      <description><![CDATA[<p>Wikipedia editors in Indonesia are locked out of the site because it has refused to comply with digital  security  rules.</p>
<p>The situation escalated in the week as Wikimedia Commons, the organisation’s multimedia library, was temporarily blocked after being incorrectly flagged for hosting illegal gambling content. The site was subsequently restored following a manual check, but the country’s digital regulator said that the problem would not have arisen if it had been correctly registered according to the law.</p>
<p>A group of Wikipedia’s editors  has called on users  to write to the government about the restrictions imposed since February that prevent its editors from logging in or adding new volunteers to the system. That makes creating new content or updates difficult.</p>
<p>The Ministry of Communication and Digital says it will end the block once Wikimedia has completed the process of registering under the PSE license system. It says the system is necessary to ensure digital security and protect consumers.</p>

      <description><![CDATA[<p>Philippine authorities said several suspects recently arrested for alleged spying used a modified version of the popular game Tetris as a covert communication platform to transmit classified information to foreign handlers believed to be linked to China.</p>
<p>The case was disclosed by Rear Admiral Roy Vincent Trinidad, inspector general of the Philippine Navy, during a security briefing that outlined how the system worked and why it was difficult for authorities to detect.</p>
<p>According to officials, the application initially appeared identical to a normal gaming app. However, once a specific password prompt was entered, the programme activated a hidden messaging system embedded within the game.</p>
<p>“It was specifically designed so that the  communications capability  was embedded within the gaming app,” Trinidad said. The disguised platform allowed users to exchange messages without triggering conventional monitoring tools used to track suspicious digital communications.</p>
<h2>Suspects are Filipinos, too</h2>
<p>Authorities said the operation relied heavily on insiders with access to sensitive government information. </p>
<p>Investigators  identified three Filipino suspects using aliases — “Lawrence,” a former defence department employee who later worked with the navy; “Allyson,” described as a security sector analyst; and “Danny,” a Manila-based contact linked to the Philippine Coast Guard.</p>
<p>These individuals had access to documents ranging from confidential to top-secret classifications. Some of the information reportedly concerned personnel stationed aboard the BRP Sierra Madre, a grounded Philippine naval vessel at Ayungin Shoal in the disputed  South China Sea .</p>
<p>Military officials warned that such intelligence could potentially be used not only for strategic purposes but also to exert pressure on military personnel and their families.</p>
<p>The alleged network also relied on financial incentives. Investigators said payments ranged from four- to six-digit amounts and were transmitted through digital wallets. In some cases, transactions were reportedly disguised through everyday online purchases, such as food delivery orders, to avoid drawing attention.</p>
<p>Officials also described attempts by foreign operatives to recruit additional insiders. In one instance, a navy officer reported that a foreign woman had approached him and asked for sensitive information, an encounter he immediately reported to authorities.</p>
<p>For the Philippine government, the case highlights what security officials describe as the growing challenge of “ insider threats ” — individuals within institutions who can access classified information and may be vulnerable to recruitment.</p>
<p>Cornelio Valencia Jr., assistant director general of the National Security Council, said the discovery underscores the need to strengthen background checks, security clearances and monitoring systems across agencies handling sensitive data.</p>
<p>China’s embassy in Manila has denied any involvement in the alleged spy network, saying the country adheres to a policy of non-interference in other nations’ internal affairs and describing the accusations as damaging and unfounded.</p>

