      <description><![CDATA[<p>New rules  passed on March 6 are expected to take effect from May 1 under the renamed Tobacco and Vaporisers Control Act, which strengthens enforcement against vaping and Kpods. Vaping has been banned in Singapore since 2018, but officials say the problem has worsened, with reports of Kpod users suffering seizures and behaving like “zombies”.</p>
<p>Under the changes, adults who involve young  people  or vulnerable persons in smuggling or supplying Kpods face up to 20 years in jail and up to 15 strokes of the cane. Adults who possess a Kpod and fail to try to prevent a young person from using it can be jailed for up to 10 years.</p>
<p>The  law  also places new duties on entertainment venues such as bars and clubs to stop patrons from vaping and require them to discard their devices. Venues will be allowed to eject patrons who refuse.</p>
<p>At border checkpoints, drivers found with vapes in their vehicles will also face tighter rules, with the burden shifting to them to prove they did not know the devices were there.</p>
<p>Penalties have been raised sharply across offences. Vape users can now be fined up to $10,000, while sellers face fines of up to $200,000 and up to six years’ jail. Smugglers can be fined up to $300,000 and jailed for up to nine years.</p>
<p>The new laws follows concern about drug-laced vapes. In July 2025,  Health  Minister Ong Ye Kung said authorities were working to list etomidate under the Misuse of Drugs Act after one in three seized vapes was found to be a Kpod. The Health Sciences Authority later extended hotline hours and added an online reporting form for vaping offences.</p>

      <description><![CDATA[<p>In a  statement , the DCEA said officers working with officials at the Mutukula Customs Post found the consignment during a routine inspection as the bus entered Tanzania. The vehicle belonged to SR Classic Company, carried Congolese registration 5673AB04, and was travelling on a regional route linking the three countries.</p>
<p>The seizure included 105 boxes of Pethidine containing 1,045 bottles, 31 boxes of Morphine Sulphate with 310 bottles, and 44 boxes of Fentanyl holding 440 bottles, the Authority said. Seven suspects were arrested in connection with the case.</p>
<p>DCEA said the medicines are legally used in hospitals to manage severe pain, but warned that when diverted from authorised channels, they can be abused and may cause addiction.</p>
<p>In Tanzania, opioid medicines are regulated under the Drug Control and Enforcement Act and the Tanzania Medicines and Medical Devices Act, which designates the Medical Stores Department as the only authorised importer and distributor of narcotic medicines.</p>
<p>The Authority said the bus interception came during broader nationwide operations in January and February 2026, which it said resulted in the seizure of 9.93 tonnes of illicit drugs, the confiscation of 1,795 bottles of controlled medicinal  narcotics , and the destruction of 87.5 acres of cannabis farms. It said 151 suspects were arrested, while six vehicles and 29 motorcycles were impounded.</p>

      <description><![CDATA[<p>The pair appeared in court for sentencing on February 24, 2026, following their arrest in June 2025.  Police  said the men were detained after the Zimbabwe Republic Police (ZRP) impounded their vehicle, which was allegedly carrying 750 kilograms of dagga.</p>
<p>In a statement issued on February 25, the ZRP highlighted the convictions as part of its anti-drug campaign and thanked the public for supporting  law  enforcement efforts.</p>
<p>“The Zimbabwe Republic Police reiterates that crime does not pay,” the police said, adding that the two former players were “arrested, convicted and sentenced… for dealing in dangerous drugs (dagga),” local news portal  Pindula quotes .</p>
<p>Amidu previously played for CAPS United and  South Africa ’s Kaizer Chiefs, while Mhlanga is a former Dynamos player.</p>

      <description><![CDATA[<p>Thailand decriminalised cannabis in June 2022, triggering a boom in dispensaries across the country. But officials have since shifted course, banning recreational use and restricting cannabis sales to medical and research purposes only.</p>
<p>As a result , thousands of cannabis shops have closed. Health Ministry data shows that of 8,636 shop licences that expired in 2025, only 15.5% were renewed. More than 7,000 businesses chose to shut down.</p>
<p>Under the new rules, cannabis flower is now classified as a “controlled herb” and can only be purchased with a prescription from a licensed medical professional. Customers are limited to a 30-day supply.</p>
<p>Tourists can still access medical cannabis, but only after consulting a Thai doctor and obtaining a medical certificate, a process that makes casual purchases far less common.</p>
<p>Dispensaries are also now required to employ licensed medical or traditional  medicine  practitioners on-site.</p>
<p>Other restrictions include a ban on cannabis advertising, prohibition of online sales, and rules against selling in certain public areas. Smoking cannabis in public is illegal and can result in fines of up to 25,000 baht (about US$1,000).</p>

      <description><![CDATA[<p>On Wednesday, January 14, the High Court declined to issue temporary orders stopping police from arresting or harassing members of the Rastafari community over the use of cannabis, locally known as bhang.  The decision  means police can continue enforcing existing drug laws while a long-running constitutional case on the decriminalisation of cannabis for spiritual use proceeds.</p>
<p>Justice  Bahati Mwamuye rejected an oral request by Rastafarian representatives who asked the court to protect their members from house searches, arrests and repeated police stop-and-search operations. Instead, the judge directed them to file a formal application supported by evidence showing continued harassment by police across the country.</p>
<p>Rastafarian leaders say increased  media  attention around the court case has made their members easy targets. Through their lawyer, Shadrack Wambui, they told the court that Rastafarians are often stopped, searched or questioned simply because of their appearance, even when they are not in possession of cannabis.</p>
<p>They argue that such encounters are driven by stereotypes linking their faith to bhang use rather than reasonable suspicion, and that the repeated searches violate their dignity, privacy and freedom of religion.</p>
<p>“We pray that members of the community be allowed to operate without constant searches and stereotyping,” Wambui told the court.</p>
<p>However, the Attorney General opposed the request for interim protection, arguing that the Rastafarians had not provided concrete evidence of harassment or unlawful arrests. The court agreed that formal affidavits and documented cases would be required before any protective orders could be considered.</p>
<p>The petition at the centre of the dispute was first filed in 2021. It seeks legal recognition of the Rastafari faith and a declaration that cannabis use for worship, meditation and spiritual growth should not be criminalised.</p>
<p>Until the case is decided, with a key hearing scheduled for March 19, 2026, Kenya’s  existing drug laws  remain in force.</p>

      <description><![CDATA[<p>The operation, carried out in the Klang Valley in mid-December, led to the arrest of six people, three Malaysian men and three foreign women, and the dismantling of a major international drug syndicate,  Straits Times  reports.</p>
<p>Authorities say the syndicate was operating large-scale drug-processing laboratories hidden inside residential homes and industrial buildings. Among the properties raided was a three-storey bungalow that had been converted into a drug lab.</p>
<p>Police  seized massive quantities of cocaine, ketamine and MDMA in both liquid and powder form, along with chemical equipment used to process and package the drugs. Investigators estimate the drugs could have supplied more than 60 million users.</p>
<p>According to the police, the syndicate had been active since April and was supplying drugs to overseas markets. One suspect is believed to have acted as a chemist, while others managed storage and processing sites. The foreign women arrested were described as partners of the male suspects.</p>
<p>In addition to the drugs, police seized several vehicles and other assets as part of the investigation. The suspects remain in custody as authorities continue to track possible links to  international  trafficking networks.</p>
<p>In 2019 , Malaysian authorities seized nearly 3,700kg of ketamine and cocaine worth about $161m in the country’s biggest drug haul to date. Malaysia has, over the years, become a key transit point for illegal narcotics, with authorities seizing record amounts of crystal methamphetamine in the past year. </p>

