The teenager was taken to the health centre after suffering seizures, shortness of breath and an irregular heartbeat. Her cousin, Nget Sokleang, recorded medical staff attempting to resuscitate her.

Sokleang said she noticed unusual hand movements but did not intervene because she believed the doctor was trying to save her cousin.

After the footage spread online, Sokleang alleged that the doctor pressured her to delete it.

Phally later issued a written apology but did not admit to sexual harassment. He said any contact with the patient's intimate body parts was unintentional and happened while he was focused on saving her life.

Under Article 246 of Cambodia's Criminal Code, indecent assault can carry a prison sentence of one to three years and a fine of between 2 million and 6 million riel (approximately between $495 and $1,483). Penalties can increase when the victim is particularly vulnerable because of illness or disability.

Medical professionals found responsible for sexual misconduct may also face disciplinary measures from the Medical Council of Cambodia, including suspension or permanent loss of their licence to practise.
