The deals, announced in Santiago and led by Foreign Minister Francisco Pérez Mackenna alongside US official Thomas Di Nanno, include a memorandum to expand investment across the critical minerals value chain and an updated security framework targeting organised crime. Authorities say the agreements position Chile as a strategic player in the global energy transition, not only as a resource supplier but also as a hub for technology and advanced processing, while reinforcing bilateral cooperation on issues such as drug trafficking , cybercrime and money laundering.

The Chamber of Deputies approved the bill by 91 votes to two, following unanimous backing in the Senate, with broad cross-party support and opposition limited to a small group from the Identidad Soberana party. During the debate, lawmaker Sebastián Valdomir stressed the importance of multilateral agreements in what he described as an increasingly unilateral global trade environment, referring to United States tariff policies, and argued that agreeing on common rules and quotas contrasts with prevailing geopolitical trends.

Paraguay says it is ready to meet Mercosur-EU environmental requirements

Paraguay’s government insists it is prepared to adhere to environmental standards agreed with the European Union as part of the broader Mercosur–EU trade framework. Minister Juan José Vidal emphasised that ongoing efforts to improve forest governance, agricultural practices and land management put Paraguay in a good position to comply with obligations tied to market access. Officials said compliance would enhance Paraguayan products’ competitiveness in the EU while aligning with sustainability goals. Environmental groups and industry stakeholders have welcomed the commitment but underline that effective implementation and monitoring will be key. The government argues that meeting these standards will open new opportunities for Paraguay within the global trade system.

Senacsa highlights boost for Paraguayan beef after Mercosur‑EU agreement

Paraguay’s National Animal Health and Quality Service (Senacsa) has reported a significant positive impact on the country’s beef sector following the Mercosur–European Union trade agreement, with expanded access to EU markets and a clearer framework for sanitary and phytosanitary standards. According to Senacsa officials, Paraguayan producers are now better positioned to meet stringent import requirements, which could increase export volumes and strengthen the sector’s international competitiveness. The agency emphasised improvements in traceability systems, animal health protocols and certification processes as key factors that have helped beef exporters capitalise on new opportunities. Industry representatives said that the agreement not only opens doors to higher‑value markets but also incentivises investment in quality improvements across the value chain. The development comes at a time when Paraguay is seeking to diversify its export destinations and enhance agricultural productivity while maintaining high animal health standards.

Paraguay marks 110 years since Chaco War combatants’ resolve

Paraguay commemorated the 110th anniversary of the entry of Chaco War veteran Francisco “Chico” López Soler into combat, celebrating his legacy and that of other ex-combatants in the 1932–35 conflict with Bolivia. Government officials and veterans’ groups held ceremonies in Asunción, highlighting national pride, remembrance and the sacrifices of those who fought in one of Paraguay’s defining historical episodes. The Chaco War, a bitter struggle over control of the Gran Chaco region, remains a touchstone of national identity. The anniversary events included tributes, military honours and reflections on peace and regional cooperation today. Organisers emphasised the importance of preserving historical memory for future generations.

Mercosur looks to Asian partners amid trade diversification efforts

Paraguayan Foreign Minister Julio César Arriola said Mercosur bloc nations are increasingly eyeing Asian markets as part of a strategic effort to diversify trade and reduce dependency on traditional partners. Arriola highlighted growing interest from countries such as China, Japan and South Korea, noting that deepening economic ties with Asia could boost exports of agricultural commodities, industrial goods and services. He stressed that Mercosur’s internal reforms and external engagement strategies are designed to enhance competitiveness in fast-growing economies. The push reflects broader geopolitical and economic shifts as Latin American exporters adapt to evolving global demand patterns. Business leaders called for investment in logistics and value-added production to fully leverage new opportunities.

National museum uses chairs to tell Paraguay’s social history

A unique exhibit at Paraguay’s Museo del Barro uses chairs as storytelling devices to explore the country’s social and cultural history, from colonial times to the modern era. Each chair represents a different historical period, social group or lived experience from indigenous communities and rural workers to urban families and artists. Curators said the installation invites visitors to “sit with history,” offering insights into how everyday objects reflect identity, power and societal change. The museum’s approach blends material culture with narrative art, making history tangible and accessible. Local educators praised the exhibit as a valuable tool for learning and community engagement.

Covering a market of over 700 million people across Europe and South America , the deal is increasingly being viewed as a defining moment for the Global South, signalling a shift in how emerging economies engage with traditional Western powers amid a fragmented global order.

