      <description><![CDATA[<p>Wire agencies like AFP reported heavy flooding that prompted the suspension of services in hospitals, schools, and courts across the former British colony.</p>
<p>The Hong Kong Observatory reported that over 355 millimetres of rain fell by 2 p.m. Tuesday, marking the highest daily rainfall for the month of August since records began in 1884. </p>
<p>The downpour prompted authorities to extend the “black” rainstorm signal — the most severe in the city’s three-tier warning system — until 5 p.m.</p>
<p>In the eastern district of Tseung Kwan O, small boats capsized, and cars in a nearby outdoor parking lot were submerged in floodwaters.</p>
<p>The city's airport also reported delays to around 100 flights as of Tuesday morning, with one departure and one arrival cancelled, the Airport Authority said.</p>
<p>The Drainage Services Department recorded 25 flooding incidents by Tuesday afternoon.</p>
<p>Nearby, the city of Shenzhen in mainland China issued its first “red” rainstorm warning since 2018, local  media  reported.</p>
<p>Officials in mainland  China  are also facing challenges from extreme weather events, which have caused casualties, displaced communities, and resulted in significant economic damage in recent years.</p>

      <description><![CDATA[<p>The accident happened at a taxiway intersection near Terminal 1, where one bus appeared to have failed to give way to another.</p>
<p>No passengers were on board the vehicles at the time, and airport operations continued as normal. </p>
<p>The buses, which are used to transport airport staff, have been in operation since May 2023 and usually run for 12 hours a day.</p>
<p>The Airport Authority  said  the vehicles suffered only minor damage and confirmed that all driverless buses have been taken out of service while the cause of the incident is investigated.</p>
<p>Ringo Lee, an advisor to the Hong Kong,  China  Automobile Association, said the crash may point to faults in the vehicles' sensors or communication systems.</p>
<p>The Airport Authority plans to launch more autonomous vehicles by the end of the year to carry visitors between the airport’s Skycity development and the Hong Kong-Zhuhai-Macau Bridge. </p>
<p>The full system is expected to carry up to 2,000 passengers per hour once fully operational.</p>

<p>Turkish FM: Qatar partnership key to regional stability and prosperity</p>
<p>Turkish Foreign Minister Hakan Fidan  highlighted  the strategic importance of Qatar-Turkey relations ahead of the High Strategic Committee session, noting 117 agreements that frame their partnership. He emphasised the alliance’s role in regional stability and prosperity, praised strong Turkish-Gulf ties, and confirmed ongoing talks for a Turkish-Gulf free trade deal.</p>
<p>U.S. approves nearly $2 billion armed drone sale to Qatar</p>
<p>The U.S. has  approved  the sale of eight MQ-9B armed drones to Qatar, worth nearly $2 billion. The deal, greenlit under President Trump, marks a shift after prior delays during the Biden era. The drones come with bombs, missiles, and satellite-control systems. The Defence Security Cooperation Agency said the sale supports U.S. foreign policy by boosting the security of a key regional ally. Qatar, already the second-largest buyer of U.S. military gear, awaits congressional approval to finalise the deal.</p>
<p>Qatar PM holds talks with Iranian Foreign Minister</p>
<p>Prime Minister and Foreign Minister HE Sheikh Mohammed bin Abdulrahman Al-Thani  met  with Iranian Foreign Minister Dr. Abbas Araghchi to strengthen bilateral ties and discuss developments in Gaza and the wider region.       <description><![CDATA[<p>The proposal is part of a broader government effort to improve living conditions in the city. "The government recommends that the standards for 'basic housing' should include windows, a separate toilet, and an area no less than 8 square metres," Lee said during his address. He further noted, "The number of subdivided units in residential buildings that do not meet the standards will be gradually reduced until they are eliminated."</p>
<p>The announcement has drawn attention from both the public and activists. The League of Social Democrats, the city’s last remaining opposition party, held a petition outside government headquarters in protest.</p>
<p>Chan Po-ying, chairperson of the group, expressed her concerns to AFP, stating, "The government should uphold the principle of freedom of the past. The power to the people and also the freedom of speech, freedom of gathering and demonstration." She added, "If the government insists on reform, they should democratise the political system. And then let the people speak freely."</p>
<p>Zhang, a 54-year-old resident living in a subdivided unit, shared mixed feelings about the proposal. "I think the proposed policy on subdivided housing will definitely help. But I think the government must resettle us. In my flat, the kitchen and toilet are joined, meaning it won't meet the standard. So how will we be settled? Will the government subsidise us to rent someplace new?" he asked.</p>
<p>Wong, a 77-year-old retiree and fellow subdivided unit resident, echoed a similar sentiment. "Frankly, if the government provides resettlement, I have no requirements as long as it is close to urban areas and not too far away. No matter where it is, there should be amenities for daily life," he said.</p>
<p>In addition to the housing reforms, Lee announced a  major reduction in the city's liquor tax . Effective from October 16, the tax on imported liquor priced over 200 Hong Kong dollars (around $26) has been slashed from 100% to 10% for the portion exceeding that threshold.</p>
<p>The government aims to stimulate the city's nightlife and restaurant industry, attracting both locals and tourists in a bid to boost economic activity.</p>
<p>The economic push comes in light of  recent figures  showing that 20.2% of Hong Kong’s population—approximately 1.4 million people—are now living in poverty, a rise from 18.3% before the COVID-19 pandemic.</p>