      <description><![CDATA[<p>Lamar Aaron Ahchee, 43, from Cairns in north Queensland,  was arrested  in May after police raided his rented home near Kuta Beach, a popular tourist area. Officers found 1.7 kilograms of cocaine packed into more than 200 small plastic bags, along with a digital scale and a mobile phone.</p>
<p>Indonesian police said the arrest followed an investigation into two suspicious packages sent to Ahchee from  England . Authorities believe he intended to distribute the drugs locally, although Ahchee denied knowing the packages contained cocaine.</p>
<p>Delivering the verdict on Thursday, Judge Tjokorda Putra Budi Pastima said the large quantity of drugs posed a serious risk to public safety and could harm Bali’s  tourism  industry. The court also cited Ahchee’s lack of cooperation during the investigation as an aggravating factor.</p>
<p>The sentence was harsher than prosecutors had requested. In addition to the prison term, Ahchee was fined two billion rupiah (about US$120,000).</p>
<p>Indonesia has some of the world’s strictest drug laws and remains a major target for international trafficking networks, according to the  United Nations . More than 500 people, including dozens of foreigners, are currently on death row in the country, most for drug-related offences.</p>

<p>The president argued that Colombia has shed “blood and blood” fighting drug trafficking for more than half a century, insisting that the issue cannot be addressed through force but through dialogue. He sharply criticised Trump’s remarks, accusing the  United States  of shifting blame while consuming the very narcotics Colombia has battled to curb. “Then the thanks are an insult,” Petro declared, adding that those who escalate threats risk awakening “the American jaguar that is asleep in the heart of the people.”</p>
<p>Trump’s comments earlier in the week, warning that any country producing or trafficking drugs into the US could be “subject to attacks”, raised concerns in Bogotá, particularly after he hinted Colombia could be added to the list of potential targets alongside  Venezuela . His statement came as he renewed calls for ground operations against drug networks operating in Venezuelan territory.</p>
<p>The exchange comes amid heightened tensions between Washington and Caracas, with the US maintaining naval deployments in the Caribbean, including the USS Gerald Ford, as Venezuela mobilises its armed forces and millions of militia members. Petro’s intervention adds a new layer of regional friction as disputes over sovereignty,  security  and counternarcotics strategy intensify.</p>

<p>The Senate does not implement a “no work, no pay” rule for its members, according to Senate President Vicente Sotto III. Other senators have confirmed that Dela Rosa failed to submit any formal excuse for missing work.</p>
<p>Dela Rosa was scheduled to defend the  defense  department’s budget — a key responsibility assigned to him — but skipped the hearings. According to Senator Win Gatchalian, he received only a text message from Dela Rosa’s staff asking him to take over the task.</p>
<p>Sotto expressed disappointment but admitted that the chamber has no mechanism to sanction absentee senators.</p>
<p>An ICC legal assistant, Kristina Conti, criticized Dela Rosa for “hiding” instead of fulfilling his duties, saying he was elected to serve the public, not to shield the former president.</p>
<p>Philippine officials have issued conflicting statements about the supposed ICC warrant. While the  justice  chief has insisted he has a copy, his own agency says it has not received one. The ICC itself has not confirmed the warrant’s existence.</p>
<p>Dela Rosa, a former national police chief, is considered a  central  figure in Duterte’s anti-drug campaign, which is under ICC investigation for thousands of alleged extrajudicial killings.</p>
<p>While Dela Rosa remains absent from the Senate, he continues to post on social media.</p>

      <description><![CDATA[<p>The hearing, held in Chicago, follows his arrest in July 2024 when he was captured alongside a high-ranking associate of the cartel. </p>
<p>By admitting guilt, Guzmán López acknowledged his role in coordinating the trafficking of vast quantities of narcotics, including cocaine, heroin and fentanyl, from Mexico to the United States, operations overseen by a faction of the Sinaloa Cartel known as “Los Chapitos.”  Under the terms of the plea deal, he will cooperate with U.S. authorities and return to court for sentencing on a date set by the judge.</p>
<p>One of the most startling admissions was Guzmán López’s involvement in the alleged 2024 abduction and delivery to U.S. custody of another cartel leader, Ismael "El Mayo" Zambada a move that reportedly deepened fractures within the cartel and triggered violent reprisals among rival factions. </p>
<p>Prosecutors say the guilty plea represents a major blow to the cartel’s  infrastructure , and may help authorities better trace drug routes, money flows and cartel networks. While Guzmán López faces a minimum of 10 years in prison under the plea agreement, some legal observers believe his cooperation could spare him a life sentence. </p>
<p>With another son of “El Chapo”, Ovidio Guzmán López, already having accepted a similar plea earlier this year, the  latest  confession compounds pressure on the Sinaloa Cartel and signals a growing success for U.S. efforts to dismantle its leadership.</p>

      <description><![CDATA[<p>Terrorism in nine northern states</p>
<p>A Sunday  Vanguard  investigation has revealed that Sokoto, Kwara, Kebbi, Katsina, Kano, Kaduna, Zamfara, Kogi, and Niger are now major strongholds of armed groups blending local banditry with foreign jihadist combat styles. The report shows that foreign fighters fleeing instability in Mali, Burkina Faso, and Niger have joined Nigerian bandit cells, strengthening their operational sophistication. Unlike Boko Haram or ISWAP, these networks have no rigid structure, instead operating through kingpins, forest-based camps, and tribal affiliations. Groups like Lakurawa and Mahmuda are prominent, but hundreds of micro-cells shift leadership frequently to avoid detection. This fluidity has enabled seamless cross-state attacks with no consistent patterns, worsening insecurity across the northwest and north-central regions. </p>
<p>Kogi church abductions</p>
<p>A newly established Cherubim and Seraphim Church in Ejiba, Yagba West (Kogi State) was attacked during Sunday service, triggering panic as worshippers fled under gunfire. The pastor, known locally as Orlando, was kidnapped alongside his wife and several congregants. Residents described the ordeal to  Vanguard  as “terrifying” and said the bandits stormed the community without warning. The number of abducted worshippers remains unconfirmed, and the police have yet to issue an official statement. </p>
<p>Drug bust</p>
<p>The National Drug Law Enforcement Agency (NDLEA) has  dismantled  a Lagos-based drug distribution network that packaged Canadian Loud (a potent cannabis strain) in designer cookie packs, snack wrappers, and teddy bears for sale via WhatsApp. Two masterminds, Deji Adesanya and Olubiyi Majekodunmi, were arrested during a raid in Lekki, where officers recovered 5 kg of Loud ("Loud" is a slang term commonly used for high-quality, potent cannabis ) and large quantities of fake packaging, the Punch reports. In a separate operation, NDLEA arrested a major dealer, Philip Ucheka, in Mushin while he was receiving 110 pouches (55.6 kg) of Loud. Three delivery vehicles were also seized. </p>
<p>$12.4 million National Assembly complex funds</p>
<p>Rights group SERAP has filed a lawsuit against Senate President Godswill Akpabio, House Speaker Tajudeen Abbas, and the National Assembly Service Commission over alleged failure to explain the whereabouts of ₦18.6 billion allocated for the NASC office complex. The 2022 Auditor-General’s report flagged concerns about potential misappropriation, including payments to an unknown or fictitious contractor.  The Guardian  reports that SERAP is seeking a court order compelling full disclosure of procurement records, contractor identities, and tender documents. The organisation said, “Nigerians have the right to know the whereabouts of the ₦18.6 billion.” </p>
<p>Osun politician Adeoti dumps Aregbesola, quits ADC</p>
<p>Former Osun SSG Moshood Adeoti has severed ties with Rauf Aregbesola and withdrawn from the African Democratic Congress (ADC) after reports that the party plans to hand its 2026 governorship ticket to former Speaker Najeem Salam. Adeoti, once Aregbesola’s ally but later suspended from APC for “anti-party activities,” said leaving the ADC and Omoluabi Progressives was “difficult but necessary.” The ADC leadership reportedly favours zoning the governorship ticket to Osun West, where both Adeoti and Salam come from. Still, Salam was chosen as the consensus candidate, triggering the fallout,  The Nation  reports.</p>

