      <description><![CDATA[<p>Takaichi  said  the catalogues were sent to all 315 lower house members of the Liberal Democratic Party (LDP) as a gesture of appreciation after what she described as an “extremely tough” campaign. </p>
<p>In a social media post, she said she had hoped the gifts would be “beneficial” to lawmakers. </p>
<p>“We thought of items that would be useful for activities as members of parliament, but with no time to select appropriate items for each individual…we decided to provide catalog gifts so that each member could choose items beneficial to their political activities,” Takaichi said.</p>
<p>Speaking in the upper chamber of the Diet, Japan’s parliament, Takaichi insisted there was “no legal problem” with the distribution. </p>
<p>She said the catalogues were funded not by state subsidies but by the LDP branch in Nara Prefecture’s No. 2 constituency, which she heads. According to her explanation, the total cost amounted to roughly ¥9.45 million ($60,700), including tax and delivery fees.</p>
<p>This row erupted after opposition lawmaker Masayo Tanabu of the Constitutional Democratic Party of Japan questioned the value of the gifts, their funding source and their purpose. </p>
<h2>Against the law?</h2>
<p>Japan’s Political Funds Control Act  prohibits donations connected to the political activities of candidates and bars contributions to individual politicians. </p>
<p>Although, Takaichi maintained that the catalogues constituted permissible political spending by a local party branch, rather than personal donations. </p>
<p>She also said she had considered hosting celebratory dinners but opted for catalogues due to scheduling pressures, including preparations for a  policy  speech and diplomatic engagements.</p>
<p>However, the episode has revived broader concerns about money and politics within the LDP. </p>
<p>A series of past disclosures involving gift vouchers and opaque funding practices under previous administrations has already fuelled public scepticism about the party’s financial culture.</p>
<p>Tanabu drew comparisons with a controversy last year, when former prime minister Shigeru Ishiba apologised for distributing gift vouchers worth ¥100,000 ($640) each to 15 LDP lawmakers.</p>
<p>Additionally, former prime minister  Fumio Kishida  reportedly distributed gift vouchers worth ¥100,000 yen ($640) each at a gathering with parliamentary vice-ministers while he was in office.</p>

      <description><![CDATA[<p>Speaking with Ismail Akwei on  Global South  Conversations, the youngest lawmaker in the Parliament of Zimbabwe questioned: “Why those two years? What projects did you accomplish that demand this extension? And beyond that, we must remember that this is not someone new to power. He has been in the corridors of authority for decades. If there was transformative development to be done, when exactly was it supposed to happen?”</p>
<p>Ngadziore, who was elected into the National Assembly in 2023 under the youth quota representing Harare Province, also called on citizens to “rise up” against the shift “from a military coup to a constitutional coup.” </p>
<p>“This is not a call only for young people. It is a call for Zimbabweans: students, workers, informal traders, the elderly, even those within the ruling party who still believe in the ideals that gave birth to this country,” he said. </p>
<p>“A struggle without pain is a picnic.  History  has already taught us that freedom does not come on a silver platter. If we are afraid of hospitals, prisons or cemeteries when fighting oppression, then we are not liberators. We are simply accepting our chains,” he added. </p>
<p>He went further to frame the constitutional amendment itself as a form of repression. “A constitutional amendment that removes your right to choose your leader is a form of arrest,” he said. “When you cannot vote for the president you want, when Members of Parliament are determined by manipulation, when your democratic power as a citizen is taken away, that is abduction in a metaphoric sense. You may not be in handcuffs, but your rights are in handcuffs.”</p>
<p>Takudzwa Ngadziore shared a message with President Emmerson Mnangagwa: “Young people cannot afford a basic, dignified standard of living. Parents cannot provide for their  children . And yet you stand there and say you are a constitutionalist while your party advances a resolution to extend your term. If you truly believed in constitutionalism, you would simply leave. Courage is required for leadership. Unfortunately, that is what is lacking.”</p>

      <description><![CDATA[<p>The  dispute  erupted after Gandhi told parliament that Puri’s name appeared in documents released by the US Department of Justice related to Epstein, who was indicted on federal sex trafficking charges in 2019 and later died in a New York jail cell. </p>
<p>The so-called “Epstein files” include millions of pages of emails and records detailing his social and professional contacts.</p>
<p>Speaking to reporters hours after Gandhi’s address, Puri said he encountered Epstein “three or four times at most” while serving with the New York-based  International  Peace Institute (IPI), where his then-supervisor knew the financier. </p>
<p>“Our interactions had nothing to do with the crimes he is accused of,” Puri said, adding that references to him in the documents were limited.</p>
<p>He said one email exchange, in which Epstein was copied, related to discussions about India’s digital  economy  and outreach to technology investors, including LinkedIn co-founder Reid Hoffman. </p>
<p>Puri said the  correspondence  focused on India’s internet growth and investment opportunities and did not concern Epstein’s personal activities. In another exchange from 2014, Puri said, Epstein referred to him as “two-faced,” which the minister cited to argue that he was not part of Epstein’s inner circle.</p>
<p>Gandhi’s remarks are part of a broader political offensive by India’s main opposition party, which has sought to question the government over references to Indian public figures in the US disclosures. </p>
<p>The government has dismissed such references as irrelevant or misleading. </p>
<p>Last month, India’s foreign ministry rejected as “trashy ruminations” an email mentioning Prime Minister Narendra Modi’s 2017 visit to Israel, stressing that official travel details were publicly known and unrelated to any wrongdoing.</p>
<p>The US Justice Department last month released a new tranche of records under transparency rules aimed at shedding light on what authorities knew about Epstein’s abuse of underage girls and his connections with influential figures. </p>
<p>While the documents list a wide range of global business leaders and politicians, inclusion in the records does not in itself imply criminal conduct.</p>