For Mercosur members — Argentina, Brazil, Paraguay and Uruguay — the agreement offers expanded access to one of the world’s largest consumer markets. Reduced tariffs on agricultural goods, raw materials and manufactured products are expected to boost exports and attract foreign investment, particularly in sectors where South American economies hold competitive advantages. Supporters argue the deal could strengthen regional supply chains and provide developing economies with greater leverage in global trade negotiations traditionally dominated by the United States and China.

From a broader Global South perspective, the EU–Mercosur pact represents an alternative model of economic integration. Unlike extractive or narrowly strategic partnerships, the agreement includes provisions on labour standards, environmental commitments and regulatory cooperation. While critics question enforcement mechanisms, European officials frame the deal as a template for future agreements with developing regions seeking market access without abandoning multilateral norms.

However, the agreement also exposes long-standing asymmetries between developed and developing economies. Concerns persist that South American industries may struggle to compete with European manufacturers, potentially reinforcing dependency on commodity exports. Civil society groups in Latin America warn that environmental and indigenous protections could be weakened by increased pressure on land use, while European farmers fear intensified competition from lower-cost agricultural imports.

As ratification debates unfold on both sides of the Atlantic, the EU–Mercosur agreement is emerging as a test case for the Global South’s role in the evolving world economy. Whether it becomes a catalyst for inclusive growth and diversification — or deepens existing inequalities — will depend not only on trade flows, but on how both blocs balance economic ambition with social, environmental and geopolitical responsibility.

Costa’s remarks came after U.S. President Donald Trump announced plans to impose a 10 per cent tariff on goods from several European countries that sent troops to Greenland as part of a security deployment, a move the White House linked to Trump’s controversial bid to purchase the Arctic territory. The tariffs, set to take effect on 1 February and rising to 25 per cent in June unless an agreement on Greenland is reached, target Denmark, Norway, Sweden, France, Germany, the United Kingdom, the Netherlands and Finland.

Costa stressed that what the world needs is cooperation, not conflict, and reaffirmed the EU’s defence of international law, territorial integrity and human rights — pointing to crises from Ukraine to Venezuela as examples. European leaders have condemned Trump’s tariff threats as detrimental to transatlantic relations and are coordinating a unified response, warning that punitive tariffs could trigger a dangerous downward spiral in global trade.

Preparations are underway at the Gran Teatro José Asunción Flores in Asunción, where leaders from both blocs are expected to gather for the ceremony.

Reactions among Paraguayans reflect a mix of scepticism and expectation. Francisco Solano, a local resident, questioned Europe’s motives, arguing that the relationship has historically been unequal. “Europeans were never benevolent with us. They always exploited us,” he said, adding that the EU is now turning to Latin America because it lacks sufficient food supplies. “I think there is a dependency, and they are betting on Latin America,” Solano remarked.

Others see the agreement as an opportunity to expand trade and strengthen economic ties. Paraguayan officials say the signing will be attended by senior EU figures, including Ursula von der Leyen and António Costa, as well as regional leaders from South America . While the ceremony marks a major political milestone, the agreement will still need approval by the European Parliament and ratification by Mercosur member states, a process expected to take several months amid ongoing opposition from European farming groups.

The ceremony is scheduled for Saturday, January 17, and would formalise one of the largest trade and cooperation accords ever negotiated, linking markets that together represent more than 700 million people .

Negotiated over more than 25 years, the Mercosur–EU agreement aims to deepen political dialogue and expand trade between South America and Europe by lowering tariffs and widening market access. While Mercosur countries expect gains in agro-industrial and energy exports, the deal has faced resistance from farming groups in several EU states.

The signing would close the negotiation phase, but the agreement must still be approved by the European Parliament and ratified by Mercosur members before it can enter into force.

The bloc’s members, Argentina, Brazil , Paraguay and Uruguay, had hoped to conclude the pact at the December gathering, but disagreements among EU member states have delayed key decisions.

The proposed EU-Mercosur agreement is designed to create one of the world ’s largest free trade zones, encompassing a market of around 780 million people and a significant share of global gross domestic product. It aims to progressively eliminate tariffs on the majority of goods traded between the two regions, expanding access for agricultural and industrial exports on both sides.

However, European opposition, particularly from France and Italy, has complicated efforts to finalise the deal. Member states have sought stronger safeguards for sensitive sectors such as agriculture, and intense negotiations at recent summits have pushed the expected signing into January. European Commission officials have said the extra time is needed to secure the necessary political support among the EU’s 27 countries.

