      <description><![CDATA[<p>Justice Daniel Osiagor convicted Huang Haoyu, also known as Ken, and An Hongxu after they changed their pleas to guilty.  The judge  gave them the option of a N56 million (approx. $37,000) fine each, ordered three days of community service, and directed that they be repatriated to China after serving their sentences.</p>
<p>The men were among 792 suspected internet fraud suspects arrested by the Economic and Financial Crimes Commission (EFCC) in December 2024.</p>
<p>Prosecutors said the pair recruited Nigerian youths to impersonate foreign nationals online for financial gain and laundered  funds  through crypto wallets and local bank accounts.</p>
<p>“I humbly pray your lordship to impose the maximum sentence… to serve as a deterrent,” EFCC prosecutor Bilkisu Bala-Buhari told the court.</p>
<p>In his ruling,  Justice  Osiagor sentenced each man to a cumulative 46 years, saying the punishment reflected the seriousness of the offences.</p>
<p>Authorities also ordered the forfeiture of assets recovered during the investigation, including hundreds of phones, computers, and other equipment allegedly used in the  fraud  operation.</p>

      <description><![CDATA[<p>Criminals take advantage of rushed decisions, promotional hype and heavier  internet  use to steal personal data and money.</p>
<p>Fake online stores offering heavily discounted products are one of the most common traps. These sites often look legitimate, complete with professional layouts and countdown sales, but disappear once payments are made. Shoppers may only realise they have been scammed when goods never arrive, or their bank accounts are compromised. </p>
<p>In South Africa, Mongezi Mpahlwa, a partner at  law  firm Cox Yeats, says the country is already seeing a sharp rise in cyberattacks. South Africa recorded more than 2,300 formally reported data breaches between April 2024 and March 2025, averaging about 200 incidents a month. That number has since climbed, with nearly 2,000 breaches reported from April 2025 to date, close to 300 cases every month.</p>
<p>“These attackers know people are distracted, shopping quickly and sharing payment details more often,” Mpahlwa said. “That makes the festive season a perfect hunting ground,”  the Citizen  quotes.</p>
<p>Government departments, hospitals, banks, retailers and telecoms companies have all been hit by ransomware attacks, data theft and extortion schemes. In some cases, cybercriminals have stolen massive volumes of sensitive information or disrupted essential services.</p>
<p>The average data breach now costs South African businesses about $2.6 million, while consumers lost more than $53 million in 2023 alone to digital banking and mobile app  fraud . Industry figures show total cyber-related losses can reach $175 million a year, with online banking fraud and associated losses rising steeply.</p>
<p>Mpahlwa recommended verifying emails and messages before clicking links, shopping only on trusted websites, avoiding public Wi-Fi for payments, and reporting suspicious activity immediately.</p>

      <description><![CDATA[<p>From December 30, courts will be allowed to impose between six and 24 strokes of the cane on offenders convicted of serious scam-related crimes, including members and recruiters of organised scam syndicates.  The tougher penalties  follow legal changes passed by Parliament last month.</p>
<p>The Ministry of Home Affairs stated that the measures are intended to ensure that criminal laws remain “effective, fair and responsive” as  fraud  becomes one of Singapore’s most significant public safety threats.</p>
<p>People who knowingly allow their bank accounts or personal details to be used to launder scam proceeds may also face caning of up to 12 strokes, alongside jail terms and fines. Judges will also have the discretion to impose caning for other forms of fraud.</p>
<p>Scams now account for about 60% of all reported crime in Singapore, according to  government  figures. Between 2020 and the first half of 2025, nearly 190,000 scam cases were reported, with losses estimated at 3.7 billion Singapore dollars (about US$2.8 billion).</p>
<p>Officials say common scams include phishing, fake job offers, online shopping fraud, investment schemes and impersonation scams.</p>
<p>Judicial caning , a form of corporal punishment carried out with a rattan cane, is already used in Singapore for serious crimes such as robbery and sexual offences. It applies to male offenders under the age of 50 and is imposed in addition to prison sentences.</p>

      <description><![CDATA[<p>The directive, issued privately to companies on November 28 and later reported by Reuters, mandated that the Sanchar Saathi app be placed on every new mobile phone and made impossible for users to disable.</p>
<p>The order also instructed manufacturers to push a software  update  installing the app on existing devices. Companies were given 90 days to comply and 120 days to file reports with the Department of Telecommunications. </p>
<p>With more than 85% of Indian households owning smartphones, the measure would have affected almost the entire population.</p>
<p>Sanchar Saathi, introduced in January, is designed to curb mobile-related fraud by detecting duplicate or spoofed IMEI numbers and allowing users to block stolen devices.  Government  figures claim the app has already helped disable millions of fraudulent connections and recover hundreds of thousands of lost phones.</p>
<p>Officials framed the requirement as a necessary response to mounting cybercrime, citing powers under India’s Telecom Cyber  Security  Rules. But the mandatory installation clause immediately raised concerns among privacy groups and technology companies, recalling the backlash over India’s compulsory COVID-19 tracing app in 2020.</p>
<p>Apple was reportedly the first to signal non-compliance, arguing that it does not pre-install third-party apps for any government worldwide. </p>
<p>Digital rights advocates condemned the order as legally weak and disproportionately intrusive. The Internet Freedom Foundation called it a “deeply worrying expansion of executive control,” while the Software Freedom Law Centre described it as a “24-hour State in my home” measure that undermined user autonomy.</p>
<p>Opposition politicians also criticised the directive. Congress MP Priyanka Gandhi labelled Sanchar Saathi a “snooping app,” arguing that the government had no justification for placing non-removable state software on personal devices. The backlash quickly gained traction across social media.</p>
<p>Facing mounting resistance, the government signalled on Wednesday morning that it was open to amending the order. By the afternoon, the Communications Ministry confirmed the directive had been scrapped, saying it had “decided not to make the pre-installation mandatory.”</p>
<p>But, India is not alone in pursuing tighter control over mobile phones. </p>
<p>Russia recently made a government-backed app mandatory on all devices sold in the country, part of what critics describe as a widening surveillance apparatus.  Privacy  advocates warn that India’s attempt, though now rescinded, reflects a similar trajectory and could re-emerge in another form.</p>

      <description><![CDATA[<p>Under the new order, commanders from the rank of lieutenant colonel and above will be permitted to use only iPhones for work-related communications. Android devices may still be used privately, but are banned from all operational or command activity. </p>
<p>The decision, revealed by Israel’s Army Radio and reported by The Jerusalem Post, marks a dramatic escalation in the military’s digital security efforts amid intensifying regional conflict.</p>
<p>The move is designed to reduce the risk of cyber intrusions on high-level  military  devices, the reports say.</p>
<p>Even before the ongoing conflict with Hamas and escalating clashes across the region, Israeli forces had faced repeated cyber-espionage attempts, including “honeypot” attacks targeting soldiers in order to steal sensitive information such as troop positions and strategic movements.</p>
<p>Just weeks ago, Google had launched a major campaign promoting Android security, celebrating the approval of Pixel phones for the U.S. Department of  Defense ’s Information Network. </p>
<p>Google called it a “significant milestone” and described Pixel devices as “mission-ready” and resilient for  government  users. Until recently, only Apple and Samsung appeared on that list.</p>
<p>However, the Israeli military clearly believes iPhones offer stronger protection. According to The Jerusalem Post, the new policy follows a series of efforts to harden digital discipline, including training programmes and staged cyberattack drills inspired by Hezbollah-linked tactics designed to trick soldiers into compromising their devices.</p>
<p>Israel National News reports that the decision comes alongside fresh intelligence warnings and increasing concerns about sophisticated phishing and espionage attempts targeting defence personnel.</p>
<p>Meanwhile, Ynet News says Israeli officials are currently facing a new Iranian cyber campaign aimed at high-level government and defence figures. The effort, linked to the IRGC, allegedly uses WhatsApp lures, impersonation and a PowerShell backdoor to infiltrate targets. </p>
<p>As physical fighting continues on multiple fronts, a parallel digital  war  is accelerating.</p>

      <title>Ghana’s latest cyber law may protect citizens - but it also watches them more closely</title>