      <description><![CDATA[<p>The  comments  were made by Religious Affairs Minister Dr. Zulkifli Hasan in a written parliamentary reply dated January 27, responding to a question from opposition Islamist lawmaker Siti Zailah Mohd Yusoff on trends related to lesbian, gay, bisexual and transgender issues in Malaysia.</p>
<p>Citing a 2017 study by “Sulaiman et al”, Zulkifli said factors such as “societal influence, sexual experiences, work stress and other personal factors” could contribute to what he described as “ LGBT-related behaviour .” </p>
<p>He added that there were no comprehensive official statistics on the size of the LGBTQ population in the country.</p>
<h2>Comment draws flak</h2>
<p>The remarks triggered swift backlash online, with social media users questioning both the logic and scientific basis of the claim. </p>
<p>Several comments mocked the suggestion that stress could affect sexual orientation, with one widely shared post quipping that, by such reasoning, entire workplaces should have “turned  gay ” by now.</p>
<p>While the comments were widely lampooned, LGBTQ advocates  said  the episode reflected a deeper and more troubling pattern of state-sanctioned stigma.</p>
<p>“This misinformation reinforces the assumption that LGBT people’s sexual orientation and gender identity can be corrected, changed or are not real or as valid as cisgender heterosexual identities,” Thilaga Sulathireh of LGBTQ rights group Justice for Sisters told This Week in Asia.</p>
<p>“The fact is diversity in sexual orientation, gender identity, gender expression and sex characteristics is completely natural and normal. This has been proven by medical and other bodies,” Thilaga added. “The minister must retract and correct the misinformation.”</p>
<h2>Big picture</h2>
<p>Under Malaysian law, certain consensual same-sex acts remain criminalised under colonial-era provisions of the federal Penal Code. Muslims may also face prosecution under state-level sharia laws for same-sex conduct or gender expression. </p>
<p>Zulkifli has previously said individuals suspected of such offences may be subjected to counselling or rehabilitation programmes if evidence is insufficient for prosecution.</p>
<p>Rights groups warned that official statements linking sexuality to stress or moral failure risk further marginalising an already vulnerable community, particularly when coupled with heightened enforcement and public condemnation.</p>

      <description><![CDATA[<p>Here is a month-by-month breakdown of some national elections that will happen in more than 40 countries:</p>
<p>Bangladesh — February 12</p>
<p>Bangladesh’s 2026  national election  is one of the most significant tests of democratic resilience in South Asia. After mass student protests in 2024 toppled long-time leader Sheikh Hasina, the country has been governed by an interim administration led by Nobel laureate Muhammad Yunus.</p>
<p>Scheduled for February 12, the election will determine all 300 seats in the Jatiya Sangsad (national parliament) and will be accompanied by a constitutional referendum. Over 127 million voters are registered, making it one of the largest electorates in the world. </p>
<p>With the ruling Awami League previously barred from contesting and major opposition parties such as the Bangladesh Nationalist Party (BNP) re-entering the fray, this election represents a dramatic realignment of political forces. </p>
<p>At stake are fundamental questions about civil liberties, judicial independence, and the role of the military in governance, issues highlighted by analysts who note deep public mistrust and the need for credible electoral processes to prevent renewed instability. </p>

<p>The 2026 vote will test the durability of reforms initiated under previous administrations and will shape Bogotá’s diplomatic posture toward neighbouring Venezuela and broader Western Hemisphere cooperation on security and migration challenges. </p>
<p>The country is also expected to elect a new leader as the incumbent President Gustavo Petro has been banned from recontesting.</p>
<p>Ethiopian General Election — June 1  </p>
<p>Scheduled for June 1, 2026, Ethiopia’s general election will be the first major vote since ongoing internal conflicts deeply disrupted the nation’s political landscape.   </p>
<p>Prime Minister Abiy Ahmed’s Prosperity Party will seek to extend its hold on power in a country still grappling with security challenges, a fragile economy, and questions about electoral credibility. </p>
<p>As East Africa’s second-largest country by population, Ethiopia’s political direction will resonate across the region, particularly in how it handles ethnic tensions, federal governance, and economic reform been high in recent years.</p>
<p>Brazil  — October 4</p>
<p>Brazil’s general election, set for October 4, will be closely watched across  Latin America  and beyond. </p>
<p>Brazil’s election will determine the presidency as well as the composition of both chambers of Congress. <p>Thailand began a year-long funeral for  former queen Sirikit  on Sunday, as mourners gathered in Bangkok to pay respects to the “Mother of the Nation.” The 93-year-old royal, mother of King Vajiralongkorn and wife of the late King Bhumibol Adulyadej, died on Friday after years of illness. <p>Prime Minister Anutin Charnvirakul has reaffirmed his right to  dissolve  Parliament at any time, hinting that he could do so before the agreed January deadline. Thailand, which chairs ASEAN’s digital economy negotiations, is pushing the “Bangkok Declaration Against Online Scams” and a joint declaration on cybercrime.</p>