The delay has not dampened optimism among some Mercosur leaders. Brazilian President Luiz Inácio Lula da Silva said the negotiations would continue and stressed the importance of political will in achieving an agreement, with Paraguay set to assume the bloc’s pro-tempore presidency in 2026. He also suggested that the world is watching the process and that Mercosur would pursue alternative partnerships if progress stalls.

Observers see the discussions as part of a broader global context in which regional blocs seek deeper economic links amid shifting trade dynamics. Finalising the Mercosur-EU deal would send a signal about the strength of multilateral trade cooperation at a time when global supply chains and strategic partnerships are under pressure from geopolitical tensions and competing economic interests.

Talks with Washington and Brussels come at a sensitive moment as the US, India’s largest trading partner, imposed 50% additional tariffs on Indian goods earlier this year in response to New Delhi’s purchase of Russian crude.

Despite tensions, both sides aim to finalise the first tranche of a bilateral trade pact by late 2025, with the goal of doubling trade from the current $191 billion to $500 billion by 2030. The US accounted for $131.8 billion of India’s trade in 2024/25, according to government data.

Parallel negotiations with the EU remain ongoing, alongside discussions with New Zealand , Oman, Peru and Chile. India also signed terms in August to begin FTA talks with the Russia-led Eurasian Economic Union.

India’s deal with the European Free Trade Association (EFTA), Switzerland, Norway, Iceland and Liechtenstein, takes effect October 1, securing $100 billion in investment commitments over 15 years in exchange for reduced tariffs on key imports such as Swiss watches and diamonds.

“The FTAs are part of India’s broader strategy to attract investment while balancing geopolitical tensions,” said trade economist Biswajit Dhar.

These agreements highlight India’s growing role in global supply chains as the West seeks to diversify away from China .

Why Libya says its maritime deal with Türkiye is legal despite EU and Greek objections

Prime Minister Osama Hammad of the Benghazi-based administration stated that the Türkiye-Libya maritime accord is “internationally legitimate,” warning against foreign interference in Libya’s affairs. “Libya will not accept any challenge to its rights,” he said, accusing Greece of following a “policy of provocation and escalation.”

The statement comes amid renewed diplomatic tensions after Greece raised the issue at the European Union leaders’ summit in Brussels on June 26. The EU concluded that the 2019 Türkiye–Libya maritime memorandum “violates the sovereign rights of third countries and is not in line with international law,” echoing long-standing objections from both Greece and the Greek Cypriot administration.

“Instead of endorsing legally invalid claims, the EU should call on all its members to comply with international law,” Turkish Foreign Ministry Spokesman Öncü Keçeli posted on X (formerly Twitter), calling the deal “entirely legitimate.”

The maritime memorandum , signed in November 2019 and ratified by Türkiye’s parliament the following month, delineates exclusive economic zones (EEZs) between Libya and Türkiye in the Eastern Mediterranean. In 2022, a follow-up deal granted Türkiye exploration rights offshore and inland in Libya. Greece and several EU states have challenged the legality of both agreements, arguing they infringe on Greek maritime claims, especially around Crete.

Tensions escalated further after Türkiye’s state-owned energy firm, Turkish Petroleum Corporation (TPAO), signed a new agreement on June 25 with Libya’s National Oil Corporation (NOC) for seismic surveys in disputed waters.

The deal was followed by Greece deploying three naval vessels to the region, citing a need to curb migrant flows.

Meanwhile, a Libyan parliamentary source revealed that Libya’s House of Representatives is preparing to vote on ratifying the 2019 maritime agreement with Türkiye, signalling a shift in attitude amid improved ties between Ankara and eastern Libya, with a technical committee being formed to reassess the deal.

The Libyan Parliament’s Committee on Displaced Persons and Refugees slammed the EU’s position, accusing it of “double standards” and attempting to dictate Libya’s foreign policy . The committee insisted that international agreements signed by Libya are the sole prerogative of its sovereign institutions and must not be undermined by external powers.

The Eastern Mediterranean is rich in untapped energy resources and key to controlling migrant routes into Europe. With over 700,000 migrants currently in Libya, according to the International Organisation for Migration (IOM) , both EU and regional powers view the country’s maritime decisions as deeply consequential.

US, Philippines sign deal on sharing classified military information: Video

The deal, known as the General Security of Military Information Agreement (GSMIA), will allow for the sharing of classified military information and technologies, further strengthening the long-standing alliance between the US and the Philippines as they seek to counter China’s growing influence in the Asia-Pacific region.