      <description><![CDATA[<p>Effective Wednesday, October 16, the tax on imported liquor priced over 200 Hong Kong dollars (approximately $26) has been slashed from 100% to 10% for the portion exceeding that threshold.</p>
<p>Hong Kong's Chief Executive, John Lee,  highlighted  the need for this policy change in his annual policy address. </p>
<p>"To promote the trade of spirits and drive the development of high value-added industries such as logistics and storage, tourism and high-end catering consumption, the  government  referred to the successful experience of abolishing the wine tax to promote the trade of red wine and decided that from today, for spirits with an import price of above 200 HK dollars [25.8 USD], the tax rate on the part above 200 HK dollars will be reduced from 100 percent to 10 percent, while the tax rate remains unchanged on the part valued at 200 HK dollars and below. For spirits with an import price lower than 200 HK dollars or below, the tax rate remains unchanged," John Lee explained in footage provided by AFP.</p>
<p>The city has faced economic challenges, including a decline in local demand due to changes in residents' lifestyles and a wave of middle-class emigration during the COVID-19 pandemic. </p>
<p>The liquor tax cut is expected to reignite Hong Kong's nightlife industry, which has seen a significant downturn. Preliminary data showed that revenue at the city's bars was down about 28% in the first half of 2024 compared to the same period in 2019. </p>
<p>By making liquor more affordable, the government hopes to attract both locals and tourists back to the city's bars and restaurants, thereby boosting overall economic activity.</p>
<p>This isn't the first time Hong Kong has used tax  policy  to stimulate the alcohol market. In 2008, the city abolished wine duties, leading to an 80% increase in imports within a year and the establishment of hundreds of new wine-related businesses. </p>
<p>The government is optimistic that the current tax cut will have a similar positive impact on the liquor market.</p>

The program offers tattoo artists and enthusiasts a chance to connect and appreciate the variety of tattoo styles from countries like Japan, Thailand, Serbia, and more.</p>
<p>Visitors also get to see live tattooing, browse art displays, and even get tattooed. The event also features a Poster Marathon and a Tattoo Competition, where artists display their interpretations of themes like "Tattoo Industry," "Hong Kong Culture," and "Skull." </p>
<p>The exhibition is a hub for creative expression, drawing both local and international participants.</p>
<p>“I have quite a fascination with tattoos and I actually want to get a tattoo fixed up and some stuff added to, that I got last year at this convention,” AFP quoted Chris Perkims, one of the visitors at the event. Many attendees are seeking unique designs, with some hoping to find the perfect tattoo from artists featured at the convention.</p>
<p>Among the tattoo artists attending are Marko Stamenkovic from Thailand, Meow Meow from China, and Sajin from Korea. Local artists like Hana and Tuna are also participating, making the exhibition a diverse and vibrant gathering for tattoo lovers.</p>

<p>David Goodman, CEO of Julien’s Auctions, expressed excitement about the event, stating, “We are thrilled to present this extraordinary piece of sports history. The jersey represents a pivotal moment in LeBron James' career and is a testament to his enduring legacy”</p>
<p>"We've 80 items going on the auction block but of course taking centre stage is this shirt worn by LeBron James, the Irish number 23, St Vincent St Mary High School February 2002, when LeBron announced to the world that he was turning professional," added Julien's Auctions co-founder, Martin Nolan.</p>
<p>Julien's Auctions "Legends in Motion" is set to take place on September 28 at the Shangri-La Hotel, as well as online.</p>

      <description><![CDATA[<p>This  verdict  marks the first conviction of its kind since the city came under Chinese rule in 1997. </p>
<p>Stand News, a Chinese-language news outlet, gained significant popularity during the 2019 pro-democracy protests. </p>
<p>However, it was raided and shut down in December 2021 as part of a broader crackdown on dissent. </p>
<p>The editors were charged with conspiracy to publish and reproduce seditious publications, a charge rooted in colonial-era laws that have seen renewed use in recent years. </p>
<p>District court judge Kwok Wai-kin ruled that the articles published by Stand News had seditious intent, accusing the outlet of promoting illegal ideologies. The parent company, Best Pencil Limited, was also found guilty.</p>
<p>"The line (Stand News) took was to support and promote Hong Kong's local autonomy. It even became a tool to smear and vilify the Central Authorities (Beijing) and the (Hong Kong) SAR government," reads a written judgement by Kwok. </p>
<p>Critics argue that the use of outdated sedition laws to silence media and dissenting voices is a significant step back for press freedom in Hong Kong. </p>
<p>Beh Lih Yi from the Committee to Protect Journalists stated, "Journalism is not seditious. Today's oppressive ruling shows Hong Kong is descending further into authoritarianism" </p>
<p>Chung and Lam have been  granted bail  pending their sentencing on September 26. They face up to two years in prison under the colonial-era law, though recent security legislation could extend this to seven years.</p>

<p>Chris Beddor, Deputy China Research Director at Gavekal Dragonomics based in Hong Kong, noted that the structural economic slowdown in China, concerns about the future of U.S.-China relations, and questions about whether private mainland investment now prefers Singapore have not changed significantly.</p>