      <description><![CDATA[<p>In a parliamentary session in the capital, lawmakers cast their ballots one by one, ultimately delivering a unanimous verdict against the president. National Assembly Vice-President Siteny Randrianasoloniaiko announced the result to loud applause, declaring that all 131 participating members had voted in favour of impeachment, with only one spoiled ballot and no dissenting votes.</p>
<p>Viory reports that shortly after the vote, Colonel Michael Randrianirina of an elite military unit appeared on national television to proclaim that the armed forces had assumed control of the state. He announced the suspension of key constitutional institutions, including the Senate and the Constitutional Court, while installing a transitional authority expected to govern for up to two years before a national referendum and  elections . The National Assembly, however, will remain in place during the transition. </p>
<p>Earlier in the day, President Rajoelina condemned the developments as an attempted coup, urging calm in a televised address. Reports later emerged that he had fled the country aboard a French  military  aircraft, though his whereabouts remain unconfirmed.</p>
<p>The move comes amid weeks of widespread unrest across Madagascar, driven largely by young protesters angry over corruption, rising living costs, unemployment, and chronic shortages of power and water. The  United Nations  estimates that at least 22 people have been killed and more than 100 injured in recent clashes, although government officials dispute these figures.</p>
<p>Rajoelina, a former DJ-turned-politician, first came to power in 2009 after mass protests led to the ousting of then-President Marc Ravalomanana. He was re-elected in 2018 and again in 2023.</p>

      <description><![CDATA[<p>Flanked by political leaders in Jakarta, Subianto announced that housing allowances would be scrapped and overseas work trips halted. </p>
<p>"They will now immediately revoke several  policies  in the Indonesian House of Representatives … and follow up on the amount of allowances for members of the House of Representatives and the moratorium on working visits to foreign countries,” he said.</p>
<p>The move follows five days of unrest triggered by reports that all 580 lawmakers had been receiving an allowance nearly ten times the Jakarta minimum wage. </p>
<p>Demonstrations escalated after 21-year-old delivery rider Affan Kurniawan was killed by a  police  armoured vehicle on Thursday. Authorities have confirmed that seven officers are under investigation.</p>
<p>Subianto urged citizens to keep protests peaceful, warning against violence. </p>
<p>“Voice your aspirations in a proper and peaceful manner, without destruction, without violence, without looting, without riots, without acts that damage public facilities,” he said. “If you damage public facilities, it means you are damaging and wasting the  people ’s money.”</p>
<p>Calling for calm, the president appealed for unity. </p>
<p>“I sincerely ask all citizens to trust the  government  and remain calm. The government that I lead, together with all political parties, including those outside the government, is determined to always fight for the interests of the people and the nation,” he said.</p>

      <description><![CDATA[<p>Indonesian President Prabowo Subianto has cancelled a planned visit to  China  as protests over lawmakers’ pay escalated into violent unrest, with demonstrators setting fire to regional parliament buildings outside the capital, Jakarta.</p>
<p>The protests, the first major test of Prabowo’s nearly year-old administration, erupted this week following reports that all 580 lawmakers receive a monthly housing allowance of 50 million rupiah ($3,075) in addition to their salaries. Anger deepened after a  police  tactical vehicle struck and killed a motorcycle taxi rider during Thursday’s demonstration.</p>
<p>What began as demonstrations in Jakarta has now spread to other regions, where several parliament buildings were set ablaze. Protesters accuse lawmakers of enriching themselves while ordinary Indonesians struggle with rising  living  costs.</p>
<p>Prabowo had been scheduled to attend a "Victory Day" parade in China on September 3 to mark the 80th anniversary of the end of  World  War II following Japan’s surrender. However, presidential spokesperson Prasetyo Hadi said in a video statement on Saturday that the president would remain in Indonesia to “monitor the situation directly and seek the best solutions.”</p>

      <description><![CDATA[<p>Indonesians are protesting claims that 580 lawmakers have been granted a housing allowance of 50 million rupiah ($3,075) per month since September 2024. Some local  media  also reported this month that parliamentarians earn upwards of 100 million rupiah ($6,150) a month, including housing allowances.</p>
<p>Activists say the benefit is excessive, amounting to about 20 times the minimum wage in poorer regions of the country.</p>
<p>Although Indonesia is  Southeast Asia ’s largest economy, the figure is far higher than the national average income of 3.1 million rupiah ($190).</p>
<p>Banners at the rally called for a 20% to 30% reduction in officials’ pay and the eradication of  corruption .</p>
<p>“Hope in the future is that actions like this can improve the welfare of the workers, and the demands of the workers can be realised by the  government ,” said Wardono, a protester.</p>
<p>The protests also follow President Prabowo Subianto’s plan to reduce regional funding by 25% as part of austerity measures.</p>
<p>Many demonstrators argue that the funding cuts are in sharp contrast with the generous benefits allocated to parliamentarians.</p>