      <description><![CDATA[<p>The announcement, made alongside the U.S. Secretary of Defence, has placed the Dominican Republic at the centre of a wider regional debate on  security  cooperation and sovereignty.</p>
<p>Supporters argue that the measure could strengthen efforts against narcotrafficking routes that cut through the Caribbean and increasingly impact local communities. But others see the decision as part of a long pattern of U.S. strategic interests in the region. “I think it is more about United States interests than about helping our country,” said resident Ricardo Jimenez to Viory, adding later: “I would not really support the President’s decision because it goes against our rights, it goes against our Constitution, which is always to have everything under  government  control.”</p>
<p>Concerns over foreign influence were echoed by other residents who questioned Washington’s intentions in a region where geopolitical tensions intersect with domestic security needs. “If there are other objectives, I really do not know. But you know that the United States always has an ace up its sleeve,” said Virginia Ramirez.</p>
<p>The government insists the authorisation is strictly temporary and limited to refuelling, transport and technical support, stressing that no foreign military operations will take place on Dominican soil. Still, the decision has sparked a broader national discussion, one that reflects the Dominican Republic’s longstanding tension between reliance on  international  security partnerships and the desire to safeguard its sovereignty in a region where external powers have long shaped the rules of engagement.</p>

      <description><![CDATA[<p>Police in Okinawa say at least 10 people, mostly teenagers and people in their 20s, were arrested by the end of September for possessing etomidate, a hospital anaesthetic that depresses parts of the brain responsible for balance and coordination. In May, the government designated etomidate a prohibited drug, making its use, possession, and import illegal in principle,  The Mainichi  reports. </p>
<p>The crackdown intensified in October with the arrest of Yuto Agarie, alleged leader of a trafficking group. Investigators say they found about 63.84g of etomidate-containing liquid at his home in Urasoe, which they believe was intended for sale. Local  police  suspect the group was the main supplier in Okinawa, where youth vaping of sedative-laced liquids has raised alarms.</p>
<p>Etomidate is used overseas to induce anaesthesia for surgery, but in vape form it can cause sudden loss of consciousness, loss of motor control and spasms in the hands and legs, doctors warn. The drug is being advertised on encrypted messaging apps and sold via  social media , often in flavoured and unflavoured cartridges designed for e-cigarette devices.</p>
<p>In August and September, three Chinese men in their 20s living near Tokyo were arrested for allegedly smuggling around 100g of etomidate from India via Singapore. Japan’s Health Ministry narcotics unit says the suspects took online orders, dissolved the powder into liquid, filled cartridges and sold them repeatedly across the Tokyo area. </p>
<p>Meanwhile, the UN Office on Drugs and Crime has flagged the trend and reported in March that etomidate and similar compounds have surfaced on illicit markets in East and  Southeast Asia  in recent years, including China.</p>

      <description><![CDATA[<p>Between October 26 and 30, footage captured a US Navy destroyer USS Gravely closely observing fishing vessels off Cuevas Beach in northern Trinidad. The warship, accompanied by the 22nd Marine Expeditionary Unit, arrived in Port of Spain on October 26 as part of ongoing US anti-narcotics operations in the Caribbean Sea.</p>
<p>Fishermen in Las Cuevas say the heightened  military  presence is intimidating and dangerous. “I feel terrified, very terrified, knowing that anything can happen,” Karl Hernandez, a local fisherman, told Viory.</p>
<p>Their concerns rose after an October 14 airstrike by a US military aircraft killed six people aboard a small vessel in international waters near  Venezuela ’s Sucre region. Among the victims were Trinidadian nationals Chad "Charpo" Joseph and Rishi Samaroo. The US claims the boat was part of a drug trafficking network.</p>
<p>However, families in Las Cuevas insist the men were returning home from a fishing trip and accuse the US of carrying out extrajudicial killings. “He could be whatever, but he is still my grandson,” said Christine Clement, grandmother of Chad Joseph. “For me, nothing would matter. That cannot bring life back. It would only show the  world  what is happening.”</p>
<p>Despite local outrage, Trinidad and Tobago's Prime Minister Kamla Persad-Bissessar publicly backed the US operation. </p>

What happened here was a mass  murder  of young people with a future, lives cut short even though they had surrendered,” said Zumbi, a local resident. “There were corpses lying on the ground and rivers of blood throughout the favela, this will go down in history as the greatest murder in the history of Brazil.”</p>
<p>Community members gathered in the streets holding banners and chanting against Rio’s governor, Claudio Castro, whom they accused of ordering excessive  violence . Witnesses say several victims had already surrendered before being shot. “We are not defending criminals, we are defending justice,” said resident Claudia Vitalino. “Police officers do not have the power to kill people, they need to learn that,” she told Viory.</p>
<p>Others demanded transparency from the authorities, calling for the release of autopsy reports and  police  camera footage. “Where is the evidence to say that all those bodies lying in the street were really criminals?” asked resident Reis. “The police are made to protect only the rights of the bourgeoisie, not us.”</p>
<p>Authorities have yet to release a full report on the operation or confirm the number of deaths.</p>

I won't tell you who that person was, but you got a lot of bad  people  in the cartels,” Trump said, criticising Mexico and Colombia before turning to Venezuela. “Colombia is a drug den. It's a drug den and it has been for a long time… They make cocaine at levels that we've never seen before and they sell it back and they're not going to get away with it much longer. We're not going to put up with it much longer,” he added.</p>
<p>Pressed by a reporter about congressional briefings and whether the U.S. would seek a formal declaration of  war , Trump replied that Washington would act without necessarily asking Congress for a declaration. “I think we're just going to kill people that are bringing drugs into our country… we're gonna kill them, you know, they're gonna be like, dead, okay?” he said.</p>
<p>The president also suggested plans for the United States to take steps against narco-groups operating in the region and defended recent operations that he said had weakened criminal networks. He framed the actions as necessary to protect U.S. communities from the harms of illicit drugs, citing mass deaths tied to synthetic opioids in recent years.</p>
<p>The U.S. Constitution vests war powers in Congress, and  international  law generally requires that the use of lethal force comply with strict rules on necessity, proportionality and accountability.</p>

<p>The Colombian leader, who has sought to redefine his country’s relations with the U.S., framed the issue as one of double standards, arguing that the same nations calling for drug reform continue to impose trade barriers that hurt developing economies. “Look at what happens with the ‘green,’ the cannabis product hasn’t been produced for three years; it has been abandoned,” Petro said.</p>