      <description><![CDATA[<p>The new amendments, according to authorities, promise to make the digital space safer, but they also hand the Cyber Security Authority (CSA) unprecedented powers that could affect how every Ghanaian uses the internet.</p>
<p>While the bill aims to strengthen national resilience against  hacking , fraud, and online abuse, there are concerns that some provisions could blur the line between regulation and surveillance and limit online freedoms.</p>
<p>Prior to the drafting of the amendment bill, the Ministry of Communication, together with the Cyber Security Authority, invited  public input .</p>
<p>Here’s what you need to know about the Bill:</p>
<p>The CSA’s proposed investigative, arrest and prosecutorial power may perhaps be one of the biggest and concerning changes in the Amendment Bill. This means that the Cyber Security Authority, which was originally set up as a regulator, can now investigate and prosecute cybercrime on the authority of the Attorney-General. It can even exercise police powers, including arrest, search, and seizure. Under the  existing law , the Authority could only enforce compliance through administrative means and recommend prosecutions. However, now, the Authority may now prosecute cybercrime cases directly, apply for confiscation orders, and freeze assets under section 59B, which states that: “(1) The Authority shall, upon the occurrence of a cybersecurity incident or a cybercrime, conduct criminal investigations and prosecute the same. (2) The Authority shall have the jurisdiction to prosecute all offences under the Electronic Transactions Act, 2008 (Act 772)." </p>
<p>Under the new Section 59B, the CSA can seize and confiscate property, money, or assets believed to be connected to cybercrime. Even if a criminal case fails, the Authority may still pursue civil recovery, meaning your assets could be taken without a conviction if linked to an alleged offence. Section 59B (3) states, “Where a person is convicted of a cybercrime under this Act, the Authority may apply to the Court for an order to confiscate moneys, proceeds, benefits, properties, and assets purchased by a person with proceeds derived from or in the commission of the cybercrime.” The act goes on in subsection (5) that: “In relation to subsection (6), if criminal prosecution fails, civil asset recovery should still proceed, and confiscation orders should have the effect of a civil judgment appealable from the High Court to the Court of Appeal.”   Under the existing law, the CSA has no power to confiscate proceeds of crime; this power is reserved for the Attorney General’s office and the Economic and Organised Crime Office (EOCO).</p>
<p>New provisions under sections 59C - 59I give the CSA powers to compel individuals, service providers, or companies to hand over data, including computer records and personal information. Investigators can apply ex parte, without notifying the affected person, to obtain search and preservation orders over data stored on computers or servers. Section 59C(1) states; “The Authority may, for the purposes of carrying out an investigation in respect of a contravention of the Act, Regulations, or any other relevant enactment by the owner of a critical information infrastructure, a licensee, a service provider or any other person, by notice in writing, require a person to: attend at a time and place specified in the notice; and furnish the Authority with information related to a matter relevant to the investigation.”  The goal is to make it easier to investigate cybercrime, but this raises issues about the possibility of opening the door to mass data access and unwarranted surveillance.</p>
<p>For the first time, Ghana’s cyber law explicitly covers Artificial Intelligence (AI), blockchain, Internet of Things (IoT) devices, cloud technology, and quantum computing. The CSA will now set security standards and certify emerging technologies before they are deployed, from banking algorithms to smart home systems, under sections 4A(a) – (c), 58A. In addition, the authority shall accredit non-profit cybersecurity institutions under section 58B. This could help ensure safer technology use, but it also places innovation under state control. In this regard, the CSA becomes Ghana’s tech certifier, which invariably expands its remit from cybersecurity to technology governance.</p>
<p>The Bill introduces new online offences under Sections 67A and 67B, targeting cyberbullying, stalking, and online harassment, especially of children. However, it also makes it a crime to “deliberately spread false or misleading information” online. The problem? The law doesn’t define what counts as “false or misleading.” This vagueness could criminalise legitimate reporting, satire, or political commentary. Penalties range from fines of up to five thousand penalty units to 25 thousand penalty units to three to five years’ imprisonment and not more than ten years, depending on the offence.</p>
<p>The amendments create new funding streams for the CSA, including: 12% of Ghana’s Communication Service Tax, 9% of corporate tax, and 50% of fines collected under the Act. Under the existing law, the authority relies on parliamentary allocations, donor support, and service fees for funding.</p>
<p>Failure to register critical infrastructure, report cyber incidents, or comply with CSA directives could now attract hefty fines of up to 50,000 penalty units. The proposed amendment raises penalties up to 25,000 penalty units, 50,000 penalty units, and 5 - 10 years imprisonment. The monetary value of one  penalty unit  in Ghana is GHC 12, which means the monetary value of 50,000 penalty units is GHC 600,000 (approximately US$55,000). </p>
<p>Generally, for Ghanaian citizens who use the internet for diverse purposes, including social media, e-commerce and banking, the Amendment Bill, once passed, would regulate online behaviour, digital data, social media content (particularly that considered fake or misleading), devices, and workplace systems. With the intent to sanitise and make Ghana’s cyberspace safer.</p>

<p>A Federal High Court in Abuja has convicted 59 foreign nationals, who are citizens of China and Malaysia, for their roles in a major cybercrime syndicate uncovered in November 2024. The group was part of 130 suspects arrested during a police raid in Jahi, Abuja, involving large-scale internet fraud and sophisticated hacking schemes,  the Punch  reports. Police spokesperson CSP Benjamin Hundeyin said the convictions bring the total number of convicted individuals in the case to 85. “This is a milestone in our efforts to combat cybercrime and safeguard national security,” he said, noting that 21 were sentenced in August and five in September. <p>Chairman of the National Association of Nigerian Students, Federal Capital Territory (NANS-FCT), ThankGod Chimenem, has urged Nigerian youth to shun cybercrime and online fraud, warning that such acts threaten the nation’s global reputation. Speaking at a cybersecurity summit at the University of Abuja, he called on students to become “protectors and innovators” of Nigeria’s digital future. “In an age where technology powers every aspect of our lives, our ability to innovate and secure our digital systems has become a matter of national importance,” he is quoted by  the Punch . He warned that cyberattacks, fake news, and fraud could undermine Nigeria’s rise as a leading digital economy.</p>
<p>Police dismantle interstate armed robbery gang</p>
<p>The Lagos State Police Command has smashed a violent interstate robbery syndicate operating across Lagos, Ogun, Oyo, and Edo States. Four suspects, Taiwo Alabi, Ogedengbe Lewis, Ighodalo Enato Francis, and Osaro Eghe Abiodun, were arrested, including an Uber driver and a church priest. Police recovered weapons, ammunition, a pump-action rifle, an English pistol, and charms,  The Nation Online  reports. The driver admitted to ferrying the gang for ₦500,000 (approximately US$400) in one night, knowing they carried firearms. Their arrest followed a coordinated operation against rising car theft and highway robberies.</p>
<p>UN delegation to visit Nigeria on IDP progress</p>
<p>A high-level  UN delegation  will visit Nigeria from October 20 to 22 to assess progress in addressing the country’s 3.5 million internally displaced persons (IDPs). Led by Ugochi Daniels (IOM), Raouf Mazou (UNHCR) and Shoko Noda (UNDP), the mission will engage with government officials and humanitarian agencies. Despite ongoing efforts, 7.8 million people in northern Nigeria still require aid due to insurgency, banditry, and climate displacement. The visit aims to spotlight Nigeria’s resettlement efforts and lingering humanitarian gaps.</p>
<p>1.6 million children to receive measles-rubella vaccines  </p>
<p>The government of Taraba State  has launched  a mass immunisation campaign targeting 1.6 million children against measles, rubella, HPV, and polio. First Lady Angyin Agbu Kefas, speaking in Jalingo, urged parents to ensure full participation. “Let us work hand in hand to ensure that no child is left behind,” she said, assuring that vaccines are safe and essential. The campaign is part of a wider national strategy to prevent a resurgence of preventable childhood diseases.</p>

      <description><![CDATA[<p>At the start of September, 10 ministers and senators received emails threatening to release fabricated videos showing them engaged in lewd sexual acts. Officials say the perpetrators demanded $100,000 in ransom to prevent the videos’ release.</p>
<p>The scandal has reignited discussion over the need for legislation that directly addresses AI-generated fraud. Malaysia’s main cyber law, the Communications and Multimedia Act, was enacted in 1998, long before generative AI existed.</p>
<p>Last year, Malaysia passed the Online Safety Act, which does cover deepfakes, but the law has not yet come into effect. Some legal experts argue that the blackmail attempt could be prosecuted under Section 292 of the Penal Code, which criminalises obscene materials.</p>
<p>For many experts, the blackmail highlights the urgency of more AI-specific legislation.</p>
<p>“The law is there, but the context of crimes committed using AI does not fit exactly into the definition of the crimes, especially if there are no tangible damages incurred from the abuse of AI,” Melissa Lim, an AI legal research fellow with Sinar Project,  told The Straits Times . </p>
<p>Malaysia’s digital minister, Gobind Singh Deo, has announced plans to table a dedicated AI bill by mid-2026. But that timeline has prompted concern as AI-enabled scams proliferate across Southeast Asia.</p>
<p>A report by the  Global Initiative Against Transnational Organised Crime  found that deepfake cases in the Asia-Pacific region surged by 530% between 2022 and 2023, second only to North America in total reported incidents.</p>
<p>In the first half of 2024 alone, AI-related crimes involving deepfakes ballooned by more than 600%, according to a  United Nations Office on Drugs and Crime  report.</p>
<p>Criminal hubs in countries like Thailand are also turning to AI to supercharge other scams. A  Reuters report  this month quoted a scammer who admitted using ChatGPT to impersonate Americans while defrauding US citizens.</p>
<p>The victims are not only the vulnerable but also the powerful. In December 2023, deepfake videos featuring Singapore’s Prime Minister Lee Hsien Loong and Deputy Prime Minister Lawrence Wong falsely depicted them endorsing cryptocurrency and investment products.</p>
<p>With its young population and reliance on labour exports, Southeast Asia is becoming a magnet for transnational organised crime groups that are evolving into “ criminal service providers .”</p>
<p>As Malaysia races to identify those behind the deepfake blackmail, it is also weighing tougher legislation to provide long-term protection against AI-driven threats.</p>