      <description><![CDATA[<h2>MPs' vehicle allowance raised to $28,000</h2>
<p>Members of Bhutan’s Parliament will now receive Nu 2.5 million ($28,713) as a lump sum for vehicle allowance, a 150% increase from the earlier Nu 1 million ($11,485). A senior  government  official said the increase was not a monetisation of the discontinued “Prado Quota,” but an enhancement of the allowance. The decision follows debates during the Summer Session of Parliament, where MPs pressed for either designated duty vehicles or a return of vehicle quotas. The additional Nu 1.5 million ($17,227)was released in June 2025.</p>
<h2>Rowover junking of development fund</h2>
<p>The National Council (NC) has accused the National Assembly (NA) of removing the Nu 94 million ($1.079 million) Priority Development Fund (PDF) from the 2025-26 Budget Appropriation Bill after the Supreme Court declared it unconstitutional. The NC said the NA failed to consult or seek consensus before forwarding the revised Bill for Royal Assent. The NA responded that it acted within its  exclusive  constitutional authority over Money Bills and noted the Supreme Court’s interpretation was binding. It rejected the NC’s call for an emergency joint committee meeting, saying there was “no legal or procedural basis.” The NA stressed that legislative control over public finance rests with the Assembly, not the Council.</p>
<h2>Bhutan’s electricity export paralysed as tariff talks with  India  stalls</h2>
<p>Bhutan is unable to export electricity from the 1,020 MW Punatsangchu II Hydroelectric Project (PHPA II) as no tariff agreement has been reached with India. The project, which will be fully commissioned by August 27, is currently generating over 850 MW, but all power is being used domestically at a temporary rate of Nu 3 ($0.034) per unit. Talks between the two governments remain stalled, with disagreement over future tariff revisions. Loan repayments for PHPA II will start two years after commissioning, heightening the urgency for a resolution.</p>
<h2>By-election in Trongsa’s Nubi-Tangsibji constituency set for September 4</h2>
<p>Voters in Trongsa’s Nubi-Tangsibji constituency will head to the  polls  on September 4 for a by-election following the resignation of former MP Tashi Dorji after his conviction for child molestation. The polls feature Bhutan Tendrel Party’s (BTP) Tashi Samdrup, 53, who pledges to focus on effective implementation of the 13th Five-Year Plan, and People’s Democratic Party’s (PDP) Phuntsho Dendup, 40, who is campaigning on improving road connectivity and rural services. In the 2023-2024 general election, Dorji won narrowly over Dendup with 54% of the vote.</p>
<h2>Bhutan’s king to make first state visit to Vietnam</h2>
<p>King Jigme Khesar Namgyel Wangchuck and Queen Jetsun Pema will pay a state visit to Vietnam from August 18 to 22 at the invitation of President Lương Cường. This will be the first such visit since Bhutan and Vietnam established diplomatic relations in 2012. The King is scheduled to meet Vietnam’s top leaders, including the President, Prime Minister, and National Assembly Chairman. Talks will cover cooperation in agriculture, tourism, culture, education, technology, and green development. <p>If passed, it would provide a one-time opportunity for Tunisians who are eligible to get a car at a cost price, either by importing it or buying from a registered dealer.</p>
<p>The plan  targets individuals  over the age of 30 and families whose income is below a certain limit.</p>
<p>It also makes provision for where the income cap is set at 18 times the guaranteed minimum wage, while for singles, it is 12 times.</p>
<p>In an effort to be more inclusive, the bill also gives preference to families who care for a person with a disability, especially those who haven’t previously received a specially adapted vehicle.</p>
<p>To qualify, the vehicle must be less than 10 years old at the time of purchase or import and must be acquired through an official dealership.</p>
<p>It is expected that lawmakers will begin discussing the bill after the parliamentary break, alongside debates on the national budget.</p>

      <description><![CDATA[<p>Speaker of Parliament Anita Among made the controversial remarks while campaigning over the weekend in Bukoto West.</p>
<p>In her speech, she likened President Museveni to "God the Father" and his son, General Muhoozi Kainerugaba, to "God the Son", urging voters to support both men in the 2026  elections .</p>
<p>She further went on to refer to her audience as the "Holy Spirit", citing the Christian Trinity analogy.</p>
<p>Among's  comments  have since been met with anger from religious leaders, opposition politicians and civil society figures who said such statements cross a line in a country where faith plays a central role in public and private life.</p>
<p>Martin Ssempa, a prominent pastor, said the remarks were blasphemous and called for laws to prevent political leaders from using religious references to influence voters.</p>
<p>Opposition leader Joel Ssenyonyi also condemned the speech, warning that such comments could mislead citizens and undermine democratic accountability.</p>
<p>While some supporters of the ruling National Resistance Movement (NRM) defended the remarks as symbolic or misunderstood, others called for more responsibility from high-ranking officials.</p>
<p>The controversy comes as Uganda’s political  environment  heats up ahead of the next general election.</p>
<p>President Museveni, who has been in power since 1986, is widely expected to run again, while his son Muhoozi has also been positioning himself politically for a possible succession.</p>
<p>This is not the first time that Museveni has been described in exaggerated terms by loyalists. In 2017, a top  government  official described him as “more intelligent than the entire Cabinet combined,” a statement that also drew widespread criticism.</p>

      <description><![CDATA[<p>The move comes months after a political standoff that raised concerns about transparency in the country’s parliament.</p>
<p>The Liberia Anti-Corruption Commission (LACC) says it wants the lawmakers to assist with its ongoing investigation, which could reshape how power is challenged within Liberia’s fragile democratic institutions.</p>
<p>Allegations first surfaced in late 2024, when lawmaker Luther Collins publicly accused colleagues of accepting $25,000 each to sign a resolution that ousted Koffa.</p>
<p>In a  viral video , Collins and his aide were seen holding stacks of cash, claiming the money was part of a planned bribery deal.</p>
<p>They alleged that the campaign was orchestrated to block an internal audit of the House ordered by Koffa before his removal.</p>
<p>The scandal has widened since then, sparking resignations and growing calls for  justice .</p>
<p>Some lawmakers who initially backed Koffa’s removal later withdrew their support, saying they had been misled or were unaware of the extent of the alleged corruption.</p>
<p>The Commission has assured it will respect due process and give lawmakers time to fulfil their duties while investigations continue.</p>
<p>But with mounting evidence and calls for prosecution, this case could become a landmark moment in Liberia’s efforts to root out corruption from the top levels of  government .</p>

      <description><![CDATA[<p>In a statement posted on Instagram, Maduro said, “this May 27th, we witnessed a historic act of proclamation and swearing in of the elected representatives. It is a new stage, a path opened for the National Assembly thanks to a majority committed to the  people  of Venezuela.”</p>
<p>The post included a video featuring First Lady and National Assembly member Cilia Flores de Maduro during her formal recognition by the National Electoral Council (CNE).</p>
<p>In the video, Flores stated, “We will not only work on the main laws that benefit the people, but we will work from the National Assembly to support the  policies  of President Nicolás Maduro's government.”</p>
<p>The CNE officially proclaimed and awarded the elected governors, national assembly deputies, and members of legislative councils, following nationwide  elections  held on Sunday, May 25.</p>