      <description><![CDATA[<p>In its  2025 Review of Notorious Markets for Counterfeiting and Piracy , the Office of the United States Trade Representative (USTR) warned that unauthorised streams of live sporting events are eroding the value of global broadcast rights. </p>
<p>Take the 2018 FIFA World Cup, for example. One group-stage match —  Brazil  versus Switzerland — attracted about 613,700 illegal viewers, the largest illicit audience recorded for a group-stage game during the tournament. </p>
<p>Football and other major sporting events are particularly vulnerable because they draw huge global audiences watching in real time.</p>
<p>“Sports broadcasting represents one of the most economically significant sectors of the global entertainment industry,” the report said, noting that the worldwide market for sports broadcast rights was worth about $62.6 billion in 2024. </p>
<h2>Billions in lost revenue</h2>
<p>The economic impact of piracy is substantial. </p>
<p>In a joint industry submission cited by the report, organisations including the NFL, NBA and UFC estimated that live sports piracy causes the global sports industry to lose up to $28 billion in potential annual revenue. </p>
<p>Broadcast rights form the financial backbone of modern professional sports, as revenues from television and streaming deals fund league operations, athlete salaries, youth development programmes and high-quality production of live coverage.</p>
<p>Piracy undermines that system by allowing unauthorised distributors to provide the same content without paying for rights.</p>
<p>“Piracy fundamentally undermines fair competition by allowing unauthorised distributors to offer sports content without bearing the costs of acquiring legitimate rights,” the report said. </p>
<p>How illegal streams spread</p>
<p>Sports piracy usually begins when legitimate broadcasts are captured and retransmitted online through websites, mobile applications or social media platforms without permission.</p>
<p>The report says piracy also occurs through illegal IPTV  services , third-party websites embedding official streams, and unauthorised public screenings in commercial venues that have not purchased licences. </p>
<p>Technological advances have made the problem worse. Affordable equipment and widely available streaming software allow individuals or organised networks to retransmit high-quality video feeds that rival official broadcasts.</p>
<p>Social media platforms and messaging apps can then spread links to illegal streams rapidly, reaching thousands of viewers before authorities can intervene. </p>
<h2>Real-time enforcement challenge</h2>
<p>Sports broadcasts face unique vulnerabilities because their commercial value depends almost entirely on live viewing.</p>
<p>Unlike films or  television  shows, a match generates little interest once the result is known.</p>
<p>“By the time enforcement mechanisms identify and remove unauthorised streams, much or all of the commercial harm has already occurred,” the report said. </p>
<p>Piracy networks also exploit international jurisdictional gaps, often operating across multiple countries with servers, payment systems and operators located in different places.</p>
<p>Even when authorities shut down a piracy site, operators frequently reappear under new domain names or hosting providers, creating what the report describes as a persistent enforcement challenge. </p>
<p>As the value of sports broadcasting rights continues to rise, the report warns that tackling illegal streams — particularly around global football tournaments — will require stronger international cooperation, technological tools and faster enforcement systems. </p>
<p>“Sports broadcasting serves important cultural and social functions, bringing communities together and providing shared experiences,” the report said. “As technology continues to evolve and piracy operations grow more sophisticated, the challenge will intensify without proactive policy responses.”</p>

      <description><![CDATA[<p>From December 10, major platforms including Facebook, Instagram and TikTok must remove under-16 users or risk multimillion-dollar penalties. </p>
<p>According to Australia’s eSafety Commissioner, Twitch qualifies for the ban because its livestreaming and real-time interaction features pose risks for younger users.</p>
<p>Other services, such as Pinterest, LegoPlay and WhatsApp, have been allowed to remain accessible for teenagers. Several additional platforms are still under review.</p>
<p>Twitch, which has more than 7 million livestream artists, said most of its audience is between 18 and 34. It did not disclose how many users are younger, though current rules already prohibit anyone under 13 from joining.</p>
<p>The legislation has faced heavy pushback from tech companies, which argue that enforcing strict age limits online is practically unworkable and that the  policy  has been rushed. Critics say without reliable age-verification technology, the ban may function more as a political statement than a meaningful barrier.</p>
<p>Even so, the move is being closely watched by governments exploring their own approaches. </p>
<p>New Zealand ’s Prime Minister has pledged to pursue similar laws, and officials in the Netherlands have advised parents to keep children under 15 off apps like TikTok and Snapchat.</p>
<p>As it stands, Australia now holds one of the toughest positions on youth access to social  media . </p>