      <description><![CDATA[<p>Authorities across 18 countries in Asia and North America intercepted 76 tonnes of narcotics during the two-week campaign, valued at USD$6.5 billion at wholesale prices.</p>
<p>Among the haul were 51 tonnes of methamphetamine, including a record 297 million meth pills (known as yaba), along with heroin, cocaine, fentanyl, and chemical precursors used in drug manufacturing.</p>
<p>Operation Lionfish-Mayag III</p>
<p>Codenamed  Operation Lionfish-Mayag III , the crackdown ran from 30 June to 13 July. Its coordination hub was based in Colombo, Sri Lanka, where specialised officers worked in real time with international partners to target the manufacturing, trafficking, and smuggling of synthetic drugs. </p>
<p>Authorities also dismantled a major Darknet syndicate in India known as Ketamelon, seizing LSD blots, ketamine, and digital assets worth USD 87,000. Investigators said the group was responsible for over 600 shipments in just 14 months.</p>
<p>In Myanmar, police intercepted two vehicles, one hiding 22 kg of heroin behind pineapples and another carrying 5.25 million yaba pills. A follow-up house raid uncovered an additional 4 million pills. Meanwhile, in the Lao PDR, officers seized 3.9 tonnes of methamphetamine and 10 production machines, arresting two suspects.</p>
<p>In Mexico, authorities confiscated more than 190,000 fentanyl tablets and 1.7 tonnes of methamphetamine, while also requesting an urgent Interpol Purple Notice to warn member states about new fentanyl precursors that criminals are using to bypass existing regulations.</p>
<p>Interpol Secretary General Valdecy Urquiza warned that the volume of seizures underscores the danger synthetic drugs pose, “The drugs trafficked by transnational criminal networks fuel violence, cripple economies and endanger public health. Each successful seizure highlights the power of law enforcement working together to protect lives and dismantle these threats.”</p>
<p>The operation resulted in 386 arrests, including a man under an Interpol Red Notice suspected of running a large-scale meth smuggling ring into Incheon National Airport. He was arrested in Cambodia and is awaiting extradition to South Korea.</p>

Simeon has appealed his conviction but must follow all correctional protocols while his case is under review. His imprisonment is one of the rare instances of a sitting MP being formally processed under Vanuatu’s penal system.</p>
<h2>Australia’s Albanese makes first visit to Vanuatu before joining Pacific Islands Forum</h2>
<p>Australian Prime Minister Anthony  Albanese  arrived in Port Vila on September 9 for his first visit to Vanuatu as prime minister. He met Prime Minister Jotham Napat and made a courtesy call on President Nikenike Vurobaravu before travelling to Solomon Islands for the Pacific Islands Forum (PIF) Leaders’ Meeting. Vanuatu’s participation at the 54th PIF Summit will focus on regional priorities, including climate action and economic development. </p>
<h2>Vanuatu seizes 450kg of cocaine in yacht, arrests Chinese and Turkish crew</h2>
<p>Vanuatu authorities seized over  450 kilograms of cocaine  from the yacht Mi Amore in a joint operation involving police, customs, immigration, and the Australian Federal Police. The August 28 raid led to the arrest of three crew members — one Chinese national and two Turkish nationals — who remain in custody as investigations continue. Minister of Internal Affairs Andrew Solomon Napuat said the bust highlights the importance of maritime security under the VPF’s 100-Day Plan. The yacht was first reported near Gaua on August 7 before being escorted for inspection, where hidden compartments containing cocaine were found.</p>
<h2>210 more teachers join nationwide strike </h2>
<p>The Vanuatu Teachers Union confirmed that  210 additional teachers  have joined its strike, which is expected to intensify when Term 3 begins. VTU Secretary General Jonathan Yona said solidarity has grown since the Court of Appeal upheld a Supreme Court ruling declaring the strike legal and reinstating over 600 suspended teachers. The union is demanding a Collective Bargaining Agreement worth about VT8 billion (~ $48.8 million) in compensation and unpaid entitlements. Yona said teachers will not return to classrooms until negotiations take place. The VTU is also preparing damage claims on behalf of members, calling the legal win a victory for workers’ rights and urging others to unionise to protect their interests.</p>
<h2>CBA exit threatens millions in Vanuatu citizenship revenue</h2>
<p>The Vanuatu government and citizenship agents face a potential major revenue loss after the  Commonwealth Bank of Australia (CBA)  announced it will stop processing transfers for “Designated Agents” under the country’s Development Support Program (DSP) and Capital Investment Immigration Plan (CIIP) from September 30. The CBA acts as the AUD and NZD correspondent bank for the National Bank of Vanuatu (NBV) and ASB Bank in Auckland. Authorities said new arrangements are being put in place to maintain inflows of citizenship program funds and will be monitored to minimise disruption to government and agent revenues.</p>

      <description><![CDATA[<p>National Assembly Speaker Jorge Rodríguez said, “We reject the absurd and desperate actions… that are clearly illegal and entirely baseless, beyond being a deranged attempt at aggression against the Constitutional President of the Bolivarian Republic of Venezuela, Nicolas Maduro Moros, and against our rebellious and courageous  people .” He added, “These operations have no other purpose than to once again encourage extremist groups in the country and the region to return to the violence that has been defeated, will be defeated, and will continue to be defeated across the board by our government and our people.”</p>
<p>On August 7, the U.S. Department of State and the Department of Justice  announced  an increase in the reward offer under the Narcotics Rewards Program (NRP) for “information leading to the arrest and/or conviction of Nicolás Maduro for violating U.S. narcotics laws.”</p>
<p>U.S. officials accuse Maduro of being “one of the largest narco-traffickers in the  world ” and link him to major drug smuggling operations. Washington claims he has been a leader of the Cartel de los Soles, which is alleged to have trafficked drugs into the United States for over a decade.</p>
<p>Attorney General Pam Bondi  stated  that the U.S. Drug Enforcement Administration seized 30 tons of cocaine tied to Maduro and his associates, with nearly seven tons allegedly connected directly to him.</p>

      <description><![CDATA[<p>The dogs, trained by the Cambodian Mine Action Centre (CMAC), will work with a Special Intervention Unit based in the capital, Phnom Penh, to support  police  operations targeting illegal drugs.</p>
<p>The  move comes  as Cambodian authorities face growing challenges linked to drug crime, both within the country and across the region. </p>
<p>Lieutenant General Khoeng Sarath, head of the Anti-Drug Department, observed the dogs in action on June 18 and urged handlers to ensure the animals are kept healthy, well-fed and regularly trained.</p>
<p>The five dogs currently deployed are part of a larger program launched earlier this year. </p>
<p>In June, 20 national police officers completed a canine training course at CMAC’s institute in Kampong Chhnang province, qualifying them as official handlers. CMAC then donated ten trained dogs to the National Police.</p>
<p>The project is supported by a memorandum of understanding between the National Police and CMAC, signed in January, which also covers training in demining and explosive detection. </p>
<p>Officials say the programme will improve public safety and strengthen Cambodia’s capacity to address drug trafficking.</p>
<p> CMAC, which has previously trained dogs for mine detection and peacekeeping, now aims to use its expertise to support domestic law enforcement and international cooperation. </p>
<p>In the first five months of 2025, Cambodian authorities reported more than 4,100 drug cases and seized over two tonnes of  narcotics . More than 10,000 people have been arrested in connection with these offences.</p>
<p>The Cambodian  government  has described drug crime as a serious national concern and says it is committed to using every available tool, including trained dogs, to disrupt illegal networks.</p>

      <description><![CDATA[<p>The black-and-white cat was spotted near the Pococí Penitentiary, moving suspiciously close to the barbed wire fence.</p>
<p>When officers stopped the animal, they found two small packages strapped to its body with tape. The packages contained marijuana, heroin, and rolling papers.</p>
<p>According to  Costa Rica’s Ministry of Justice , the cat was carrying over 235 grams of marijuana and nearly 68 grams of heroin.</p>
<p>The drugs were seized immediately, and the cat was handed over to the National Animal  Health  Service to check its condition.</p>
<p>An investigation is now underway to find out who was behind the smuggling attempt.</p>
<p>Authorities believe the use of an animal indicates an organised plan to get drugs inside the prison.</p>
<p>Similar methods have been reported in other countries, including Panama and Sri Lanka, where animals like cats and birds were used to avoid detection.</p>
<p>The cat, now nicknamed “Narcomichi” by  social media  users, has become a viral sensation.</p>
<p>While many joked about the incident online, others expressed concern for the animal’s safety and called for stronger controls to stop such crimes.</p>
<p>The attempted smuggling happened just days after Costa Rica’s president, Rodrigo Chaves, announced plans for a new high-security prison to deal with rising violence linked to organised crime and  drug trafficking .</p>
<p>The country has recorded its highest number of homicides in recent years, much of it blamed on drug gangs.</p>
<p>Officials say jails like Pococí have long struggled with contraband.</p>
<p>In recent months, the government has taken tougher steps, including limiting phone calls and visits, but these measures have also led to protests and hunger strikes by inmates.</p>