      <description><![CDATA[<p>2025 Opening of Zimbabwe International Trade Fair</p>
<p>Mozambican President Daniel Chapo is set to officially open the 2025 Zimbabwe International Trade Fair (ZITF) in Bulawayo from April 21 to 26, themed "Industrialisation: Crafting an Integrated Landscape." According to  Club of Mozambique , the event is seeing robust preparation with nearly 600 exhibitors registered, including 98 first-time participants, indicating a surge in international interest from 29 countries. The fair will feature various notable events including a Rural Industrialisation Indaba, Connect Africa Symposium, and an International Business Forum. Celebrating its 65th year, ZITF aims to significantly bolster trade, investment, and industrial growth across Zimbabwe and the surrounding region.</p>
<p>Parliament shutdown</p>
<p>President Emmerson Mnangagwa has made headlines recently by shutting down Zimbabwe's Parliament, igniting fears of a possible impeachment attempt. The disruption was sparked when the Deputy Speaker suspended a motion, reportedly supported by discontented ZANU-PF legislators and opposition MPs, relating to alleged constitutional violations by the President. The  Zimbabwe Mail  reports that the chaotic proceedings culminated in Parliament's adjournment until May 2025, prompting opposition leaders to denounce this step as procedural misconduct threatening democratic norms. Following this, protests have emerged, with the Zimbabwe Human Rights Association declaring the suspension indicative of excessive executive power. This political upheaval is reflective of mounting tensions within ZANU-PF as the nation faces an economic crisis in anticipation of the 2028 elections. Notably, state media has remained largely quiet amidst rumours of arrests connected to the looming impeachment initiative.</p>
<p>Fuel transport</p>
<p>In a strategic move, Companhia do Pipeline Moçambique-Zimbabwe (CPMZ) has announced plans to enhance the capacity of its Beira corridor pipeline from 3 million to 5 million cubic meters per annum by 2027. This upgrade aims to optimise fuel transport from Mozambique's Port of Beira to Harare, extending to other markets in the Democratic Republic of Congo, Zambia, Malawi, and Botswana,  EnergyCapital & Power reports . The announcement was made by Victor Macuácua in Cape Town, underscoring over four decades of effective transport operations, a critical infrastructure component for regional connectivity and commerce.</p>
<p>Cricket games</p>
<p>Zimbabwe’s cricket team has announced a 15-man squad for their two-Test series against Bangladesh, marking an important return to the subcontinent since 2020. The squad sees veteran all-rounder Sean Williams and captain Craig Ervine returning, alongside the inclusion of wicketkeeper-batter Tafadzwa Tsiga and uncapped leg-spinner Vincent Masekesa, while players such as Joylord Gumbie and Takudzwanashe Kaitano have been omitted. According to the  International Cricket Council , Head Coach Justin Sammons expressed optimism regarding the team's development and readiness for the impending challenges, with the first Test set for Sylhet from April 20–24, followed by a second Test in Chattogram from April 28 to May 2.</p>
<p>Efforts to eliminate HIV/AIDS</p>
<p>Zimbabwe has demonstrated remarkable advancements in addressing HIV/AIDS, having achieved the UNAIDS 95-95-95 targets designed to eliminate AIDS as a public health danger by 2030. Specifically, this entails ensuring that 95% of individuals living with HIV are aware of their status, that 95% of those diagnosed are receiving antiretroviral therapy (ART), and that 95% of those on treatment achieve viral suppression.  New Zimbabwe  reports that, although the country faces economic challenges, efforts by the government, international organisations, and civil society have amplified access to ART and awareness initiatives. Critical contributions have emerged from village health workers and faith-based initiatives, such as the International Network of Religious Leaders Living with or Affected by HIV/AIDS (INERELA+), that tackle stigma and extend support within communities. While these collaborative efforts signify the attainability of progress, officials underscore the necessity of ongoing vigilance to fully eradicate AIDS by 2030.</p>

      <description><![CDATA[<p>The proposed law includes restrictions for Thai nationals, requiring an entry fee of 5,000 baht ($147) and proof of at least 50 million baht ($1.5 million) in bank deposits over six consecutive months. </p>
<p>However, the government has indicated that this requirement may be reconsidered, as financial data shows that only about 10,000 bank accounts in the country would meet the threshold.</p>
<p>The  draft law  will now be sent to parliament for further discussion, followed by approval from the Senate and the king. Prime Minister Paetongtarn Shinawatra has stated that details are not yet final, as the final decision rests with parliament.</p>
<p>If approved, the first casino resort could open by 2029 or 2030. Several international gaming companies, including MGM China and Las Vegas Sands, have already shown interest in entering the Thai market.</p>
<p>The cabinet’s approval comes just a day after Shinawatra survived a no-confidence vote in parliament, overcoming accusations from opposition parties that she was influenced by her father, former Prime Minister Thaksin Shinawatra.</p>

      <description><![CDATA[<p>The bill, which passed with strong support, aims to help small liquor producers and promote Thailand's "soft power."</p>
<p>The House voted 365 to 0 in favour of the bill, with three MPs abstaining. Another vote, 356 to 2, backed recommendations from a special committee that reviewed the law.</p>
<p>The bill will now go to the Senate for further discussion before it can become law.</p>
<p>This new law is set to replace Thailand’s 2008 Alcohol Control Act, which strictly regulated the sale and advertising of alcohol.</p>
<p>One of the key changes is the removal of Article 32, which banned alcohol advertisements. The House rejected an attempt to keep the ad ban and instead accepted a proposal from Pheu Thai MP Chanin Rungthanakiart to lift it.</p>
<p>According to  local news reports , Chanin welcomed the vote and thanked MPs for their support. He argued that the advertising ban had caused problems for many people, including social media users who were fined for unintentionally showing alcohol brand logos.</p>
<p>He also  said  the law made it hard for small liquor producers to promote their products.</p>
<p>Supporters of the bill say lifting the ad ban will help local liquor businesses grow. They believe it will also boost Thailand’s image by promoting locally made drinks as part of its cultural identity.</p>
<p>For years, ThaiHealth, a public health group, has fought to keep strict rules on alcohol, arguing that easier access to alcohol could lead to serious health problems.</p>
<p>Many politicians were also afraid to challenge the ban due to concerns about promoting drinking, which goes against Buddhist teachings.</p>
<p>The new law is a result of a compromise between five different proposals, including ones from the government, political parties, and public health groups. The Senate will now  review the bill  before making a final decision.</p>