      <description><![CDATA[<p>Roblox, one of the  world ’s most popular gaming platforms, has emerged as a key target because of its young user base and flexible design tools. </p>
<p>In January 2025, a  Texas  man was arrested after using Roblox to issue violent extremist threats.</p>
<p>Authorities in Singapore and Germany have documented similar incidents. A 16-year-old in Singapore used Roblox to share pro-Islamic State propaganda, while two 12-year-olds in Germany encountered Nazi-themed content in World  War  II games before being lured into extremist Discord servers.</p>
<p>Experts say extremists use gaming environments to break down barriers: gameplay builds trust, shared interests make conversations feel harmless, and the shift to private channels happens quickly. </p>
<p>For many youths, these encounters become their first exposure to radical ideas.</p>
<p>The problem isn’t limited to jihadist or far-right groups. Networks like the nihilistic group “764” and even Proud Boys-linked accounts have been spotted on gaming platforms, targeting very young users who may not recognise extremist symbolism.</p>
<p>Regulators and child-safety advocates are urging platforms to strengthen oversight.  Roblox has introduced new age-tier controls and AI moderation systems, but researchers say the sheer volume of content — billions of chat messages a day — makes full monitoring nearly impossible.</p>
<p>Still, specialists caution against blaming the games alone. They note that young  people  drawn into extremist circles often feel isolated offline, making them more susceptible to belonging and validation online.</p>

      <description><![CDATA[<p>Cloudflare, the US company behind the disruption, said a hidden software bug triggered problems after a routine network  update . </p>
<p>The issue caused unusual traffic spikes and affected multiple websites and apps worldwide. Downtime was reported by users of X, Google services, and the video game League of Legends. Even the  Global South  World site, run by Gjirafa Tech, was not spared from the outage. </p>
<p>Cloudflare, which handles roughly one-fifth of global internet traffic, saw its stock fall 1.5% following the disruption.</p>
<p>“Earlier today, we failed our customers and the broader internet when a problem in Cloudflare network impacted large amounts of traffic that rely on us,” said Cloudflare’s chief technology officer Dane Knecht.</p>
<p>Experts said the outage exposed the risks of centralised internet  infrastructure . </p>
<p>Cloudflare supports about a third of the  world ’s top websites, including AI platforms like OpenAI and Anthropic, as well as online retailers. </p>
<p>Professor Alan Woodward of the University of Surrey said relying on a few major providers creates efficiency, but failures can have wide-ranging consequences.</p>
<p>Analysts also point to growing strain on digital networks. Jacob Bourne from Emarketer said rising demand from AI applications, streaming, and general web traffic is pushing systems beyond their limits, making outages more frequent and harder to resolve.</p>
<p>The company promised a detailed explanation of the incident and steps to prevent future problems, emphasising the critical role of infrastructure in keeping global internet services running smoothly.</p>

      <description><![CDATA[<p>This ambitious effort could reshape how Africans trade, innovate, communicate and move across borders.</p>
<p>At the heart of the initiative is the recognition that a connected digital space could become one of Africa’s greatest strategic assets. By 2030, the continent is projected to host more than 1.5 billion people, most of whom will be young, mobile-centric, and eager for digital participation.</p>
<p>During the summit, member countries  agreed  to align their digital policies, regulatory frameworks and standards so that cross-border digital services, data flows, and startups can operate more seamlessly across Africa.</p>
<p>“Africa has the money, the investors, the startups, and the innovation, but too often, these ecosystems operate in silos. SANIA is here to bring them together and connect them,” Ralph Oyini, Director of Digital Transformation and Services at Smart Africa, said. </p>
<p>Additionally, Smart Africa's CEO, Lacina Koné, made an initial commitment to enable the scaling of African digital start-ups across borders, supported by a $115 million fund.</p>
<p>“We believe digital transformation can accelerate integration if we align our policies across borders,” Koné  said .</p>
<p>The project, championed by the Smart Africa Alliance since 2013, has grown into a coordinated movement involving 42 member states. </p>
<p>What once sounded like a distant vision is now taking shape through platforms such as SANIA, which connects African startups with investors, and the Smart Africa Data Exchange (SADX), a cross-border data interoperability pilot currently running in Benin,  Ghana  and Rwanda. </p>
<p>Now, this push is important because each African country has its digital laws, data-protection rules, telecom standards, and ICT policies. This fragmentation makes it  difficult  for digital services, startups, mobile money systems, and data to move easily across borders. </p>
<p>A unified market would allow a digital identity issued in Nairobi to work seamlessly in Abidjan, or a fintech from Accra to scale across borders without navigating dozens of regulatory hurdles. </p>