      <description><![CDATA[<p>The  arrests were made  during coordinated operations involving army infantry divisions, independent brigades, and other law enforcement agencies. Those detained include suspects linked to murder, illegal arms possession, terrorism, drug trafficking, smuggling, illegal mining, and juvenile gangs.</p>
<p>Security forces recovered 10 illegal firearms, 87 rounds of ammunition, five improvised explosive devices, six hand grenades,  narcotics , stolen mobile phones and passports, counterfeit food items, stolen sugar and spices, unauthorized pharmaceuticals, and cash.</p>
<p>All suspects have been handed over to local  police  for further investigation and legal proceedings.</p>
<p>The military said the operations were part of ongoing efforts to maintain  law  and order nationwide. Army patrols are also being conducted in industrial areas to help ease labor unrest, and additional security measures were in place during this week’s Buddha Purnima festival.</p>
<p>Authorities urged the public to report any suspicious activity to the nearest army camp.</p>

      <description><![CDATA[<p>Vice president seeks medical help </p>
<p>Ghana's first female Vice President, Naana Jane Opoku-Agyemang, was admitted to the University of Ghana Medical Centre (UGMC) in the capital city, Accra, on Friday, March 28, after falling ill. According to a  statement  from the Office of the President, she received treatment on Saturday and, based on expert medical advice, will seek further care abroad. . "The Vice President, Her Excellency Naana Jane Opoku-Agyemang, received treatment at the University of Ghana Medical Centre on Saturday due to a sudden illness that occurred after work on Friday, March 28, 2025,” the statement said. It remains unclear when she will travel for additional treatment.</p>
<p>Cocaine haul</p>
<p>The National Intelligence Bureau (NIB) has intercepted a staggering 3,319.66 kilograms (3.3 tonnes) of suspected cocaine, valued at approximately $350 million. The massive haul was concealed in sacks and bags hidden under heaps of sand in a tipper truck in an attempt to evade detection. The truck was intercepted at Pedu Junction in Cape Coast in the Central Region while en route to Accra. Upon offloading the sand, authorities retrieved 143 distinctly marked sacks weighing 2,974kg. Preliminary field testing by the Narcotics Control Commission (NACOC) confirmed the substance as cocaine. Further intelligence-led investigations led NIB operatives to the residence of a suspect, where an additional 13 sacks and one bag of suspected cocaine, weighing 345.07kg, were discovered on March 8, 2025. In a report by  Graphic Online , two suspects, 39-year-old Isaac Quaicoo, the driver of the tipper truck, and his mate, 25-year-old tertiary student Kenneth Cobbinah, are currently in custody, assisting with investigations.</p>
<p>Parliament repeals controversial E-levy</p>
<p>Ghana’s Parliament has officially abolished the Electronic Transfer Levy (E-Levy), which taxed electronic financial transactions. The levy, initially set at 1.75% and later reduced to 1%, was widely criticised for discouraging digital transactions. Deputy Finance Minister Thomas Nyarko Ampem stated that  the repeal  will return GH¢2 billion to citizens, easing financial pressures.</p>
<p>Sale of diplomatic properties in Nigeria and Zambia</p>
<p>The government has revoked controversial deals initiated by the previous administration to sell Ghana’s diplomatic properties in Nigeria and Zambia. Foreign Affairs Minister Samuel Okudzeto Ablakwa emphasised that no diplomatic properties would be sold under President Mahama’s administration. "Yesterday I informed Parliament that with the full backing of President Mahama, we have cancelled two transactions initiated by the previous Akufo-Addo/Bawumia government to sell Ghanaian diplomatic properties in Nigeria and Zambia. Determined efforts are underway to retrieve an illegal part payment in one of the transactions. The masterminds, who are currently on the run, will surely be found and sanctioned," Ablakwa shared on his  Facebook page . The government is also working to recover illegal payments made in connection with the transactions.</p>
<p>Over 1,300 ECG containers missing at Tema Port</p>
<p>A report has revealed that 1,347 containers belonging to the Electricity Company of Ghana (ECG) have mysteriously disappeared from Tema Port.  Ghanaweb  reported that, initially, ECG indicated that there were 2,491 uncleared containers, but an audit found only 1,134 at the port. The missing containers, containing vital electrical equipment, have raised concerns over procurement violations and financial mismanagement. Minister of Energy John Abdulai Jinapor has pledged a thorough investigation, involving the Attorney General and the Ghana Police Service, to locate the containers and hold those responsible accountable.</p>

      <description><![CDATA[<p>Kenyan prisoner in Vietnam confirmed alive </p>
<p>The Ministry of Foreign Affairs has confirmed that Margaret Nduta, a Kenyan on death row in Vietnam for drug-related charges, is alive and has been accessed by a consular team after weeks of diplomatic negotiations. Principal Secretary Dr. Korir Sing’Oei announced in an  X post  that a team from Bangkok successfully secured visas and visited Hoi Chi Minh Prison, where Nduta is currently held. While deeply distressed, she is reportedly being treated humanely. Sing’Oei also revealed that Nduta was not legally represented during her trial, but an appeal has recently been filed and will be heard soon. "Pleased to update that our team from Bankok finally secured travel visas and made it to Hoi Chin Mihn Prison in Vietnam, where Margaret Nduta is presently held. We can confirm that, while deeply distressed, Margaret is coping and has been treated humanely. Though Margaret was not represented by counsel during trial, an appeal filed a few days ago will be heard soon," he wrote. The Kenyan government is actively engaging Vietnamese authorities to explore further options for resolving the matter. </p>
<p>Ruto congratulates Namibia on first female president</p>
<p>Namibia has made history by inaugurating Netumbo Nandi-Ndaitwah as its first female president. The ceremony, held at State House in Windhoek, was attended by several African leaders, including Kenya’s President William Ruto. "We join the people of Namibia in celebrating the historic inauguration of their first female president, Her Excellency Netumbo Nandi-Ndaitwah. It was a double celebration as the country was also marking the 35th independence anniversary," he said  in a statement.  </p>
<p>President Ruto creates seven new state departments</p>
<p>In a major government restructuring, President William Ruto has fired nine principal secretaries (PSs), appointed 13 new ones, and established seven new state departments, bringing the total number of PSs to 58—the highest since the 2010 Constitution. The newly created departments include: Public Investments and Assets Management, National Government Coordination, Justice, Human Rights, and Constitutional Affairs, Science, Research, and Innovation, Children Welfare Services, Aviation and Aerospace Development, and Special Programmes.  The Star  reports that among those dismissed were PS Geoffrey Kaituko (Shipping and Maritime), Shadrack Mwongolo (Labour), and Peter Tum (Sports). The changes have sparked debate amid ongoing concerns about Kenya’s rising wage bill and growing government expenditure.</p>
<p>10-year irrigation investment plan</p>
<p>The Kenyan government has launched the National Irrigation Sector Investment Plan (NISIP), a 10-year strategy to expand and modernise irrigation systems across the country. The initiative, launched at the Kenyatta International Convention Centre (KICC) in Nairobi, is expected to enhance food security, boost agricultural productivity, and attract private investment into the irrigation sector. Speaking at the event, Cabinet Secretary for Water, Sanitation, and Irrigation, Engineer Eric Mugaa, emphasised that agriculture contributes nearly 50% of Kenya’s GDP, yet only 747,000 acres (21.3%) of Kenya’s irrigation potential is utilized. “Currently, Kenya has only 747,000 acres under irrigation, representing just 21.3% of the country’s potential and 5% of total arable land. The NISIP seeks to accelerate irrigation expansion by integrating multiple funding sources and coordinating sector players,”  Kenya News  quotes Mugaa.</p>
<p>Education partnership with Denmark</p>
<p>Kenya has strengthened its education and research sector by signing a Memorandum of Understanding (MoU) with Denmark. The agreement, signed by Education Cabinet Secretary Julius Ogamba and Denmark’s Minister of Higher Education and Science, Christina Egelund, seeks to enhance collaboration in higher education, research, and innovation,  Kenya News  reports. The MoU will facilitate joint research projects, academic exchanges, and collaborative workshops between the two nations. Speaking at the signing ceremony in Nairobi’s Jogoo House, Ogamba said, “With the MoU, we will now have a framework to build on the work that we have already been doing together and to explore cooperation in joint research initiatives."</p>