<p>Here’s a breakdown of actions taken:</p>
<p>Angola</p>
<p>In Angola, authorities dismantled 25 cryptocurrency mining centres run by 60 Chinese nationals. The crackdown also uncovered 45 illicit power stations, confiscating mining equipment and IT assets worth more than USD 37 million, which the government now plans to redirect to support power distribution in vulnerable areas.</p>
<p>Zambia</p>
<p>In Zambia, the FBI reported that authorities broke up a massive online investment fraud scheme that had lured 65,000 victims into fake cryptocurrency ventures through aggressive advertising campaigns. The fraud caused losses estimated at USD 300 million. Police arrested 15 suspects, seizing domains, mobile numbers, and bank accounts linked to the scam. In a separate case, investigators uncovered a scam centre suspected of ties to human trafficking, confiscating 372 forged passports from seven countries in joint operations with the Immigration Department in Lusaka.</p>
<p>Côte d’Ivoire</p>
<p>Côte d’Ivoire authorities dismantled a transnational inheritance scam with roots in Germany, arresting the main suspect and seizing electronics, jewellery, cash, vehicles, and documents. The scam, which tricked victims into paying fees for fake inheritances, caused losses of USD 1.6 million.</p>
<p>Other countries involved</p>
<p>Operation Serengeti 2.0 was carried out under the umbrella of the African Joint Operation against Cybercrime in other countries including; Benin, Cameroon, Chad, the Democratic Republic of Congo, Gabon, Ghana, Kenya, Mauritius, Nigeria, Rwanda, Senegal, South Africa, Seychelles, Tanzania, Zimbabwe, and the United Kingdom.</p>
<p>Interpol Secretary General Valdecy Urquiza praised the results, saying, “Each Interpol-coordinated operation builds on the last, deepening cooperation, increasing information sharing and developing investigative skills across member countries. This global network is stronger than ever, delivering real outcomes and safeguarding victims.”</p>
<p>The operation ran from June to August 2025 and brought together investigators from across Africa and the United Kingdom to tackle high-impact cybercrimes such as ransomware, online scams, and business email compromise (BEC).</p>

      <description><![CDATA[<p>The  United States  has become ground zero for automated cyber attacks, according to new figures that show America attracts nearly three in five bot‑driven assaults worldwide. </p>
<p>A visualisation compiled by  World  Visualized ranks the most bot‑targeted nations and places the U.S. far ahead of any other country, with 59% of all bot traffic among total attacks. </p>
<p>The United Kingdom follows at 31 %, while Hong Kong and  Indonesia  are tied at 24%. Australia (18%), France (17%), Singapore and the United Arab Emirates (both 11%), and Brazil and India (both 9%) round out the list.</p>
<p>The country‑by‑country breakdown comes amid a broader surge in automated attacks.  Imperva’s 2025 Bad Bot Report , the cybersecurity firm’s 12th annual study, found that automated traffic overtook human activity for the first time in a decade; bots made up more than half (51 %) of all internet traffic in 2024. </p>
<p>The report attributes the shift to the rapid adoption of generative AI and large language models (LLMs), which simplify the creation and deployment of malicious bots.</p>
<p>Imperva’s researchers observed several worrying trends, including that Malicious bots account for 37 % of web traffic. Additionally, bad bot activity has risen for the sixth consecutive year, climbing from just over 30 % in 2023.</p>
<p>The finding also revealed that more than half (55%) of bot attacks were classified as advanced or moderate, meaning they use sophisticated techniques to mimic human behaviour and evade detection. Conversely, simple high‑volume attacks grew to 45% of all bot attacks, up from 40% in 2023.</p>
<p>With businesses increasingly reliant on application programming interfaces (APIs), 44% of advanced bots also traffic targeted APIs. Financial services, telecommunications, and computing/IT were the sectors most affected, with financial services alone accounting for 22 % of account‑takeover incidents.</p>
<p>The report also suggests that the number of account takeover (ATO) attacks rose 40% in the past year and 54% over three years, fuelled by AI‑driven credential‑stuffing and phishing campaigns and while tools like ByteSpider Bot, ClaudeBot and Google Gemini are reshaping how users interact with services, they are also being weaponised. ByteSpider Bot accounted for 54% of generative‑AI‑enabled attacks.</p>
<p>Imperva’s data set is vast. The company says the report draws on threat intelligence collected in 2024 from its global network, which blocked 13 trillion bad bot requests across thousands of domains and industries.</p>

<p>Dexter will therefore    work alongside human analysts rather than replace them.</p>
<p>The move is being described as a sign of growing local innovation and digital independence in a  world  where cybercrime is rising.</p>
<p>“We’re not building  technology  to replace our cybersecurity community, we’re building it to amplify their capabilities,” said Sulaiman Asif, founder of SOCByte.</p>

<p>Fintech startup Ramp posted a 71% valuation increase to $13 billion, reflecting growing demand for AI-driven expense management and automation solutions among startups and mid-sized enterprises.</p>
<p>Databricks, a staple in AI and data  infrastructure , saw a more modest—but still notable—44% rise to a valuation of $62 billion. The company remains a favourite in enterprise data tooling, thanks to its unified lakehouse architecture and integration of generative AI in business workflows.</p>
<p>Australian design platform Canva, with a 23% uptick to $32 billion, continues to benefit from embedding AI features into creative tools for non-designers, especially as AI democratizes content production at scale.</p>
<p>One of the most intriguing entries is Flock Safety, which entered the top valuation list for the first time in 2025 with a debut valuation of $7.5 billion. The company’s AI-powered security systems, including license plate recognition and community policing tools, are rapidly being adopted across U.S. municipalities and private neighbourhoods.</p>

      <description><![CDATA[<p>TransUnion, a global information firm, says 82 per cent of Kenyans were targeted by fraudsters in the last six months of 2024, a rise from 80 per cent earlier in the year.</p>
<p>The number of  people  who actually lost money also went up, from 8 per cent to 11 per cent.</p>
<p>Citing the report,  The EastLeigh Voice  estimates that each victim lost an average of $897, or about 116,000 Kenyan shillings, which indicates a growing financial burden caused by digital scams.</p>
<p>Online gaming, especially gambling and poker platforms, has emerged as the most affected sector in Kenya.</p>
<p>The rise in  fraud  comes as more young people engage with online games and betting platforms.</p>
<p>But this is not only peculiar in Kenya; globally, the gaming industry is among the top three sectors most hit by fraud, behind online forums and video gaming platforms.</p>
<p>Communities such as dating sites and discussion forums saw the highest rate of suspected fraud at 11.6 per cent in 2024, according to the report.</p>
<p>Fraud linked to gaming platforms rose by 20 per cent last year, while other areas, including logistics, jumped by over 100 per cent,  government  services, and financial institutions.</p>
<p>The most common method used by fraudsters in Kenya was smishing, which involves using fraudulent text messages that trick users into revealing personal details or clicking harmful links.</p>
<p>These messages often appear to come from trusted organisations, making them harder to detect.</p>
<p>TransUnion warns that fraud tactics are becoming more advanced, with criminals adapting quickly to new technologies and consumer habits.</p>

<p>Vanuatu's Parliament has unanimously  passed  the Harmful Digital Communications (Amendment) Act of 2025, expanding its 2024 law to combat online abuse, impersonation, and pornography. Key updates include criminalising online impersonation and use of forged IDs for fraud, explicit ban on pornography, including creation, sharing, or hosting, protection for minors and that is exposing those under 16 to pornographic content now carries penalties of up to VT 2,000,000 or three years in prison, court powers to block adult sites and mandate takedowns of illegal content or fake accounts. The law introduces three new offences: digital impersonation using counterfeit IDs, distributing pornography, and exposing minors to explicit content. Companies enabling ID misuse may be fined up to VT 5,000,000.</p>
<p>Digicel Vanuatu commits to 99% mobile coverage under UAP</p>
<p>Digicel Vanuatu has  signed  its 5th Undertaking under the Universal Access Policy, aiming to extend mobile coverage to 99% of the population. Despite Vanuatu’s challenging geography—over 80 islands across 1,300 km—the telco reaffirmed its commitment to bridging the digital divide. 4G coverage stood at 90% by the end of 2023, according to ITU data. The expansion will also support access to MyCash mobile wallets, e-learning, e-health, and digital finance for remote communities. No timeline was specified. “This is a leap forward to ensuring access to the life-changing potential of mobile coverage,” said CEO Gary Sue-Fong.</p>
<p>Australia helping Vanuatu with museum collection upkeep</p>
<p>After the  7.3 magnitude earthquake  struck Port Vila in December, staff at the National Museum of Vanuatu were devastated by the damage. "It was all a mess," said curator Kaitip Kami. Thirteen display cases were destroyed, and numerous artefacts—including ancient Lapita pottery—were lost. Housed in the Vanuatu Cultural Centre, the museum safeguards priceless cultural items, including ancestral remains, which survived the fall due to their placement on lower shelves. Under Ni-Vanuatu custom, only the original tribes may repair damaged artefacts. "You have to have the right," said Kami, noting plans to bring in community members from affected islands once funding allows.</p>
<p>Vanuatu, GGGI strengthen climate resilience partnership</p>
<p>The Global Green Growth Institute (GGGI) has  renewed  its commitment to climate action in Vanuatu following a high-level meeting with Climate Minister Ralph Regenvanu. Leaders discussed strengthening collaboration on resilience, adaptation, and sustainable development. GGGI praised Vanuatu’s climate leadership and green progress, including installing 37 solar water pumps across 36 rural communities, aiding over 20,000 people. The institute has also helped shape Vanuatu’s Loss and Damage Policy, adaptation plans, and green investments in energy and forestry. GGGI reaffirmed its support for locally led climate solutions, calling Vanuatu one of its most successful programmes.</p>

