>
<h2>Cuban foreign minister denounces U.S. blockade at UNGA</h2>
<p>At the 80th UN General Assembly, Foreign Minister Bruno Rodríguez Parrilla denounced the U.S. economic blockade and its severe effects on Cuba’s access to food, medicine, transport and energy development. He also criticised U.S. military actions in the Caribbean and accused Washington of supporting Israel’s “genocide” against Palestinians. Rodríguez stressed the need for unity among developing nations under the G77 and China, condemned Cuba’s designation as a state sponsor of terrorism, and warned that the blockade undermines climate action projects such as Cuba’s national solar energy plan.</p>
<h2>Council of State evaluates economic and legislative measures</h2>
<p>On September 25, the Cuban Council of State, led by Esteban Lazo Hernández, reviewed progress on economic recovery programmes and municipal development strategies. Prime Minister Manuel Marrero Cruz reported on preparations for the 2026 economic plan, updates to the government’s programme to “correct distortions”, and legislative advances, including food and fisheries regulations. The session also approved a decree law on honorary titles and decorations, while lawmakers examined compliance with measures under the Ministry of Food Industry and the national fisheries law.</p>
<h2>Prosecutors seek nine-year sentences for protesters</h2>
<p>Cuban prosecutors have requested sentences of up to nine years in prison for six men accused of participating in a peaceful “cacerolazo” protest against power outages in Encrucijada, Villa Clara, in November 2024. Among them is independent journalist José Gabriel Barrenechea.  Human rights  organisations, including Amnesty International and the Cuban Observatory for Human Rights, denounced the trial as an attempt to criminalise dissent. Activists also reported the detention of opposition figure Guillermo “Coco” Fariñas while trying to attend the hearing. The case follows similar trials in 2024, highlighting the government’s hard line on public demonstrations.</p>

      <description><![CDATA[<p>During a meeting in Caracas with Nicolás Maduro, Venezuela’s president, Roberto Morales Ojeda — secretary of organisation of Cuba’s Communist Party — pledged Havana’s solidarity and confirmed that “millions of Cubans” would endorse the Cuban government’s recent declaration of support for Venezuela. The campaign is also framed as a broader call to the international community, particularly members of the Bolivarian Alliance for the Peoples of Our  America  (ALBA) and the Community of Latin American and Caribbean States (CELAC).</p>
<p>Maduro emphasised the need for joint efforts with global impact, describing Cuba and Venezuela as carrying forward the vision of Simón Bolívar, José Martí, Fidel Castro and Hugo Chávez. “We must elevate our project to a higher level”, he said, urging coordinated action to defend both nations’ positions on the  world  stage.</p>
<p>The initiative comes as Havana and Caracas deepen their cooperation under agreements signed in 2023 between the Communist Party of Cuba and Venezuela’s ruling Socialist Party. Morales Ojeda also held talks with Jorge Rodríguez, head of Venezuela’s National Assembly, and Rander Peña, executive secretary of ALBA, stressing the importance of legislative, political and regional coordination to counter what both governments describe as “imperialist aggression”.</p>
<p>Despite Cuba’s worsening economic crisis under tightened US  sanctions , Morales Ojeda said solidarity with Venezuela remains a priority: “We share not what we have left over, but what we have”.</p>

<p>The US government has imposed  sanctions  against Cuban President Miguel Díaz-Canel and other top officials, marking the anniversary of the July 2021 protests. According to the US Department of State, the sanctions include visa restrictions for officials associated with the regime's violent response to the protests, which resulted in widespread detentions and abuses. The US continues to advocate for human rights in Cuba and prohibits funding to properties linked to the regime.</p>
<p>Human rights abuses identified in Cuban prisons</p>
<p>Human Rights Watch reports significant  abuses  against protesters detained following the July 2021 demonstrations in Cuba. The organisation highlights arbitrary arrests and deplorable prison conditions, including overcrowding and lack of medical care. Former detainees have reported brutal treatment and punitive measures against those who complained. HRW calls for international support for human rights promotion in Cuba amidst an ongoing economic crisis.</p>
<p>Cuban national arrested for driving offence</p>
<p>Yordano Herrera, a 34-year-old native of Cuba, was  arrested  for driving with a suspended licence, following a DUI conviction. Law enforcement officials in Sumter County discovered his vehicle registration was expired, leading to a check of his driving history, which revealed multiple suspensions. He was charged with expired registration and driving on a suspended licence. Herrera was later released on bail after his arrest.</p>
<p>OFAC fines U.S. firm $600,000 for Cuba shipments</p>
<p>Key Holding, LLC, a Delaware-based logistics firm, will pay a $608,825 fine to the U.S. Treasury’s OFAC for  potential violations of Cuba sanctions . Between Jan 2022 and Jul 2023, its Colombian subsidiary coordinated 36 shipments to Cuba worth over $3 million. OFAC found 33 shipments unauthorised under its rules, including food, machinery parts, and goods bound for Cuban state-owned entities. At the time, neither Key Holding nor its subsidiary had an OFAC compliance program in place, leading to unintentional breaches of the Cuban Assets Control Regulations.</p>