      <description><![CDATA[<p>The  government  is appealing for clemency, with senior officials engaging their Vietnamese counterparts in a bid to halt the impending execution, the Nation Africa reports.</p>
<p>Foreign Affairs Principal Secretary Korir Sing’Oei announced that Kenya’s ambassadors from  Thailand  had travelled to Vietnam to negotiate on Nduta’s behalf. </p>
<p>“Had a telephone conversation this afternoon with my counterpart, Nguyen Minh Hang, Deputy Minister of Foreign Affairs of Vietnam, over the matter of Margaret Nduta,” Sing’Oei stated. </p>
<p>“I conveyed to Madam Hang the anxiety of the Kenyan  people  over the impending execution of our national and reiterated our request for a stay of execution to allow our two countries to find a path to resolving the issue.”</p>
<p>A delegation from Kenya’s embassy in Bangkok, Thailand, has reportedly arrived in Hanoi, Vietnam, in a last-minute push to seek clemency for Nduta. The diplomatic intervention comes as time runs out for the Kenyan national, who faces one of the harshest penalties under Vietnam’s strict anti-drug laws.</p>
<p>According to court documents, Nduta was apprehended  while in transit  to Laos. She later claimed that a Kenyan man named John had hired her to transport a suitcase to another woman and return with additional goods. Before her arrest, Nduta had successfully passed through three major international airports: Jomo Kenyatta International Airport (Kenya), Bole International Airport (Ethiopia), and Hamad International Airport (Qatar).</p>
<p>Vietnam enforces some of the world’s strictest drug laws, with the death penalty mandated for anyone caught smuggling or possessing more than 600 grams of heroin or cocaine. </p>

      <description><![CDATA[<p>Sara Duterte, daughter of former Philippines President Rodrigo Duterte, is seeking permission from the International Criminal Court to talk to her father before his first hearing.</p>
<p>According to Sara, who is currently in the Netherlands, she is not been i n contact with her father since he was whisked away from Manila on Wednesday, March 12 to The Hague.</p>
<p>"Our expectations today, number one is that we will be given permission to visit the former president. We are waiting for the papers. We already submitted all the requirements. Next is we are praying and hoping that the court will grant our request to move the initial appearance just so that we can properly sit down with the former president and discuss the legal strategies since we haven't talked to him yet," Sara told AFP.</p>
<p>Rodrigo Duterte is facing trial for "injustices against humanity" through a war on drugs which resulted in the deaths of over 6000 individuals during his presidency from 2016 to 2022.</p>

      <description><![CDATA[<p>The case, led by Kamal Sheikhi, also known as “Al-Boshi,” will be presented before the Criminal Court of First Instance in Casablanca, Algiers, on June 15,  Echorouk Online  reports.</p>
<p>The accused face charges related to the import, export, and storage of drugs as part of an organised criminal network, as well as money laundering.</p>
<p>Background of case</p>
<p>The scandal, popularly referred to as the “Boshi and Cocaine” case, initially surfaced seven years ago, shaking Algeria with revelations of transcontinental drug trafficking. Alongside Kamal Sheikhi, the case involves Sheikhi’s brothers, Nasser and Mohammed Sheikhi, and a primary associate identified as B. Najib. All are currently held in temporary detention at the penal institution in Al-Harash.</p>
<p>The file was referred to the Attorney General of the Algerian Judicial Council by the investigating judge of the ninth chamber at the Sidi Mohamed court on May 23, 2021. The case was subsequently transferred to the indictment chamber, which rejected defense requests for the release of the detained defendants on June 30, 2021. The file was then forwarded to the Criminal Court of First Instance in Casablanca for trial.</p>
<p>Cocaine shipment and investigations</p>
<p>Investigation records reveal critical details about the illicit shipment managed by Kamal Sheikhi’s company, which was legally tasked with importing meat shipments from Brazil. According to testimony from the transit office responsible for the shipment’s documentation, the serial number of the container carrying the cocaine did not match those listed for the meat shipment.</p>
<p>The seized shipment comprised 603 plates of cocaine packaged in 34 cardboard boxes, with a total weight of 701 kilograms. Each carton weighed approximately 820 grams. Of the 603 plates, 590 were wrapped in transparent plastic, while the remaining 13 were unwrapped.  BBC  reported at the time that about 20 arrests were made.</p>
<p>A technical report revealed that six samples from the seized consignment were analyzed, confirming the substance as solid cocaine with a purity level of 85 percent. This high-purity form is intended for wholesale distribution and requires processing before consumption. Post-processing, the quantity would yield up to 70 quintals, multiplying its initial weight tenfold.</p>
<p>The Ministry of Defense confirmed the 701 kg seizure was the largest cocaine haul in Algeria since 2012, when 165 kg of cocaine was smuggled into the country hidden in milk powder imported from New Zealand.</p>

<p>Eastern Cape Game Reserve fires</p>
<p>Recently, intense wildfires wreaked havoc in the Lawrence de Lange Game Reserve, devastating more than half of its grazing land. Fortunately, the fire was contained without any reported injuries to wildlife. According to  News24 , local municipalities, however, felt the brunt of the disaster, exacerbated by prevailing dry weather conditions and powerful winds, highlighting the vulnerability of the region’s ecosystems.</p>
<p>Durban drug busts</p>
<p>In a major crackdown on drug-related crimes, two suspects were apprehended in Durban with a substantial cache of illegal drugs, valued at over R3 million (over $170,000). One individual was found in possession of 900 heroin capsules, prompting further investigations that led to additional drug seizures at other locations. As reported by  News24 , one individual also faced charges related to illegal residency, showcasing the multifaceted nature of crime in the area.</p>
<p>Battle for Africa's richest title</p>
<p>In notable financial news, South Africa's Johann Rupert has surpassed Nigeria's Aliko Dangote to become Africa's richest man, according to the latest Bloomberg Billionaires Index.  Africa.com  highlights that Rupert's net worth surged by $1.9 billion to reach $14.3 billion, while Dangote experienced a decline of $1.7 billion to a net worth of $13.4 billion, as a result of Nigeria's current economic challenges. Despite maintaining the title of Africa's richest according to Forbes for an impressive 13 consecutive years, Dangote now finds himself in second position on Bloomberg's list, with other prominent billionaires such as Nicky Oppenheimer, Nassef Sawiris, and Natie Kirsh ranking third, fourth, and fifth respectively.</p>
<p>Corruption allegations aimed at Justice Minister</p>
<p>South African President Cyril Ramaphosa has formally requested Justice Minister Thembi Simelane to address escalating corruption allegations relating to her involvement in a $130 million banking scandal with VBS Mutual Bank. Under scrutiny, Simelane is alleged to have received an illegal loan exceeding 500,000 rands during her tenure as mayor of Polokwane. As calls for her resignation intensify, opposition parties, including the Economic Freedom Fighters (EFF) and the Democratic Alliance (DA), are questioning her integrity and leadership abilities. According to  News Central , appointed only in June, Simelane’s credibility faces significant challenges given the history of corruption associated with several high-ranking ANC officials and the VBS scandal's detrimental impact on impoverished rural depositors.</p>