      <description><![CDATA[<p>Speaking at the RSA Conference, he highlighted the increasing effectiveness of Chinese cyber operations, particularly citing the Volt Typhoon attacks last year that targeted US critical infrastructure. He noted that Chinese officials acknowledged their involvement to the Biden administration in December 2024.</p>
<p>Montgomery, who has extensive experience with the US  National Security  Council, explained that for years, the US has prioritised defensive strategies. This approach has left room for adversaries, particularly China, to sharpen their offensive cyber capabilities significantly. </p>
<p>"I think the Chinese Communist Party has gotten wicked good at this," he  asserted , reflecting on how they have graduated from intellectual property theft to more serious cyber operations.</p>
<p>He recalled that in 2015, the US military brought in about 6,400 personnel for cyber offensive work, with only a modest increase since then. In stark contrast, China’s offensive capabilities have reportedly skyrocketed by around 1,000 percent within the same period. Montgomery pointed out that while military installations are well protected, US commercial systems, which form much of the critical infrastructure, are often vulnerable. This raises serious concerns about troop movements during crises involving local rail and air traffic, which could be compromised.</p>
<p>A notable fact that Montgomery recalled was the often-cited figure that 85 percent of critical networks are privately owned. He revealed that this number was an arbitrary estimate made during his time at the White House in 1998. Most recently, it was clarified that around 82 to 86 percent of critical networks are indeed controlled by private and local government entities. Many of these corporations display little interest in enhancing their security measures, despite the growing cyber threats.</p>
<p>Looking forward, Montgomery warned about potential retaliation from China, especially in the context of  tariffs  or geopolitical tensions. He speculated that an attack could unfold at a strategically crucial moment, such as a possible conflict over Taiwan, aiming to undermine public confidence in the US government amidst a crisis. "If your ATM isn't working or services are disrupted, it’s hard to rally Americans around a military crisis overseas," he indicated.</p>
<p>While Russia has been seen as a prior threat in cyberspace, Montgomery noted that its resources are limited in comparison to China's robust and well-resourced cyber operations. He also dismissed concerns about North Korea, labelling them as a "cyber gang masquerading as a nation state," and assessed  Iran  as less of a formidable threat despite its capabilities.</p>

      <description><![CDATA[<p>The Directorate of Criminal Investigations (DCI) is seeking a seven-day custodial order to continue holding the suspect, Samuel Mogwasi Mainga, while they complete investigations into alleged identity theft and online impersonation.</p>
<p>According to a sworn affidavit by Police Constable Peter Mwangi, Mogwasi is alleged to have operated a fake Facebook account under the name of June Ruto, where he posted content on March 20 and April 8, 2025, purporting to be the president’s daughter,  the Standard  reports.</p>
<p>Mogwasi was arrested on Wednesday, April 9, in Mombasa County, before being transported to Nairobi for questioning and further investigation. The DCI cited provisions under Section 29 of the Computer Misuse and Cybercrime Act No. 5 of 2018, which criminalizes identity theft and impersonation using digital platforms.</p>
<p>“The respondent (Mogwasi) was arrested... on allegations of identity theft and impersonation,” Officer Mwangi told the court, emphasising that the matter involves complex digital evidence that requires additional time to analyse.</p>
<p>The DCI has requested a full week of custody to allow forensic experts to examine the Facebook account activity, trace communication logs, and determine the full extent of the impersonation. Authorities believe the account may have misled members of the public and could have been used for undisclosed malicious intent.</p>

<p>Beijing strongly criticized the US, describing its actions as “smearing” China by offering the reward.</p>
<p>The US says the hacker, Guan Tianfeng, exploited firewall vulnerabilities to steal data and infect computers with malware. His actions reportedly targeted thousands of systems, including critical infrastructure in the US.</p>
<p>China’s foreign ministry spokesperson, Mao Ning, has urged the US to stop imposing unilateral sanctions, adding that, China would protect its companies and citizens from any such actions.</p>
<p>The US also imposed trade sanctions on two Chinese technology companies, accusing them of supporting human rights abuses.</p>
<p>Beijing has since rejected the claims, calling the move a “fearless suppression” of its high-tech industries.</p>

      <description><![CDATA[<p>The United States faces growing threats to its critical infrastructure as the Cybersecurity and Infrastructure Security Agency (CISA), National Security Agency (NSA), and FBI jointly warn of cyberattacks orchestrated by Chinese state-sponsored actors. These attacks, targeting vital sectors such as Communications, Energy, Transportation Systems, and Water and Wastewater Systems, have raised alarms over potential future disruptions to national security.</p>
<p>European Repository of Cyber Incidents (EuRepoC)  reveals that Volt Typhoon—also known as Vanguard Panda—has been identified as a key perpetrator in infiltrating critical systems. The group’s activities suggest a long-term strategy of positioning themselves for potential disruptive cyberattacks, underscoring the increasing sophistication and persistence of state-sponsored cyber threats.</p>
<p>The scope of the global cyber threat is vast. Between 2000 and 2023, the European Repository of Cyber Incidents (EuRepoC) recorded more than 2,500 politically motivated cyberattacks. Among these, 679 actors or groups were identified, revealing a complex web of international cyber aggression.</p>
<p>China has been implicated in 12% of these attacks, followed closely by Russia at 11.6%. Other major players include Iran (5.3%) and North Korea (4.7%). Yet, the covert nature of cyber warfare means that 45% of these attacks remain unattributed, leaving a significant portion of the threat landscape in the shadows.</p>
<p>Critical infrastructure remains a primary target, with nearly 20% of cyberattacks directed at systems vital to public safety and national stability. From power grids to water systems and transportation networks, these attacks threaten to disrupt essential services, creating vulnerabilities that could have catastrophic consequences.</p>
<p>This latest warning highlights the urgent need for heightened cybersecurity measures to protect against state-sponsored threats. As cyberattacks grow more frequent and complex, safeguarding critical infrastructure has become a priority for both national defence and global security. The ongoing challenge lies in uncovering and mitigating these covert threats before they escalate into full-scale disruptions.</p>

<p>Vodacom Tanzania is proactively encouraging its customers to report online fraud expediently. By collaborating with the Police Force, Vodacom aims to track down and apprehend scammers more effectively. Rona Katuma, a Fraud Analyst, has identified prevalent tactics employed by fraudsters—ranging from misleading device upgrade offers to SIM card transfers that compromise sensitive information. As reported by  The Citizen , other scams are prevalent through social media payment schemes and romance ploys on dating applications. Assistant Inspector Waziri Makang’ila stresses that prompt public reporting is crucial for swift investigations and legal actions against offenders. Heightened public awareness regarding these fraudulent tactics is vital to mitigate future risks of scams.</p>
<p>Tanzania’s President takes on forced evictions of Maasai community</p>
<p>Addressing land disputes, Tanzanian President Samia Suluhu Hassan recently instituted two committees to scrutinise grievances concerning the Indigenous Maasai pastoralists in the Ngorongoro district. Complaints regarding alleged forced relocations under the guise of conservation to Msomera village, over 600 kilometres away, will be scrutinised alongside resident issues. Since 2022, government actions have restricted public services for the Maasai, amplifying hardships and forced relocations, with reports of park rangers engaging in harassment, reports  Human Rights Watch . President Hassan's comprehensive package of initiatives includes enhancing local services and ensuring voting access; however, advocates are calling for a cessation of relocations, the prevention of forced evictions, and necessitating governmental engagement with affected communities. </p>
<p>ClickPesa launches financial platform for microfinance institutions</p>
<p>Tanzanian startup ClickPesa has launched ClickPesa MFI, a revolutionary financial platform tailored for microfinance institutions (MFIs), aimed at bolstering support for small and medium-sized enterprises (SMEs) and women-led businesses. According to  Disrupt Africa , since its inception in 2016, ClickPesa has offered digital payment services, recently incorporating features for MFIs that facilitate digital loan disbursements, repayment collections, and real-time reconciliation. The platform is designed to streamline operational processes and offer integration with existing loan management systems, while simultaneously providing funding access to MFIs to expand their loan portfolios. COO Richard Lema underscores the necessity of addressing the unique challenges encountered by medium-sized MFIs to enhance customer service.</p>
<p>Tanzania shares mining expertise with Uganda</p>
<p>Tanzania is extending its mining expertise to Uganda as part of efforts to bolster regional development within the mining sector. A meeting, held on December 3, 2024, brought together Ugandan energy officials and Tanzanian mining specialists to discuss best practices in managing artisanal and small-scale mining.       <description><![CDATA[<p>According to the ministry, the cyber attack occurred after they infiltrated the Bank of Uganda's information technology systems. However, government officials indicate that the magnitude of the theft is less severe than initially reported.</p>
<p>During a parliamentary session on Thursday, November 28, State Minister for Finance Henry Musasizi revealed that  investigations are ongoing , led by the Criminal Investigations Department (CID) and the Auditor General. </p>
<p>"It is true our accounts were hacked into, but not to the extent of what is being reported. An audit and investigation are in their final stages," remarked Mr Musasizi. "To avoid misrepresentation of facts, I wish to indulge the House that we be patient that when the audit is finalised, which is now at the tail-end, I come and report."</p>
<p>According to the state-run New Vision newspaper, a hacking group identified as "Waste" has been linked to this cybercrime, which reportedly originated in Southeast Asia. Allegations suggest that portions of the illicitly acquired funds may have been wired to Japan. </p>
<p>The Bank of Uganda released a statement indicating it was "awaiting a police report" concerning the hacking incident, neither confirming nor denying the breach, while also noting that more than half of the funds have been recovered.</p>
<p>Despite the recovery efforts, sources cited by Uganda’s leading independent newspaper, Daily Monitor, imply that internal collusion within the central bank may have facilitated the cyber attack. In light of these developments, President Yoweri Museveni has mandated a comprehensive inquiry into the incident. </p>
<p>Uganda has faced numerous cyber thefts targeting banks and financial service providers, including telecom companies. Despite this, police officials report that some banks are reluctant to publicly disclose these incidents, fearing it might drive away customers.</p>