      <description><![CDATA[<p>ECOWAS Parliament elections</p>
<p>The majority bloc of Liberia's House of Legislature will hold new elections for the country's representatives at the ECOWAS Parliament on February 25, 2025, replacing the current delegation.  Frontpageafrica  reports that this decision follows concerns regarding the selection process and adherence to ECOWAS protocols, initiated by calls from representatives James Kolleh and Johnson Williams to withdraw current delegates. Nimba County Representative Taa Wongbe, slated for replacement, opposed the decision, asserting on social media that the current delegates will remain until 2028.</p>
<p>Calls for justice for alleged torture victim</p>
<p>A group of concerned citizens in Liberia is demanding justice for Momo David, an alleged torture victim, following an incident involving Chinese national Michael Shio and his security guards. They were arrested for allegedly assaulting David under accusations of theft on January 13, 2025. Reports indicate he was restrained and tortured in a bathroom. According to the  Liberianinvestigator , controversy arose when Shio was reportedly released shortly after his arrest, allegedly on the order of a judicial official. At a press conference, spokesperson Alpha G. Gray condemned the assault and warned of the dangers of inaction by police and the judiciary. He highlighted the severity of the attack, calling it a violation of human rights, and urged the government to act promptly to restore public confidence in the justice system. Gray emphasised this case as a pivotal moment for President Joseph Boakai’s administration, calling for nationwide unity against impunity and injustice.</p>
<p>Corruption charges</p>
<p>Former Liberia Finance Minister Samuel Tweah and co-defendants, including ex-Justice Minister Cllr. Nyanti Tuan is seeking to dismiss their corruption case, claiming it's politically motivated and lacks evidence. They are accused of financial misconduct involving over one billion Liberian dollars and half a million U.S. dollars transferred from the Central Bank of Liberia to the Financial Intelligence Agency (FIA) without proper documentation. The defence argues that these transfers were legitimate national security operations, asserting immunity under the National Security Reform and Intelligence Act,  Smartnewsliberia  reports. They also claim the prosecution has provided no clear evidence of wrongdoing. The court is expected to rule on the motion to dismiss, with ongoing scrutiny of the government’s failure to produce key financial documents related to the case.</p>
<p>Commissioning of new diplomats</p>
<p>Liberia's Foreign Affairs Minister, Sara Beysolow Nyanti, has commissioned Mr. Johnnie F. Fallah as Consul General in Dakhla, Morocco, and Mr. Baba Sillah as Minister Plenipotentiary to the United Nations.  Frontpageafrica  reports that the appointments, endorsed by President Joseph Nyuma Boakai, aim to enhance Liberia's international engagement and advance economic development. Minister Nyanti emphasised the importance of economic diplomacy for job creation and sustainable futures in Liberia while reaffirming the alignment with the nation's transformation goals through the ARREST AGENDA. She expressed confidence in the new diplomats' capacity to strengthen Liberia’s global presence and partnerships.</p>
<p>Gov’t takes step to strengthen healthcare</p>
<p>Twenty-six top medical professionals from the U.S., Canada, Europe, and other regions have arrived in Liberia for the 2025 Liberia Medical Mission (LMM), aimed at improving the country’s struggling healthcare system. This initiative, facilitated by the Liberian government and President Joseph Nyuma Boakai, includes the distribution of over $500,000 worth of life-saving medicines across five counties: Gbarpolu, Grand Cape Mount, Bomi, Grand Bassa, and Montserrado. At a reception, President Boakai emphasised the government's commitment to addressing healthcare challenges inherited from previous administrations and engaging the Liberian diaspora in rebuilding the nation. The LMM will provide critical services, including cataract surgeries, mental health training, CPR and emergency training, and repairs of biomedical equipment at key hospitals,  Liberianobserver  reports.</p>

      <description><![CDATA[<p>Under  Chadian law , multi-seat constituencies must ensure at least 30% of their candidates are women or risk disqualification. As a result, the final results of the December 29, 2024, legislative elections confirm that, for the first time in history, women will occupy 64 out of 188 seats in the National Assembly—an unprecedented 34% of elected officials.</p>
<p>These legislative measures have significantly boosted female representation, which stood at just 1.6% in the first legislature and 15.4% in the last pre-transition assembly.</p>
<p>A representative of the Constitutional Council told  Tchad Info , “Women are the linchpin of society. It is only right that they have the place that is theirs by right in our institutions.”</p>
<p>Despite this progress, challenges remain. Experts emphasize the need for continued awareness campaigns to encourage political parties and voters to support women's political participation. Critics argue that while numerical representation is crucial, it must be accompanied by meaningful inclusion in strategic debates and policymaking.</p>