<p>Bilateral trade with Saudi Arabia</p>
<p>Saudi Arabia and Uruguay have signed a memorandum of understanding to establish a joint business council, aiming to advance trade relations. The Saudi delegation, led by Ahmed Al-Khamshi, and Uruguayan Deputy Foreign Minister Nicolas Albertoni, attended the inaugural meeting of the Saudi-Uruguayan joint committee. Uruguay's economy is expected to grow 3.4% this year and 3.5% next year, with the recovery of agricultural exports, increased cellulose production, easing of financial conditions, robust private consumption, and a recovery in real wages expected to support economic growth,  Arab News  reports.</p>
<p>Government faces legal challenge</p>
<p>The government of Uruguay is currently encountering a new  legal challenge  from activists who are seeking to compel it to disclose the details of a memorandum of understanding (MOU) that it entered into with US-based e-fuels producer HIF Global in February. Officials signed the agreement to endorse HIF's plans for the establishment of a green hydrogen-derived methanol plant in the border city of Paysandú, and the construction of the plant, which is projected to produce 700,000 tonnes per year, is scheduled to commence next year.</p>
<p>Agricultural debt after drought</p>
<p>Uruguay’s Association of Accountants, Economists, and Administrators of Uruguay (CCEAU) warns of agricultural debt following drought, to be discussed at Agricultural Meetings with Argentina. The forum will also address market analysis, new technologies, and public policy prospects. The event is to take place on September 5 and 7 in the Lavalleja department,  Prensa Latina  reports.</p>
<p>Seizure of 61 kg of cocaine</p>
<p>Uruguayan officials confiscated 61 kg of cocaine from a car trying to enter the country from Argentina through the Libertador General San Martin Bridge. The cocaine was discovered in hidden compartments, and the driver was detained. According to  Xinhua , the case is being referred to the Specialised Prosecutor's Office for Organised Crime.</p>

<p>The previous year saw a notable increase in e-vaporiser-related offences, with 7,838 people cited for illegal possession or use, up from 4,916 in 2022.</p>
<p>Authorities added that the latest figures include approximately 690 students referred to the HSA by educational institutions and 19 individuals apprehended at key transit points, including Woodlands and Tuas checkpoints, Changi Airport, Singapore Cruise Centre, Marina Bay Cruise Centre, and Tanah Merah Ferry Terminal.</p>
<p>The enforcement effort is part of a broader multi-agency initiative involving the Health Promotion Board, Ministry of Education, Immigration and Checkpoints Authority, National Environment Agency, and National Parks Board.</p>

The JCF emphasized their commitment to law enforcement and integrity, stating that no one is exempt from the law, and actions will be taken against any member who breaches conduct standards. </p>
<p>The force maintains that an officer's worth is measured by their legality and conduct, not their uniform. </p>
<p>“No one is above the  law , and we will pursue criminals wherever they are found, even within our own ranks. There is no room in the Jamaica Constabulary Force for individuals with criminal intent who display a willingness to compromise the privileged position they occupy as members of our organisation,” the release on June 21 read. </p>
<p>“We hold our members to the highest standards of conduct and integrity, and any breach of these standards will be met with decisive action to preserve the honour and trust bestowed upon the JCF by the public. As such, we make no apology for our rigorous internal investigations and hold no embarrassment in our efforts to root out criminal behaviour,” the statement added.</p>

      <description><![CDATA[<p>Illicit drugs found at Chilean police station</p>
<p>Drugs including marijuana and cocaine were discovered in the false ceiling of a Chilean police station's bathroom, at 49th Quilicura Police Station,  Benzinga  reports. The investigation is ongoing to determine how the drugs ended up there and whether there were any security failures. The incident has raised concerns about security and control within police facilities. Authorities are seeking clear answers and measures to prevent similar events from happening in the future.</p>
<p>Internet traffic</p>
<p>Chile's internet traffic has increased by twelve percent and 5G users grown by seventy-four percent in Quarter one. Citing statistics from Subtel,  Telecompaper  reports that the traffic is still nearly five times greater than mobile. In the period, the number of fixed internet subscribers in Mongolia experienced a slower growth rate of 1.5 percent, reaching 4.543 million, while mobile internet users saw a 1.7 percent increase, totaling 22.796 million. Notably, 5G exhibited robust growth, surging by 74.4 percent to reach 4.251 million users. Additionally, Subtel reported that the proportion of fixed internet users utilising fiber increased to 69.7 percent from 68.1 percent over the past year.</p>
<p>Power outages</p>
<p>Over 400,000 customers in Santiago, Chile were hit by power outages on June 5 after a tree fell on a high-voltage transmission tower. The outage affected 6 percent of the population in multiple parts of the city. According to  Intrafish , electricity providers put in work to resolve the situation.</p>
<p>Green transition and green hydrogen</p>
<p>Chile's President Gabriel Boric is focusing on clean energy during his trip to Europe to attract foreign investment and keep the country at the forefront of the global green transition. He aims to double lithium output and promote the export of Chile's renewable energy resources, focusing on green hydrogen. Boric will meet with key leaders in Germany, Sweden, Switzerland, and France to discuss business opportunities and investment in Chile's energy industries. The  Financial Post  reports that the European Union is a major investor in Chile, with a stock of about $67 billion. Boric is accompanied by Codelco Chair Maximo Pacheco and Corfo's chief executive Jose Miguel Benavente.</p>
<p>Crackdown on salmon production</p>
<p>Chile is cracking down on excessive salmon production, which will impact the seafood industry. Operators of 255 salmon farming sites have been instructed to implement preventative measures to prevent exceeding production limits, or else they risk facing fines,  Intrafish  reports.</p>

      <description><![CDATA[<p>Drought disaster in Zimbabwe</p>
<p>Zimbabwe is facing several challenges, including a severe drought. The country has declared a state of disaster due to a severe drought, leading President Mnangagwa to call for $2 billion in humanitarian aid. This comes as the El Nino-induced drought has left millions in need of food assistance in Zimbabwe, Zambia, and Malawi. The United Nations is already providing food aid, but the situation is expected to worsen as more people will likely require assistance,  AP News  reports. </p>
<p>Fight against drug trafficking</p>
<p>Zimbabwe just like many countries on the African continent is grappling with the misuse and smuggling of hard drugs or cannabis. According to  New Zimbabwe , border post authorities in Beitbridge, Zimbabwe, recovered 20 kilogrammes of dagga valued at ZW$20 million from a smuggling syndicate transporting the drugs from South Africa on March 31, 2024.  This move highlights the challenges posed by illegal activities in the country. </p>
<p>Introduction of gold-backed currency</p>
<p>Zimbabwe has introduced a new gold-backed currency called Zimbabwe Gold (ZiG), with denominations ranging from 1 to 200 and an exchange rate of US$1: ZiG13.56.  CAJ News Africa  reports that the introduction of this currency aims to address economic instability and hyperinflation that led to the abandonment of the Zimbabwean dollar in 2009. This is not surprising because President Mnangagwa has long expressed his displeasure with the dollar's performance in Zimbabwe.</p>
<p>1978 massacre  </p>
<p>The survivors of one of the worst massacres recorded in Zimbabwe, the Kamungoma massacre, shared emotional stories of the 1978 massacre during the unveiling of the Kamungoma Liberation War Shrine by President Mnangagwa on April 4. Their testimonies emphasised the importance of preserving Zimbabwe's history and sovereignty. Although there is a record of over 3o survivors of the massacre,  The Herald  reveals that a number of them lost either limbs or drank human blood for survival.</p>
<p>Hunger crisis</p>
<p>Catholic Bishops in Zimbabwe are urging people and humanitarian organisations to come together to provide food aid and prevent deaths from droughts plaguing the country. They are calling for assistance to be given without politicising the situation and to maintain the dignity of those in need. President Mnangagwa has also asked for help from humanitarian organisations and plans to import grain to alleviate the hunger crisis caused by the El Nino-induced drought,  New Zimbabwe  reports.</p>