<p>Hackers successfully breached Uganda's central bank, resulting in a theft of approximately $17 million. The hacking group, known as "Waste," has been identified as responsible for this cyber incident, which included transferring a portion of the stolen funds to Japan. As investigations proceed under the Criminal Investigations Department and the Auditor General, the Bank of Uganda has not yet confirmed the breach. Still, it is pending a police report and has managed to recover over half of the stolen amount. According to  The Express Tribune , allegations of potential insider involvement have arisen, prompting President Yoweri Museveni to call for a comprehensive investigation, as concerns over cybersecurity in the nation's financial institutions escalate.</p>
<p>Landslide leaves several dead  </p>
<p>The Bulambuli district of eastern Uganda has been struck by a devastating landslide, with the death toll now at 17 and over 100 individuals reported missing due to the incident triggered by heavy rainfall. The landslide buried numerous homes, causing widespread destruction. As reported by the  Sight , rescue operations initiated by the Uganda Red Cross alongside local authorities are ongoing, with survivors engaged in desperate searches for their loved ones. Local lawmaker Ignatius Wamakuyu Mudimi noted personal losses, including his niece and her newborn. Observing the increasingly volatile weather patterns, the government had previously alerted residents to the dangers during the rainy season, recalling past disasters such as the fatal avalanche in 2010, further emphasising the region’s vulnerability. </p>
<p>Uganda unlocks value from honey by-product</p>
<p>A promising project spearheaded by Deborah Ruth Amulen from Makerere University has unveiled the significant health benefits of propolis, a resinous substance produced by bees, which remains largely untapped in Uganda. With an annual production potential ranging from 325 to 870 tons, beekeepers' focus on honey and beeswax leads to substantial revenue loss, estimated at $3.5 million annually.  Sci Dev Net  reports that the research team has innovated a four-stage extraction process, resulting in high-value products including propolis-infused teas, ointments, and sweets. Despite facing challenges related to equipment accessibility and intellectual property rights, the project is committed to commercialising these products and extending the initiative's model across Africa, supported by the Science Granting Councils Initiative (SGCI). </p>
<p>Uganda aims to reduce drowning deaths by 25% in 2025</p>
<p>In a proactive measure against drowning incidents, Uganda is implementing a Drowning Prevention Project to lower drowning fatalities by 25% by the year 2025. This initiative arises in light of a disconcerting report noting 2.5 million drowning deaths over the past decade. Eng. Sowed Sewagude from the Ministry of Water and Environment has stressed the necessity for collaborative efforts to enforce water safety protocols and educate youth about aquatic dangers. The initiative, driven by Reach a Hand Uganda in collaboration with Makerere University and Design Without Borders, addresses Uganda's alarming drowning statistics, particularly within lakeside communities where unreported incidents are frequent,  The Independent  reports. Planned strategies include designating safe swimming zones, implementing swimming education, and enhancing community rescue skills, particularly aimed at safeguarding vulnerable populations such as children. </p>
<p>Promoting emission-free mobility</p>
<p>The European Union is fostering a partnership with local authorities in Kampala to advocate for emission-free mobility, specifically promoting cycling as a viable alternative to fuel-powered transportation. EU Ambassador Jan Sadek highlighted the initiative's dual objectives: reducing air pollution and alleviating traffic congestion. This project forms part of the Green Diplomacy Week, which encompasses other renewable energy ventures, notably the rehabilitation of the Nalubale-Kiira hydropower plant in Uganda. Notwithstanding the infrastructural obstacles hindering cycling in Kampala, authorities are endeavouring to incorporate cycling-friendly designs into upcoming road projects in regions such as Nakawa-Naguru and Bukoto-Ntinda, aligning with a broader movement toward sustainable urban transportation solutions in Uganda,  PML Daily  reports.</p>

<p>Hundreds of students trained with important cybersecurity skills</p>
<p>Guyana’s National Data Management Authority (NDMA)  conducted  a two-day "Cyber Road Show" on October 16 and 17 in East Berbice-Corentyne. This initiative benefited over 450 students from eight local schools by providing essential cyber hygiene training aimed at enhancing awareness and promoting safe online practices among the youth.</p>
<p>Expansion of cancer screening efforts to include colon cancer</p>
<p>The Guyana Cancer Society (GCS)  hosted  its annual fundraiser on Saturday, October 19, highlighting the pressing need for cancer detection, particularly for colon cancer. Attended by significant health figures, including Health Minister Dr Frank Anthony, the event aimed to raise funds for cancer awareness and early detection initiatives. Since its inception in 2022, the GCS has provided over 600 mammograms and is expanding its services to include colon cancer screenings, offering 10 free screenings this year. Additionally, the GCS is engaging in screenings for prostate cancer and  HPV  while advocating for a change in public perception regarding cancer. The organisation calls for increased collaboration with both government and private sectors to bolster cancer detection efforts in Guyana.</p>

<p>Guyana is set to benefit from the Systematic Observations Financing Facility (SOFF) initiated by the Inter-American Development Bank, which offers  crucial funding  and technical support aimed at enhancing weather forecasts and climate services across several Caribbean nations. In response to the ramifications of Hurricane Beryl on the region, SOFF will initially concentrate on vulnerable areas, beginning with Belize, which will receive an $800,000 grant. With a score of 99.27%, Ghana ranks as the second highest in Africa, following Mauritius. This ranking highlights Ghana's robust cybersecurity framework, innovative legislation like the Cybersecurity Act of 2020, and effective institutional arrangements across legal, technical, and organisational pillars. Ghana's commitment includes protecting critical information infrastructures, enhancing cybersecurity awareness, and international cooperation, local website  3News  reported.</p>
<p>Calls for   halt to illegal mining </p>
<p>WaterAid, an international non-governmental organisation has called for an immediate halt to illegal mining in Ghana, citing a 75% reduction in clean water supply due to increased pollution linked to these activities. Ghana Water Limited reports that pollution levels are seven times higher than normal, particularly affecting the Pra River, a crucial drinking water source and the largest of the three principal southwestern basin systems of Ghana. According to  Modern Ghana , WaterAid's Ghana director warns that the contamination of water and soil poses risks to public health and food safety, urging swift government action to protect water resources for future generations.</p>
<p>Turkey to invest over $100 million in health and agriculture</p>
<p>The Turkish government plans to invest over $100 million in Ghana's health and agriculture sectors, driven by the country's investment opportunities. A delegation of Turkish businessmen is currently visiting Ghana to assess potential projects, focusing on health education and the construction of hospitals, as well as the development of mechanised agriculture,  GhanaWeb  reports. I was so angry at the society that created this situation that I couldn't stand it."</p>
<p>In recent years, South Korea has faced a growing crisis of digital sex crimes, particularly involving 'deepfake' technology. </p>
<p>This technology, which uses artificial intelligence to create realistic but fake videos and images has been misused to make explicit photos and videos of women without their consent. </p>
<p>According to recent  reports , South Korea is the country most targeted by deepfake pornography, with its singers and actresses constituting 53% of the individuals featured in such deepfakes.</p>
<p>In response to the public outcry, the South Korean government has  pledged  to take stronger action against digital sex crimes. This includes tougher laws to criminalize the creation, distribution, and viewing of sexually exploitative deepfakes. </p>
<p>The government has also increased the number of regulatory personnel monitoring such crimes and established a 24-hour hotline for victims </p>

<p>According to a Marketing and Brand expert, Allyson Stewart-Allen, "The CEO of Telegram has been arrested in France mostly because the French authorities strongly believe that the company has not done the content moderation that it should be doing, the platform specifically is containing several indecent images of Children."</p>
<p>Adding that, "It's also a platform for organised crime, and a lot of these conversations are taking place on Telegram. Because they're encrypted means that authorities like the French government, like the European Union, like the United States, are not gonna be able to access terrorism, for example, or other nefarious activities that are planned and pursued through Telegram's application," she said.</p>
<p>French judicial authorities have placed Durov under  formal investigation  as part of a broader probe into organized crime activities facilitated through Telegram The investigation focuses on several serious allegations, including illicit transactions on the platform and the distribution of sexual images of children.</p>
<p>Durov, however,  was granted bail on Thursday, August 29 under strict conditions, including a €5 million ($5.5 million) deposit, reporting to the police twice a week, and a ban on leaving the French territory.</p>