      <description><![CDATA[<p>The Presidency of the Republic’s mail service received the document on February 17, 2025,  Journal du Cameroun  reports.</p>
<p>Koupit Adamou, a Member of Parliament from the Union for Democratic Change (UDC), was designated as the platform’s emissary to deliver the proposals to the Unity Palace. The draft revision contains 66 proposals, formulated through a consensus among opposition and civil  society  representatives.</p>
<p>The proposed amendments aim to reform the current electoral code, which opposition groups argue disproportionately benefits the ruling party. The revisions seek to establish an electoral framework that is fair and acceptable to all political actors. Since electoral reforms must go through Parliament, the process could be initiated during the March session or postponed to June to ensure a revised electoral code is in place before the presidential election scheduled for October 2025.</p>
<p>On January 10, he had previously responded to Hermine Patricia Tomaïno Ndam Njoya, National President of the UDC, stating that he had not received the initial draft of the proposed electoral code. The new submission seeks to address this and move the process forward.</p>

      <description><![CDATA[<p>The mountain, which is sacred to the indigenous Maori people, will now have its own legal identity. This means it will be treated like a person in the eyes of the law, with representatives speaking on its behalf to protect its well-being.</p>
<p>According to  CNN , the decision was made by New Zealand’s Parliament on January 30, with all lawmakers voting in favour.</p>
<p>Under the new law, a group of eight people—four from local Maori tribes and four appointed by the government—will act as the mountain’s voice.</p>
<p>They will help make decisions about its care, conservation, and protection.</p>
<p>Mount Taranaki, a 2,500-meter dormant volcano, is an important landmark on the country’s North Island. For centuries, the Maori have considered it an ancestor and a source of spiritual and cultural strength. But in the past, they had little say in how the land was managed.</p>
<p>The new law also acknowledges a painful history when the mountain was taken from the Maori in 1865 when British colonizers seized land as punishment for local resistance.</p>
<p>This was despite an earlier agreement, the Treaty of Waitangi, which was supposed to protect Maori land rights.</p>
<p>Mount Taranaki is now the third natural feature in New Zealand to receive legal personhood. A forest was granted the same status in 2014, and a river followed in 2017.</p>
<p>The move comes at a time when many Maori are pushing back against efforts to weaken their rights.</p>
<p>Supporters of the law say it is an important step toward justice and protecting the environment.</p>

RNZ  reports that the Ministry of Health's Mental Health Department has recorded more than 250 cases of trauma, impacting individuals across all age groups. Dr. Jimmy Obed has emphasised the slower recovery trajectory compared to cyclone-related disasters, noting persistent fear, particularly among children, who are still reluctant to sleep indoors. The deployment of the Pacific Medical Assistance Team (PACMAT) by the New Zealand government has proved pivotal, providing culturally relevant interventions. The Ministry remains resolute in its commitment to facilitating emotional recovery for those impacted by the disaster.</p>
<p>Only female MP seeks govt position</p>
<p>Marie Louise Milne, the sole elected female MP in Vanuatu, is proactively seeking a ministerial role within the new government to bolster gender representation in leadership positions. According to  Island Business , Milne, representing the Green Confederation party, is evaluating her political alignment to advance her advocacy. Vice President Andrew Napuat has indicated that her chosen affiliation will be crucial in determining her potential ministerial candidacy, emphasising a three-month window for her decision. Milne's historic election is significant, marking the first woman from Port Vila to join Parliament in 34 years, with Chief Roger Tari commending her community dedication and her initiatives for women's and youth empowerment. Her primary objective is to advocate for gender equality in the political sphere, aspiring to create a substantial impact within the community.</p>
<p>Vanuatu, Ghana relations</p>
<p>The Trade Commission's visit to Ghana culminated in discussions on substantial initiatives, including an ambitious AI training programme targeted at 11 million Africans, with 1 million slots specifically allocated for Ghanaians. Financial mechanisms leveraging the AKL Lumi currency were also discussed, aimed at driving trade and expanding economic inclusion.  Myjoyonline  reports that the delegation's overture included a plea for assistance in Vanuatu's recovery efforts following the recent earthquake disaster. Both parties concluded with a mutual pledge to enhance cooperation in disaster relief, tourism initiatives, and technological advancements, accentuating the critical role of partnerships for Ghana’s socio-economic development. Notably, a special gift illustrating Vanuatu's tourist attractions was presented to Speaker Bagbin to further solidify the ties between the two nations.</p>

<p>As Vanuatu gears up for its first parliamentary session after the elections, intense negotiations are underway to appoint the next Prime Minister and Cabinet. Political parties are strategically forming coalitions, with a keen focus on garnering MP support for leadership roles,  ABC Pacific  reports. In this politically charged atmosphere, Port Vila MP Marie Louise Milne is vocalising her advocacy for a ministerial role dedicated to women, reiterating the urgent need for enhanced female representation within the government.</p>

      <description><![CDATA[<p>The Speaker of Parliament, Alban Bagbin,  announced  the suspension on January 31, calling the MPs’ actions disgraceful and damaging to the reputation of the House.</p>
<p>The suspended lawmakers are Rockson-Nelson Dafeamekpor Member of Parliament for South Dayi), Frank Annoh-Dompreh Member of Parliament for Nsawam-Adoagyiri, Alhassan Tampuli Member of Parliament for Gushegu, and Jerry Ahmed Shaib Member of Parliament for Weija-Gbawe.</p>
<p>They were among those involved in a chaotic confrontation on the night of January 30, during the vetting of the Health Minister-designate Kwabena Mintah Akandoh and Foreign Affairs Minister-designate Samuel Okudzeto Ablakwa.</p>
<p>Tensions flared when Minority MPs insisted that the vetting should be postponed until the next day, while the Majority side pushed for it to continue immediately.</p>
<p>The disagreement turned into a physical confrontation, with shouting and destruction of furniture and microphones.</p>
<p>The situation went out of control, forcing security personnel to step in to prevent further escalation.</p>
<p>Speaker Bagbin  speaking in parliament  condemned the MPs’ behaviour, saying it was a direct insult to the dignity of Parliament.</p>
<p>He warned that parliamentary privilege does not give MPs the right to act lawlessly and stressed that their actions had further eroded public trust in the institution.</p>
<p>He also noted that this was not the first time such an incident had occurred, warning that Parliament was losing credibility both locally and internationally.</p>
<p>In addition to the suspensions, Bagbin announced that a seven-member committee would investigate the incident.</p>
<p>MPs found responsible for any damage to parliamentary property will be forced to pay for repairs, with deductions made from their salaries if necessary.</p>
<p>The Clerk of Parliament has also been directed to report the matter to the Ghana Police Service for a full criminal investigation.</p>