      <description><![CDATA[<p>The progress is premised on decades of experience implementing the Montreal Protocol of 1987, which successfully targeted the elimination of ozone-depleting substances.</p>
<p>In an assessment shared with the  Cuban News Agency , specialists highlighted progress across critical sectors, including the manufacturing of refrigeration and air conditioning equipment, foam and aerosol production, and the technical maintenance of refrigeration systems. These efforts are aimed at cutting emissions of hydrofluorocarbons (HFCs), potent greenhouse gases widely used as refrigerants.</p>
<p>Mechanical Engineer Armando Lazaro Gomez Díaz, an OTOZ specialist and head of the Kigali Implementation Plan (KIP) Phase I project, emphasised that the current phase represents “a significant step toward fulfilling the nation’s  international  commitments regarding environmental preservation.”</p>
<p>“The success of this phase will depend on the coordinated and committed work of all parties involved,” Gomez Díaz said.</p>
<p>Cuba’s approach is led by the Ministry of  Science , Technology, and Environment, the Office of Environmental Safety Regulation, and the OTOZ, which is attached to the Center for Information Management and Energy Development (CUBAENERGIA) of the Agency for Nuclear Energy and Advanced Technologies.</p>

<p>As reported by the Cuban news agency ACN on June 11, the United Nations Development Organisation (UNIDO) in collaboration with experts, has  initiated a project  aimed at decarbonising key sectors within Cuba through innovative climate solutions. UNIDO's project associate Ivette Tortosa reported that a two-million-dollar grant from the Global Environment Facility would facilitate the implementation of projects targeting the reduction of greenhouse gases, focusing on households, tourist facilities, and industries. Advocate José Antonio la Cal Herrera emphasised the role of bioenergy as a crucial tool for Cuba's energy transition, enhancing security and supply across the island.</p>
<p>Cuban students oppose economic dollarisation</p>
<p>According to AFP, Cuban students have organised a movement against the rising dollarisation within the country, triggered by an increase in mobile internet tariffs effective May 30. The  new tariff structure  by state telecom company Etecsa pushed rates drastically higher for Cuban peso users while favouring dollar-based top-ups. Students from various universities have initiated class boycotts and issued statements challenging the inequality that dollarisation represents. Despite government efforts to address the discontent, including dialogue forums, student opposition remains strong, indicating a significant plea for equality and policy change.</p>
<p>Mayor of Cuba found in ethics violation</p>
<p>Target 7 reports on Mayor Denny Herrera of Cuba, N.M., who was found in violation of the Government Conduct Act following an investigation by the State Ethics Commission. The probe  revealed that  Herrera profited illicitly from city orders directing employees to refuel at his gas station, leading to financial misconduct. Although Herrara argues that the directive predated his election, he has settled to pay $3,500 in total and was required to disclose his ownership of the station. Former Fire Chief Rick Romero's actions in filing a complaint resulted in his demotion, raising suspicions of retaliatory conduct pending legal review.</p>
<p>Cuban students' digital protest and economic woes</p>
<p>Cuban students, frustrated by increased internet service prices, have organised protests demanding both accountability and resignations from educational and governmental administrations, according to l ocal correspondence . With mobile data pricing now anchored heavily in US currency, students argue this approach magnifies existing socio-economic divides. State-run Etecsa’s President Tania Velázquez cited a dire lack of foreign currency as a reason for the hikes. Yet, students urge for a broadened discourse, questioning Cuba's increasing departure from socialist principles, and criticising the government's positioning amidst the decades-long US embargo.</p>
<p>Guyana redefines role of Cuban health workers</p>
<p>The Guyana government plans to redefine employment terms for Cuban health professionals amid broader international recruitment efforts for upcoming hospitals, according to CNW Network. Vice President Bharrat Jagdeo outlined the intent to comply with US restrictions concerning allegations of 'forced labour' within Cuba’s medical missions.       <description><![CDATA[<p>The measure, published on the ministry’s official  X account  (formerly Twitter), aims to strengthen security and immigration control.</p>
<p>According to the statement, Ecuador “will request transit visas from those nationals in transit from countries that currently require visas to enter the country and from those determined by the human mobility authority.”</p>
<p>Although the effective date and application process have not been detailed, the ministry clarified that the requirement is part of broader efforts to combat transnational organised crime, particularly human trafficking and migrant smuggling.</p>
<p>Ecuador currently requires entry visas from citizens of 45 countries, including Cuba, Venezuela, Haiti, China, Afghanistan, Iran, and several African and Asian states. </p>
<p>Under the new  policy , citizens of these nations will also need a transit visa, even if they are not staying in Ecuador.</p>
<p>The  announcement  comes in the context of the "internal armed conflict" declared by President Daniel Noboa on January 9, 2024. </p>
<p>This declaration has enabled the  government  to intensify operations against criminal groups, officially classified as terrorist organisations.</p>