      <description><![CDATA[<p>Youth Volunteerism</p>
<p>In August 2024, the United States Peace Corps, in collaboration with the Philippine National Volunteer Service Coordinating Agency (PNVSCA), conducted a pivotal "Youth Volunteerism Workshop" in Subic, Zambales. This workshop, aimed at boosting youth engagement in community development, saw the participation of over 100 Peace Corps Volunteers alongside Filipino counterparts. Funded by USAID, it utilised a “train the trainers” model, focusing on preparing 41 Peace Corps Volunteers and 82 Filipino volunteers to educate approximately 10,000 youth on critical topics, including youth mental health and HIV/AIDS prevention. Notably, the prior year's workshop managed to outreach to 5,000 youth, thereby establishing a significant baseline for this year's increased engagement, alongside the training of over 300 individuals to promote volunteerism throughout the Philippines, the  U.S. Embassy in the Philippines  reports.</p>
<p>Cyber security</p>
<p>The recent crackdown on cyber scams in a special economic zone near the Laos border has prompted the Philippine government to initiate the repatriation of distressed Filipino workers from the area. According to  Barrons , this action underscores the government's commitment to safeguarding its citizens abroad and addressing issues related to illicit activities.</p>
<p>Arrests</p>
<p>In a related enforcement action, Philippine police conducted a raid in Parañaque City, arresting 99 individuals associated with a suspected cryptocurrency scam hub. The operation involved both foreign and local workers tied to scams involving cryptocurrency and romance manipulation schemes. Notably, management personnel from the AIA Company, which was unregistered with the Securities and Exchange Commission, were among those arrested,  Bitcoin.com  reports. The company allegedly coerced employees into deceptive roles to facilitate the manipulation of victims on a fraudulent trading platform, leading to preparations for charges under the Cybercrime Prevention Act and the Securities Regulations Code.</p>
<p>Red Sea warning</p>
<p>The Philippine government has issued a warning to its seafarers regarding heightened risks in the Red Sea area due to increased attacks by Houthi forces on merchant vessels amidst the ongoing Israel-Hamas conflict. This advisory follows an attack on the Greek oil tanker Sounion near Yemen, which suffered fire and engine failure,  World Echo News  reports. The foreign ministry has stressed the importance of caution among Filipino mariners, asserting their "right to refuse sailing" in hazardous zones, a critical safety measure for a workforce that constitutes a significant portion of the global maritime sector.</p>
<p>Life sector net income</p>
<p>Finally, the life insurance sector in the Philippines has reported robust financial growth, with a net income increase of 21.62% year-on-year, totalling $360 million (Php 19.9 billion) in the first half of 2024. The total assets within this sector expanded by 6.86% year-on-year, reaching $34.2 billion (Php 1.9 trillion), while total liabilities rose by 8.58% to $28.8 billion (Php 1.6 trillion). According to  Insurance Asia , the total premium value witnessed a significant growth of 16.5% year-on-year, amounting to $3.13 billion (Php 174.1 billion), bolstered by 16.5% growth in variable life premiums and an impressive 19.9% increase in traditional life premiums. Furthermore, new business annual premium equivalents recorded a notable increase of 12.74% year-on-year, reaching $600 million (Php 33.2 billion).</p>

      <description><![CDATA[<p>In the second quarter of 2023, the report indicated that Africa experienced its highest average number of cyberattacks per week per organisation, with 2,164 attacks, marking a 23% increase compared to the same period in 2022. Further, the frequency and complexity of cyberattacks increased, presenting obstacles to the continent's socio-economic development.</p>
<p>The vulnerability of critical information infrastructure poses threats not only to national security but also to economic prosperity,  the report  notes.</p>
<p>A 2023 study by Positive Technologies identified that the most targeted organisations were in the financial sector (18% of attacks), followed by telecommunications companies (13%), government agencies (12%), and organisations in the trade (12%) and industrial (10%) sectors.</p>
<p>Scholars, including Assane Gueye, co-director of CyLab-Africa, “point out five specific cybersecurity challenges facing Africa: digital illiteracy, especially prevalent in rural areas; a severe shortage of cybersecurity professionals due to limited training; lack of tested security measures; hidden costs of ageing infrastructure; and the pronounced digital literacy gap among African women, who generally have less access to internet-based technologies compared to men,” the report stated.</p>
<p>Despite these challenges, there are significant economic opportunities on the continent. By 2030, the report projects that AI applications in sub-Saharan Africa, including in countries like Ghana, Kenya, Nigeria, and South Africa, are to generate an economic value of USD 136 billion, surpassing Kenya's current GDP. </p>

      <description><![CDATA[<p>According to Cisco's Cybersecurity Readiness Index, just 3% of the 8,000 businesses surveyed across 30 global markets fall into the “mature" category, indicating they are fully ready to address modern cybersecurity challenges.</p>
<p>The  findings  are supported by the 2023 Cybersecurity Workforce Report from the International Information System Security Certification Consortium (ISC2), which highlights significant obstacles in the cybersecurity sector which include economic uncertainty, technological advancements (or lack thereof), regulatory fragmentation, and a widening skills gap. </p>
<p>The report notes that the global cybersecurity workforce has grown to 5.5 million in 2023, a 9% increase from the previous year and the highest recorded to date. However, the World Economic Forum's Strategic Cybersecurity Talent Framework projects a global talent shortage of 85 million workers by 2030, potentially resulting in $8.5 trillion in unrealized annual revenue. In the cybersecurity sector alone, nearly 4 million professionals are urgently needed to close the talent gap.</p>
<p>Cisco's Executive Vice President, Francine Katsoudas, emphasized the critical importance of cybersecurity for economic stability and growth. "Cybersecurity stands as a critical pillar for economic stability and growth, reaching across borders and touching every aspect of our global community. However, Cisco’s Cybersecurity Readiness Index reveals a sobering truth: that a mere 3% of global organizations are ready to address contemporary risks across the full spectrum of cybersecurity solutions. As a testament to that data point, last year there were nearly 3,000 publicly disclosed data breaches impacting businesses, citizens, public services, and more."</p>
<p>The  Cisco  report also emphasises the importance of investing in people and skills to enhance Africa's cybersecurity defences and artificial intelligence (AI) readiness. </p>

<p>Minister of Public Works and Infrastructure, Dean Macpherson has disclosed a staggering cyber theft amounting to R300 million ($16 million). The breach, exposed during a comprehensive review led by Macpherson and his Deputy Minister Sihle Zikalala, revealed systemic vulnerabilities persisting over a decade,  The Daily Sun  reports.  Macpherson emphasized concerns over potential collusion between officials and cybercriminals. "It's become clear that the department has been a soft target and playground for over 10 years, and this should have been picked up a lot earlier," Macpherson said. “This prompted a full forensic investigation by the Hawks, police, state security agency, and experts in the ICT and cyber security industry,” he added. </p>
<p>Severe weather prompts school closures</p>
<p>In response to severe weather warnings issued by the SA Weather Service (SAWS), several districts in the Western Cape have closed public and special schools. The storm, anticipated to exacerbate flooding due to saturated grounds, has already caused damage to 137 schools, prompting urgent infrastructure assessments and repairs,  Times Live  reports. “In the interests of learner and teacher safety, and after extensive consultation with the provincial disaster risk management centre and Saws, a decision has been taken to close schools in certain districts in the Western Cape [on Thursday],” said provincial education MEC, David Maynier. “Over the past few days, 137 schools have reported some form of damage to infrastructure, either as a result of flooding or heavy winds. The majority of the cases are minor, while 49 cases require our urgent attention,” said Maynier. </p>
<p>Struggles of e-hailing drivers</p>
<p>E-hailing drivers in South Africa continue to face financial hardships worsened by rising fuel costs, vehicle rental fees, and increased commissions. Vincent Lilane from inDrive highlighted that many drivers earn below the minimum wage, underscoring the need for fair pricing structures to sustain driver livelihoods and ensure passenger safety,  The Citizen  reports. “South African drivers need to work longer hours to compensate for their low income and this could impact driver well-being and potentially also compromise customer safety.” Said Lilane. <p>White dominance in top jobs</p>
<p>Labour unions have voiced strong criticism against the persistent dominance of white and Indian individuals in top management positions, as revealed by the Commission of Employment Equity report. The statistics, showing disproportionate representation compared to demographic distributions, have prompted calls for more inclusive employment practices across all racial groups. The report revealed that whites occupied 62.1% and Indians 11.6% of all positions at the top management level, which is significantly higher than their respective economically active populations (EAPs). National Union of Metalworkers of South Africa (Numsa) spokesperson Phakamile Hlubi-Majola noted that “Numsa has noted the statistics on employment equity are very disappointing because it shows that we have not made much progress in the last 30 years,”  The Citizen  quotes. The African population group with an EAP of 80.7% accounted for 17.2% and the coloured population group with an EAP of 9% accounted for only 6.1% of all positions at this occupational level. </p>
<p>Visa Policy changes for South Africans </p>
<p>South Africans travelling to Ireland now require visas following a policy change effective July 10. Justice Minister, Helen McEntee cited an alignment with Schengen area standards and UK policies, emphasizing the need to manage international protection applications and regulate immigration more rigorously. "This is a carefully considered decision which will bring Ireland into closer alignment with the Schengen area in respect of both countries and into line with the UK in respect of South Africa,” McEntee is quoted. The move includes establishing dedicated visa processing facilities and transitional arrangements for affected travellers,  Time Live  reports. </p>

<p>Palau's President Surangel Whipps on Wednesday accused China of a major cyberattack on the country, one of Taiwan's few diplomatic allies. Taiwan offered on June 10 to help Palau strengthen its digital defenses after the New York Times reported that over 20,000 documents had been stolen from Palau's government. The  Island Times reports  that President Whipps said the documents were taken in March, shortly after Palau signed a new 20-year economic and security deal with the United States.</p>