The signing took place at the start of Austin’s visit to Manila, which will also include a meeting with Philippine President Ferdinand Marcos.

While Austin and Teodoro did not make public statements at the ceremony, the Philippine Department of Defense emphasized that the agreement is a crucial step in boosting information-sharing capabilities and improving interoperability between the two nations’ armed forces.

The GSMIA aims to streamline the exchange of sensitive defence information that could enhance national security for both nations and facilitate the sale of specific classified technologies. It comes at a time of escalating tensions in the South China Sea, where China’s territorial claims have been widely contested.

Beijing has ignored an international ruling that its claims have no legal standing, continuing to deploy naval and coast guard vessels in the disputed waters. The Philippines has accused China of harassing its vessels and blocking access to critical reefs and islands in the region.

In recent months, these confrontations have turned violent, leading to injuries among Filipino personnel and damage to Philippine vessels. The ongoing tensions have raised concerns that the United States could be drawn into a conflict due to its mutual defence treaty with the Philippines, particularly if hostilities escalate in the South China Sea.

During his visit, Austin is expected to travel to Palawan, a western Philippine island that lies near key South China Sea flashpoints. There, he will meet with Filipino forces tasked with patrolling the waters and defending remote outposts.

The signing ceremony took place on Thursday, July 4, 2024, on the tenth floor of the Ministry of Finance and Development Planning in Monrovia, the New Dawn reports.

World Bank Country Manager Georgia Wallen highlighted that the agreements align with Liberia's ARREST agenda. Wallen assured the Liberian government of the World Bank's continued support, particularly in addressing challenges in the electricity sector.

She described the projects as milestones since her tenure began and the start of President Joseph Boakai’s administration, emphasising their significance in advancing the ARREST agenda.

“These projects are turning on the light in different and complementary respects,” Wallen stated.

The first project focuses on governance, reform, and accountability transformation, aiming to enhance transparency and bring the government closer to the Liberian people. This initiative seeks to strengthen accountability institutions and support the government's domestic resource mobilisation efforts. "We are aiming to support your efforts to reach 2.15 million people with digitally-enabled services through this project by the end of six years," Wallen explained.

While the second project targets the expansion of Liberia's electricity supply, with the goal of providing power to 500,000 new customers. This initiative is expected to significantly improve access to electricity, contributing to the overall development and quality of life for many Liberians.

Controversy surrounds Nigeria’s $600m seaport investment deal with Maersk

The controversy arises from conflicting reports between the Nigerian presidency's announcement and Maersk's response, raising questions about the transparency and accuracy of the deal.

The Deal

According to the Nigerian presidency, the government had finalised a $600 million investment agreement with Maersk during a meeting held on the sidelines of the World Economic Forum in Saudi Arabia. President Bola Tinubu reportedly met with Maersk Chairman Robert Maersk Uggla, where Uggla pledged the investment, emphasising the company's belief in Nigeria's potential. Tinubu expressed the government's commitment to modernising and automating ports to enhance trade efficiency and curb corruption. "We believe in Nigeria, and we will invest $600 million in existing facilities and make the ports accommodating for bigger ships," the Nigerian presidency quoted Uggla, Reuters reported.

The controversy

However, doubts surfaced following Maersk's failure to confirm the existence of such an agreement. Reports from Lloyd’s List revealed that despite Tinubu's assertions, Maersk officials denied any formal deal with the Nigerian government, casting doubt on the authenticity of the announced investment.

Further, a video surfaced on social media showing a purported meeting where a Maersk representative pledged a $500 million investment in Nigeria. This video, shared by a special assistant to President Tinubu's new media team, Reno Omokri, was captioned, “Hear Keith Svendsen, Global VP of Maersk, Promising To Invest $500 Million In Nigeria-Who Is Lying Between @ARISEtv and @Maersk?”

Omokri's post contradicts Maersk's public statements, raising questions about the validity of the claims made by both parties. Again, Tinubu’s Special Assistant on Social Media, Dada Olusegun, posted on his X page that “The media’s headline choice sparked controversy, not Maersk’s. Maersk hasn’t contradicted or denied the Federal Government of Nigeria’s statements.”

Reactions

Amidst the conflicting narratives, reactions from Nigerians on social media highlight a growing scepticism towards official announcements from the presidency. Many recalled previous instances where similar announcements were later disputed or disproved, leading to concerns about transparency and accountability in government dealings.