      <description><![CDATA[<p>A new report by the  Cuban Observatory of Currencies and Finance  (OMFi) shows that more businesses are now operating mainly in dollars, marking what it says is a clear policy shift by the government.</p>
<p>The  report  says the current trend is no longer a reaction to market forces but a deliberate step toward dollarisation.</p>
<p>At the end of April, the average monthly salary in Cuba was 5,839 pesos. At the informal exchange rate of 370 pesos to the dollar, that is worth just $15.78, sharply reducing the purchasing power of most workers.</p>
<p>For pensioners,  the situation is even worse , with the minimum pension now worth about $4.13.</p>
<p>The report warns that the growing use of foreign currency, including digital ones like the MLC, is widening the gap between Cubans who have access to dollars and those who do not.</p>
<p>State companies in select industries such as  tourism  and biotechnology are allowed to keep part of their foreign currency earnings, while others and most ordinary citizens are still stuck with the weakening peso.</p>
<p>Meanwhile, the Cuban government reported a budget surplus in March 2025, a rare occurrence in recent years.</p>
<p>However, the surplus came after cutting spending in areas like social services and raising prices on basic goods such as fuel and electricity, moves that may hurt low-income households.</p>

      <description><![CDATA[<p>Experts say more  people  are leaving the island, especially young workers, while fewer babies are being born and the number of elderly people keeps growing.</p>
<p>New figures  show that by the end of 2024, Cuba had about 9.7 million people. That’s a drop of over 300,000 in just one year. The number of people living in Cuba has been falling fast over the last decade, especially since the economy started to struggle.</p>
<p>In 2012, Cuba had around 11.2 million people. Since then, the country has lost about 13 percent of its population.</p>
<p>Many Cubans, especially young adults, are leaving the island in search of better jobs and living  conditions  and leaving behind the older population.</p>
<p>Today, one in four Cubans is aged 60 or above.</p>
<p>“A quarter of the island's population is aged 60 and over, and it is the only demographic category that has grown in recent years,” said Juan Carlos Alfonso Fraga, a top official at Cuba’s National Office of Statistics.</p>
<p>The number of births in 2024 hit a new low since the Cuban revolution in 1959. There were only 71,000 babies born, compared to 90,000 in 2023.</p>
<p>In addition, more people are dying each year, adding to the population drop.</p>
<p>The decrease in population is raising huge concerns for Cubans.</p>

      <description><![CDATA[<p>The president of the Latin American nation made this known during a high-profile meeting at the Palace of the Revolution in Havana with Robert Floyd, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organisation (CTBTO).</p>
<p>“We ratify once again Cuba's unwavering commitment to peace, to the non-proliferation of nuclear weapons and to the non-performance of nuclear tests,” Díaz-Canel said during the meeting.</p>
<p>The Cuban leader praised the long-standing relationship between Cuba and the CTBTO, and expressed gratitude for the organization's support in developing the country's scientific and institutional capabilities in nuclear monitoring and disarmament efforts.</p>
<p>Díaz-Canel also commended Floyd’s personal dedication to building what he described as a “robust, armored, effective, and efficient verification system” for nuclear weapons testing,  Granma  reports.</p>
<p>He also acknowledged the CTBTO's support in training Cuban experts, facilitating access to international data, and enhancing Cuba’s scientific programs and comparative studies related to nuclear monitoring and  policy .</p>
<p>Reflecting on global nuclear tensions, Floyd noted the continued relevance of Cuba’s role, especially in light of its early commitment to the Treaty on the Prohibition of Nuclear Weapons. Cuba was among the first five nations to ratify the treaty, doing so in January 2018—just months after signing it at the UN in September 2017.</p>
<p>“Even in these dark times for global disarmament efforts, our organisation remains a flame,” Floyd said.</p>
<p>The Treaty on the Prohibition of Nuclear Weapons officially entered into force on January 22, 2021, as part of global efforts to eliminate nuclear arms.</p>