<p>The Sabah government is investigating the controversial demolition of Bajau Laut (Palau) community houses in Semporna. State Tourism Minister expressed surprise and is seeking more information on the incident. The demolition took place over two days in June, involving seven islands. <p>Japanese Prime Minister Kishida and Palau President Whipps discussed strengthening cooperation in the free and open Indo-Pacific, including infrastructure, agriculture, and fisheries. <p>Palau elections</p>
<p>Palau President Surangel Whipps Jr. expects China to meddle in the upcoming election due to the country's recognition of Taiwan. He believes China sees him as an enemy and wants to install a more friendly leader. The US is also involved in the region, with plans for military deployment in Palau. Whipps confirmed a cyberattack on the government, blaming China.  The Print  reports that he met with Japan's Prime Minister to discuss deepening maritime security cooperation.</p>
<p>Many left homeless after demolition</p>
<p>Displaced Palau people have moved to other islands and coastal villages after the demolition of their community houses in Semporna. Many are left with almost nothing and are facing insults from local communities. Claims that some villagers torched their own homes during the demolition were dismissed as unlikely. According to  The Star , the authorities have stated that the demolition was for security reasons and eviction notices were issued for illegal structures. Sabah Chief Minister has assured plans to address the matter and not treat the Palau community with cruelty.</p>

      <description><![CDATA[<p>The decision comes amidst backlash following the announcement of the levy last week.</p>
<p>The central bank directed all banks and mobile money operators to charge 0.5% of the value of domestic electronic transfers as a cybersecurity levy to fund government activities to curb illegal cyber activities.</p>
<p>The levy was expected to be implemented in two weeks to clamp down on cryptocurrency which authorities have blamed for the weakening of the country’s currency, the Naira but was met with stiff opposition by sections of the public.</p>
<p>Minister of Information and National Orientation, Mohammed Idris, announced the retraction of the levy on May 14.</p>
<p>"The cybersecurity tax policy implementation has been directed by the government to be put on hold, so it has been suspended,” he said.</p>
<p>Earlier, local media  Punch  reported that Members of the House of Representatives on May 9, asked the Central Bank Nigeria to withdraw the circular directing financial institutions to begin the implementation of the 0.5 percent cybersecurity levy, describing it as “ambiguous”.</p>

<p>The 2024 sports baccalaureate exams have commenced in Tunisia with 129,098 candidates undertaking physical education tests. The exams will be conducted across 254 exam centres nationwide until April 27. Minister of Sport Kamel Déguiche visited various exam centres in the capital and expressed satisfaction with the smooth conduct of the assessments and emphasised the importance of prioritising physical education in schools. Déguiche highlighted concerns over the shortage of specialised physical education teachers in educational institutions, urging for concerted efforts to address the issue. According to  Le Temps , the examination schedule includes practical and oral tests from May 16 to 29, with written exams slated for June 5 to 12, and results expected on June 25, followed by a control session and final results on July 14, 2024.</p>
<p>Traffickers of irregular migrants arrested</p>
<p>Twenty-one individuals declared wanted in Tunisia have been arrested by security units reporting to the Maritime Guard districts in Sfax, southeast of Tunis. These persons include smugglers and mediators involved in the trafficking of irregular migrants in the country,  La Presse  reports. Security officials seized a wanted car, and twelve iron boats and removed 1,151 tents set up by irregular migrants of different sub-Saharan nationalities. Two bodies of irregular migrants were also recovered by the team, the report further said.</p>
<p>Tunisia, NATO security partnership</p>
<p>Tunisia’s National Defense Minister Imad Mamish has met with the Chairman of NATO Military Committee Navy Lieutenant General Rob Bauer as part of efforts to strengthen its mechanisms and expand its fields. The minister acknowledged NATO’s efforts in building Tunisia’s defence capabilities with the empowerment of the Tunisian Armed Forces. According to  Babnet , a local news platform, Navy Bauer also acknowledged the level of partnership between both countries and reiterated its commitment to intensify and further strengthen this cooperation.</p>
<p>  Efforts to tackle cyberbullying</p>
<p>The Ministry of Women has published the contact list of Child Protection delegates in the face of rising cyber harassment incidents in the country. The Ministry announced that two children were identified as part of victims of cyberbullying. The move aims to strengthen the protection of children against the threats they could face. The ministry also emphasised the need to alert and inform the Child Protection delegate through the two toll-free numbers 1899 and 1809 or contact Child Protection delegates in case of any such incidents. <p>Tunisia urges international action amid Middle East tensions</p>
<p>Tunisia has expressed concerns over growing tensions in the Middle East, particularly condemning what it perceives as continuous violations by Israel of international legality. In a statement released by the Ministry of Foreign Affairs, Tunisia emphasises the urgent need for the international community to intervene to maintain peace and security in the region. According to  Le Temps , the statement also calls for an end to hostilities and the lifting of blockades against the Palestinian people, stressing the necessity of unimpeded relief aid and preventing any further escalation of conflict.</p>

      <description><![CDATA[<p>Arrest of people-smuggling syndicate</p>
<p>Two Malaysian men and six Myanmar nationals were detained by Immigration Department officers in Kelantan, a rural state in the northeast of peninsular Malaysia following operations against a people-smuggling syndicate on February 21. According to local media  The Star , the officers tracked a vehicle believed to be transporting undocumented foreigners and detained three men and three women aged 17-25 without valid travel documents. Malaysian law enforcement disclosed in a statement on February 27 that the syndicate placed undocumented migrants in transit homes before moving them to Seremban, a town in west Malaysia and Kuala Lumpur, the nation’s capital.</p>
<p>Expansion of Malaysia-Cambodia flight routes</p>
<p>Malaysia and Cambodia have agreed to explore new flight routes to enhance air connectivity and tourism, during a bilateral meeting on February 27 between Malaysian Prime Minister Datuk Seri Anwar Ibrahim and Cambodian Prime Minister Hun Manet following the Cambodian’s visit to the Southeast Asian nation, local media the  New Straits Times  reports. "On the suggestion of the Cambodian Prime Minister, we have agreed to look into new routes to expand this air connectivity between Malaysia and Cambodia since there is huge potential in both countries," Anwar said in a press statement. According to New Straits Times, Malaysian Prime Minister Anwar disclosed that there are currently 47 weekly flights between Kuala Lumpur and Cambodia.</p>
<p>Disaster relief to households</p>
<p>Compassionate aid worth over RM170 million (approximately $35.7 million) has been given to 168,959 Malaysian households impacted by the Northeast Monsoon season in 2022–2023. Malaysia's Women, Family and Community Development Minister Datuk Seri Nancy Shukri said that the government of the Southeast Asian nation has allocated RM 232 million (about $48.7 million) to aid all states in the country. "This is not a form of compensation for the losses suffered by disaster victims, but it is more a sign of the federal government's concern to ease the burden of disaster victims," she is quoted by Malaysian national news agency  Bernama .</p>
<p>Airport expansion</p>
<p>The Malaysian government has approved a RM1 billion (approximately $210 million) expansion and upgrade of Penang International Airport, located on the Northwest coast of the nation, the  New Straits Times  reports. According to Malaysian Transport Minister Anthony Loke Siew Fook, the project is expected to start in 2024 and be completed in four years. "The actual figures (cost) will only be determined after the tender process as there are also plans to expand and upgrade the facilities and infrastructure near the airport," the transport minister told reporters.</p>
<p>Introduction of “kill switch” to improve digital safety</p>
<p>The Malaysian government is drafting new legislation to establish a "kill switch" to improve digital safety.  According to the Minister in the Prime Minister's Department of Law and Institutional Reform Datuk Seri Azalina Othman, this move by the Southeast Asian government aligns with advancements in technology like AI and combats rising cybercrime in the country. She added that the legislation was discussed in a meeting with 16 government agencies and statutory bodies on February 5.  "Through the meeting, we identified that the current laws to combat cybercrime are not in tandem with the rapid development of technology, leading to an increasing online fraud due to the loose security in online platforms,” she is quoted by the  New Straits Times .</p>

      <description><![CDATA[<p>This was revealed by President Lazarus Chakwera who informed members of Parliament that the attack was a breach of  national security  and hackers were demanding a ransom.</p>
<p>The Head of State however emphasized that the  government  is in no position to compromise and negotiate with the cyber criminals nor put the security of the country at risk.</p>
<p>“We are not in the business of appeasing criminals with public money, nor are we in the business of negotiating with those who attack our country,” President Chakwera was quoted by the  Lusaka Times .</p>
<p>According to him, the  immigration  department has been ordered to provide a temporary solution within three weeks to resume passport issuance pending other long-term measures to address the issue and restore control over the immigration system.</p>
<p>The incident comes at a time when there is a high demand for travel documents in Malawi, particularly among the youth who want to travel abroad.</p>
<p>Meanwhile, Malawians are already grappling with backlog issues and previous disruptions in passport services. Last year, there was the situation of shortage of passport booklets and foreign currency shortages.</p>
<p>Before this, there was a termination of a passport contract in 2021 due to irregularities, further exacerbating delays, and prompting criticism of government inefficiency and corruption allegations.</p>