      <title>Roblox linked to 9-year-old’s killing of brother in Malaysia</title>

      <description><![CDATA[<p>The  fatal stabbing incident  prompted Malaysia’s Communications and Multimedia Commission to consider regulatory action against Roblox and nine more online games, citing their potential adverse impact on children’s behaviour.</p>
<p>Roblox Corporation, in a meeting with Malaysian authorities, pledged to strengthen its safety features.</p>
<p>“They gave their assurance that they would enhance safety through the use of AI technology and human monitoring, and are willing to work with the Malaysian government, especially when it comes to data sharing and compliance with government regulations,” Youth and  Sports  Minister Hannah Yeoh wrote on Facebook on Monday.</p>
<p>The stabbing has shocked households across Malaysia, where Roblox has more than one million users.</p>
<p>Communications Minister Datuk Fahmi Fadzil  said  he bans his own children from playing the game, citing its addictive nature and impact on behaviour.</p>
<p>“As a 12-year-old boy, it’s better that he is out playing with his friend,” Fahmi said.</p>
<p>In 2024, Roblox reported 85 million daily active users worldwide — a number that has likely grown as the multi-game platform continues to attract younger audiences.</p>
<p>While this stabbing is one of the most tragic incidents linked to Roblox, there have long been concerns over the platform’s safety features.</p>
<p>Parents have reported cases of  grooming  by adults posing as children, incidents often blamed on the platform’s inadequate real-time age verification, which relies heavily on AI moderation.</p>
<p>Roblox founder and CEO Dave Baszucki has previously said that while the company enforces rules on in-game behaviour, parents ultimately bear responsibility for monitoring their children’s access.</p>
<p>Fahmi echoed that view: “Devices cannot replace parents. Devices are not nannies.”</p>

      <description><![CDATA[<p>The  policy  shift is part of what the company calls its effort to “treat adult users like adults.”</p>
<p>In a post on X on Tuesday, October 14, Altman said the change will follow the rollout of stricter age verification measures, which will ensure users are over 18 before accessing adult or explicit material. The company has not yet detailed how the verification process will work.</p>
<p>The move marks a significant change for OpenAI, which tightened ChatGPT’s restrictions earlier this year after concerns about how the chatbot responded to users in mental distress. Those changes, Altman said, had made the service “less useful or enjoyable” for users without mental  health  challenges.</p>
<p>He added that OpenAI has since developed new tools to mitigate mental health risks and can now “safely relax restrictions in most cases.”</p>
<p>“If you want your ChatGPT to respond in a very human-like way, or use a ton of emoji, or act like a friend, ChatGPT should do it (but only if you want it),” Altman said.</p>
<p>OpenAI says the changes are designed to balance creative freedom with safety, particularly as the company continues to expand its user base.</p>
<p>The company launched a dedicated version of ChatGPT for minors in September, which automatically blocks explicit material and redirects underage users to age-appropriate content. </p>
<p>The stricter content  policies  earlier this year followed controversy after the death of Adam Raine, a California teenager whose family alleged in a lawsuit that ChatGPT had given him harmful advice before he took his own life.</p>
<p>Altman said OpenAI learned from that experience and aims to maintain strong safeguards while restoring some of the flexibility users had lost.</p>