      <description><![CDATA[<p>Visa-free travel to Schengen states</p>
<p>Thailand's Prime Minister, Srettha Thavisin, announced plans for visa-free travel agreements with European Schengen-visa states and India. According to the prime minister, the Thai government is working on agreements with 27 Schengen-visa states. He added that discussions had already been made with Switzerland, Belgium, and the European Union to facilitate visa-free travel to promote tourism on both sides. "I would not like to say if it is possible or not. I do not want to say that too early. I confirm that all parties are doing their best to achieve it," the prime minister is quoted by the  Bangkok Post .</p>
<p>Confiscated contraband and counterfeit goods</p>
<p>The Customs Department in Thailand has confiscated over 870,000 contraband and counterfeit goods, worth over 8.3 million baht (approximately $232,000),  Thai News Agency  reports. The goods included cigarettes, electronic cigarettes, bags and sunglasses. According to an official, the customs department prioritises the suppression of pirated goods and has changed its approach to apprehending suspects. The official added that they now request warrants to inspect businesses suspected of harbouring large quantities of contraband. Following the conclusion of legal proceedings, the seized items will become state property, and the customs department will destroy them by incinerating them, Thai News Agency reported.</p>
<p>Drug possession limits</p>
<p>The Public Health Ministry in Thailand has introduced a new measure defining drug possession limits, categorising individuals as drug users rather than traffickers or dealers, local media  Pattaya Mail  reported. The guidelines aim to differentiate between personal use and drug trafficking.  According to the guidelines, possession of up to five methamphetamine pills or 500 milligrams will categorise an individual as a drug user, encouraging rehabilitation rather than imprisonment. The measure also sets limits for other substances, with law enforcement using these limits as guidelines for prosecution.</p>
<p>Prioritisation of vocational education</p>
<p>Thai Prime Minister and Minister of Finance, Settha Thavisin, has prioritised upgrading the Thai vocational education system to international standards, according to spokesman Chai Watcharong. He added that the focus is on enhancing advanced and specialized skills to increase competitiveness and meet the needs of the world labour market. “The Prime Minister is setting policies to develop the potential of students and workers in vocational education. He believes that students and vocational workers are valuable to the country's economic system, and have the potential to be in demand in the world market. The government is moving forward to strengthen the Thai vocational education system, both upskill and reskill, promoting the development of necessary new skills. Responding to the needs of the labour market Ready to increase the competitiveness of Thai workers at the world level,” he is quoted by Thai media the  Post Today .</p>
<p>Geographical indication of crops</p>
<p>The Thai Commerce Ministry plans to increase its number of geographical indication (GI) registered products from 198 to 20, aiming to boost sales from GI products from 50 billion baht (approximately $1.4 billion) in 2023 to 60 billion baht (about $1.678 billion) in 2024, the  Bangkok Post  reports. According to Deputy Commerce Minister Napintorn Srisunpang, the ministry aims to improve the Asian nation’s agricultural sector’s competitiveness by promoting GI as a tool to add value to crops with geographical or cultural significance. He added that the focus will be on promoting agricultural products for use both as raw materials and as items that can be transformed into finished goods.</p>

<p>Guatemala has reported the loss of 51 children under the age of 5 due to acute malnutrition, according to data from the National Food and Nutrition Security Information System (SIINSAN). The SIINSAN recorded 23,316 cases of acute malnutrition, resulting in 51 tragic deaths,  La Hora  reports. “It is a pathological state that can be of primary or secondary origin, which is expressed by a set of clinical manifestations, biochemical, metabolic and anthropometric alterations, caused by deficient intake of macro and micronutrients, or caused by a state of catabolic excess causing the dissatisfaction of nutritional requirements,” the report stated. The figures, compiled by the Ministry of Public Health and Social Assistance, underscore the critical need for addressing malnutrition in the country.</p>
<p>TSE Judges Leave Guatemala</p>
<p>Following the removal of their immunity, three judges from the Supreme Electoral Tribunal (TSE) in Guatemala - Rafael Rojas, Gabriel Aguilera, and Mynor Franco - have left the country. The departure is linked to allegations of irregularities in the purchase of the computer system for the Transmission of Preliminary Electoral Results (TREP) during the 2023 General Elections, The Republica has reporTSE President Blanca Alfaro clarified that the decision to leave was prompted by health reasons and a desire to address legal matters. “There is no way that I can say that the Electoral Body can change the electoral results,” Alfaro told journalists at a press encounter on December 1. <p>Cocaine bust</p>
<p>Anti-drug forces in Guatemala intercepted a boat carrying a ton of cocaine in Pacific waters after the crew abandoned the vessel, heading towards Mexico. Guatemalan Air Force aircraft detected the boat, prompting it to head towards Mexican waters, where the crew dumped the drug cargo into the sea. Military boats successfully recovered the cocaine, estimated at 1,056 kilos, underscoring the ongoing challenges of drug trafficking in Central America. Central America serves as a route for international cartels transporting drugs to Mexico and the United States. The collaboration between international and local drug traffickers remains a significant concern for regional authorities.</p>
<p>Miguel Martínez  sanctioned  </p>
<p> Luis Miguel Martínez Morales faces sanctions from the United States Treasury Department's Office of Foreign Assets Control (OFAC) for his involvement in corruption in Guatemala. The sanctions, implemented under Executive Order 13818, target individuals engaged in corruption and human rights violations,  PubliNews  reports. Martínez is accused of participating in widespread bribery schemes related to government contracts. “Today's action underscores the corrosive impact of corruption on public trust in government institutions. Martínez sought to take advantage of his privileged position for personal benefit at the expense of the Guatemalan people…The United States government will continue to hold accountable people whose corrupt schemes undermine democracy and harm populations around the world,” said Treasury Under Secretary for Terrorism and Financial Intelligence, Brian E. Nelson. The sanctioning powers is derived under the Global Magnitsky Human Rights Accountability Act, which reflects the commitment of US to hold individuals accountable for corruption and rights abuses globally.</p>
<p>Robbery gang leader arrested</p>
<p>The National Civil Police (PNC) has arrested the alleged leader of the notorious gang known as "Los Robaquioscos," which has been operating in shopping centers across the country. Julián "N," 41 years old, was arrested alongside his wife, María "N," 33 years old. Both individuals face charges of illicit association, theft of mobile terminal equipment, and aggravated robbery,  La Hora  reports. The arrest unfolded during a targeted operation in the Nuestra Señora de la Asunción neighborhood, Jocotales, Chinautla. Investigators from the Specialized Directorate of Criminal Investigations (DEIC) of the PNC, in collaboration with the Property Crimes Prosecutor's Office of the Public Ministry (MP), carried out the raid resulting in the detention of the alleged gang leader and his wife.</p>