<p>The Council for the Welfare of Children has issued a warning to parents and guardians regarding the growing use of artificial intelligence to create abusive material involving children, urging them to refrain from posting unnecessary photos of minors online. Angelo Tapales, the Executive Director of CWC, made this statement during the Safer Internet Day conference, emphasizing the organization's collaboration with government agencies and the private sector to combat violence and sexual abuse against children, including emerging forms of exploitation, local media  Philstar  reported. Tapales emphasized the high vulnerability of Filipino children to being exploited for the production of sexually abusive material, with UNICEF previously identifying the country as a significant hub for such activities.</p>
<p>Landslide accident</p>
<p>A tragic landslide hit Maco, Davao de Oro on February 6, burying two buses carrying employees from Apex Mining Co. Seven fatalities have been confirmed, with 31 individuals rescued but injured, and 48 still missing. The landslide struck around 7:30 p.m. in a mountainous area outside the mining site, worsened by heavy rainfall that has persisted in Mindanao since January 28, attributed to a low-pressure area. Alongside those directly impacted by the landslide, 758 families were evacuated as a precautionary measure, local media  Manila Bulletin  reported.</p>
<p>  Unemployment drops</p>
<p>The Philippine Statistics Authority announced on February 7, that the number of unemployed individuals dropped to 1.6 million in December of the previous year, marking the lowest figure in nearly two decades. According to the PSA's Labor Force Survey of 11,235 households, the unemployment rate stood at 3.1 per cent, a decrease from 4.3 per cent in December 2022, indicating a decline of 617,000 unemployed individuals, reports local media  Inquirer . The employment rate surged to 96.9 per cent, representing 50.52 million employed individuals, up from 95.7 per cent in December 2022.</p>
<p>Cyberattacks traced to China</p>
<p>The Department of Information and Communications Technology (DICT) has revealed that recent cyberattacks targeting several government servers have been traced back to IP addresses originating from China. According to DICT Undersecretary Jeffrey Ian Dy, unidentified hackers attempted to breach servers used by overseas Filipino workers and Google Workspace, which hosts the Philippine government's email and storage for non-confidential data, local media  Philstar  reported. Jeffrey disclosed this information during a House hearing on Tuesday.</p>
<p>US-Philippine Health partnership</p>
<p>The USAID has reaffirmed the partnership between the United States government and the Department of Health (DOH) of the Philippines to strengthen the Philippine health system and tackle health challenges, including combating tuberculosis (TB) and HIV. During the visit of the Assistant Administrator for Global Health Dr. Atul Gawande in Manila, he engaged in discussions with Philippine Health Secretary Teodoro Herbosa and key government stakeholders to explore avenues for strengthening primary health care in alignment with the Philippines' Universal Health Care objectives, local media  Sunstar  reported.</p>

      <description><![CDATA[<p>According to a  report  by digital identity and fraud detection software company Smile Identity (Smile ID), 11 out of 19 attacks were on national IDs, translating to an estimated 80%, with countries like Kenya, Uganda, and Tanzania being the most affected.</p>
<p>Tanzania ranked second in the list of countries whose documents are the most attacked across Africa with a 32% attempted fraud rate involving National ID cards.</p>
<p>Kenya’s National ID followed with 26%, and Uganda came in fourth with a 25% attempted fraud rate.</p>
<p>South Africa which was first on the list had the most attacks directed at its Green Book which provides data on the likely impacts of climate change and urbanisation on the country’s cities and towns.</p>
<p>The  report  noted that the high number of attacks involving national IDs is a result of the use of the same as a key government identification document in most of these countries.</p>
<p>These documents expose holders to potential document fraud when they are stolen or lost.</p>
<p>According to data collected from biometric document verifications completed by Smile ID between 2021 and 2023, 11% of other documents were used for fraud attacks while 6.6% of passports, 2.2% of voter IDs, and 1.3% of Drivers licenses were used for these scam activities.</p>
<p>“Many African countries have either recently implemented new national IDs or plan to in the coming years. Logistical issues around properly discarding the older IDs can lead to them falling into the wrong hands. An excellent example is South Africa, where the older Green ID card saw significant fraud targeting,” portions of the  report  said.</p>
<p>The report further noted that Central and East Africa led the continent in average fraud rates in 2023 with peaks of 29% and 30% respectively. West Africa peaked at 17% in October before reversing and these rates declined in November and December for all regions except Central Africa.</p>

      <description><![CDATA[<p>Implementation of an electronic voting system</p>
<p>Costa Rica's Supreme Election Court (TSE) has announced a pilot plan for an electronic voting system in 28 cantons for the Latin American nation’s 2024 Municipal Elections.  The technology will be applied to 499 polling stations, less than 10% of the total polling stations across the nation. The pilot plan will be implemented in 9 cantons in the San José province. The total cost of the system is estimated to be $1.9 million, local media  Diaro Extra  reported. According to the TSE, the system will not record voters’ choices or the time the choices were made.</p>
<p>Tonnes of marijuana seized on the Pacific</p>
<p>Costa Rican Coast Guard officers seized over a ton of marijuana in the Costa Rican Pacific, a joint effort with the US. The drug shipment, believed to be transported by Costa Ricans, was found in a small fishing boat without a license plate, local media  Teletica  reported. “There are 1.3 tons of marijuana seized in an international operation, where the United States alerts our coast guard. On the high seas, the drugs were being transferred from a fast ship to a panga that was then seized when it touched the coast, in the Boca Chica sector, in Puerto Cortés de Osa,” Costa Rica Minster of Security Mario Zamora is quoted by Teletica. The Coast Guard is still searching for the drug traffickers who fled through the mountains. In 2023, 30 tons of drugs have been seized, including 15 tons of marijuana and 15 tons of cocaine, Teletica reports.</p>
<p>Increase in COVID-19 infections</p>
<p>The Costa Rica Ministry of Health has reported a 14.5% increase in COVID-19 infections in the Latin nation during November 2023. The Health Surveillance Directorate of the Health Ministry reported that about 150 patients were notified between November 27 to December 3. The COVID-19 variant that causes the most infections is the XBB.1.5 of omicron, local media  Crhoy  reported</p>
<p>Rise in dengue cases</p>
<p>The Costa Rican Social Security Fund (CCSS) has reported 13 dengue hospitalisations and 26,487 new diagnoses in the last week. The hospitalised group were people between the ages of 1 to 78 with eight of them being minors,  Teletica  reported. The CCSS warned all Costa Ricans to protect themselves during the dry season and to employ sanitary measures like regular cleaning of boats, and black plastics and emptying containers used for water storage at homes.</p>
<p>Ransomware attacks</p>
<p>Costa Rica has been ranked as the second nation in Central America with the most cases of ransomware attacks according to a report by cybersecurity company  Kaspersky . The Latin American nation recorded 5,100 attempted attacks between June 2022 to July 2023 “The online scams we analyzed in this section of the study demonstrate that victims often look for free alternatives to avoid paying for a service, which can lead to the installation of malware on their devices. Unfortunately, in Latin America, the culture of free often leads to piracy, which puts users at risk. Avoiding this problem requires the adoption of safe practices and the use of official software and programs,” said Fabio Assolini, director of the Kaspersky Global Research and Analysis Team for Latin America in a statement.</p>

      <description><![CDATA[<p>Members of Parliament voted on this agreement in a public meeting on Sunday, December 10, 2023, and the terms of the agreement were approved with 180 votes in favour, 27 votes against, and 10 abstentions out of a total of 229 representatives present in the meeting.</p>
<p>According to a report by Ilna news agency, the representatives also endorsed the report of the National Security and Foreign Policy Commission on this bill.</p>
<p>Abolfazl Amoui, the spokesman of the Parliament's National Security and Foreign Policy Committee, said that this bill is "an opportunity to show Iran's capability in the matter of information security."</p>
<p>He added, "There is common ground  for cooperation between the two countries because when cyber attacks take place and threats are made against one country in cyberspace, it is considered as a common threat in this bill."</p>
<p>The member of parliament did not give details about "cyberspace threats against the country", but in recent years, the authorities of the Islamic Republic have considered social networks as a threat to the ideological fabric of the Islamic Republic and have restricted access to these networks during popular protests.</p>
<p>Iran, Russia, and China have always been condemned by the Western governments for carrying out cyber attacks on the infrastructures of governmental and non-governmental organizations of foreign countries. </p>
<p>Claudia Plattner, the head of Germany's Federal Office for Information Security (BSI), warned in July of this year about the growing dangers of cyber attacks by Iran, Russia, and China against the country.</p>
<p>It appears that legislative measures are being taken in advance of joint venture projects designed to bolster the position of Iran and Russia in cyberspace.</p>

      <title>Kenya records 106,000 cyber security attacks in three months</title>

      <description><![CDATA[<p>A cyber security report indicated that there has been a 36 percent increase in detected threats on web apps, totalling at least 106,603 incidents between July and September compared to the previous quarter,  The Nation  reports.</p>
<p>“During the three months between July to September 2023, the National KE-CIRT/CC detected 106,603 web application attack attempts targeting critical infrastructure service providers. This represented a 35.95 percent increase from the last period April to June 2023,” part of the report is quoted.</p>
<p>The report further indicates that the purpose of such cyber-attacks is to “withhold sensitive information and services such as authentication data, financial data, and public services as was the case with the DDoS attack on the eCitizen platform.”</p>
<p>“The attack objectives were to make services unavailable, manipulate databases, and release sensitive data for purposes of damaging organisations’ reputation. While the web application attacks were relatively minimal as compared to other attack vectors, their impact was very significant as was the case with the eCitizen DDoS attack, which led to the unavailability of online public services,” the report stated.</p>
<p>The report further noted increased cyberattacks on digital finance services, leading to the defrauding of customers. Thus, mobile application attacks recorded 27,147 threats signifying a soar of 53.7 percent.</p>