      <description><![CDATA[<p>This comes at a time when anti-migrant feelings are growing in the country.</p>
<p>Some Tunisians believe claims that migrants are part of a plot to change Tunisia’s population makeup.</p>
<p>The proposed law would let authorities deport migrants back to their home countries.</p>
<p>However, it says exceptions will be made for those who might face torture or other inhumane treatment in their home countries.</p>
<p>The law will also make provision for migrants to challenge deportation orders in court,  local news reports  say.</p>
<p>In 2024, Tunisia said it successfully returned over 7,000 migrants to their home countries through what it called “voluntary” repatriations.</p>
<p>But human rights groups disagree, saying many of these returns were forced. Critics also say the new law may be a way to make forced deportations official.</p>
<p>In 2024, over 20,000 migrants from 22 African countries were living in Sfax Al-Amra, according to government data. Many migrants there live in poor conditions and face disease and malnutrition.</p>
<p>Anti-migrant policies in Tunisia have been under international scrutiny since 2023 when President Kais Saied made a speech accusing migrants from sub-Saharan Africa of being part of a conspiracy to change Tunisia’s demographics.</p>
<p>The speech led to violence against Black migrants, many of whom were evicted from their homes or lost their jobs.</p>
<p>Reports have since emerged of migrants being abandoned in the desert near Tunisia’s border or held in poor conditions in reception centres.</p>
<p>Some migrants said they were forced to sign deportation papers. Human rights groups have also accused Tunisian authorities of abuse, including cases of rape and violence against children.</p>

<p>The decision, according to  NDTV , follows the murder of Andrea Vidal, a former legal advisor to Congress, who was shot dead near her home last December.</p>
<p>Investigators believe Vidal was connected to the alleged prostitution network, which reportedly involved arranging encounters between women and high-ranking officials.</p>
<p>Jorge Luis Torres Saravia, a former head of the Congress’s Legal and Constitutional Office, has been accused of running the ring. He denies any involvement in Vidal’s murder and claims they were only friends.</p>
<p>The move to ban certain clothing has been widely criticised by civil society groups, who argue it does nothing to address the real problems in Congress.</p>
<p>Many view it as an attempt to shift focus away from deeper scandals, including corruption and sexual exploitation.</p>
<p>Peru’s Congress is one of the most disliked legislative bodies in the world, with 82% of the population disapproving of its performance. More than half of its 130 members face criminal investigations, ranging from bribery to domestic violence.</p>

      <description><![CDATA[<p>Unofficial vote counts show that Julia King, the country’s only female MP, has likely lost her seat.</p>
<p>King made history in 2022 as the first woman elected to Vanuatu's Parliament in more than a decade. She was only the sixth woman to serve in the legislature since the country gained independence in 1980.</p>
<p>This action can only be avoided if Marie Louis Milne, a candidate for the Port Vila constituency earns a slot in parliament. Milne claims to have won the sixth and final seat in her area, but a male candidate is also disputing the spot.</p>
<p>Milne said the support for women during the election was encouraging and showed progress in changing attitudes toward female leadership.</p>
<p>"We want to address key issues in Parliament, including women’s health and economic development," she told  local reporters .</p>
<p>Despite setbacks for women, Milne remains hopeful and urged other female candidates to keep fighting.</p>
<p>“Don’t give up. Keep working in your communities, and in four years, we could see more women in Parliament,” she  said .</p>
<p>The election had seven female candidates out of 217, a slight drop from 18 in 2020 but the same as in 2022.</p>
<p>Meanwhile, many familiar political figures are set to return, including leaders from seven major parties. However, several high-profile MPs are likely to lose their seats, including four-time Prime Minister Sato Kilman.</p>
<p>The election also saw some younger candidates emerging. Matai Kaltabang, a 28-year-old from Efate, could become one of the youngest MPs in the country’s history if elected.</p>
<p>The official election results are expected soon, as ballot boxes are still being transported to the capital, Port Vila. Parliament must meet for its first session within 21 days of the election.</p>

<p>The law was created by a national commission established in December 2024 by transitional President Brice Oligui Nguema.</p>
<p>It includes 383 provisions aimed at reforming how elections are conducted in the country,  local reports  say.</p>
<p>These provisions include the introduction of two parliamentary seats reserved for Gabonese citizens living abroad.</p>
<p>This move is seen as an effort to include the diaspora in Gabon’s political process.</p>
<p>The new law also allows dual nationals to run for office in all elections except the presidency without being required to renounce their other nationality.</p>

      <description><![CDATA[<p>This comes after a controversial martial law initiated or imposed by former President Yoon Suk Yeol.</p>
<p>The second process was expected to have the same outcome as the first which had Yoon's party members shield him from impeachment.</p>
<p>However, just before the vote on Saturday morning, seven members of Yoon's People Power Party (PPP)  publicly declared  their desire to support the impeachment.</p>
<p>The opposition party, the Democratic Party has 192 seats in parliament and just needed at least 8 PPP votes to pass the motion.</p>
<p>On December 3, President Yoon declared martial law which saw almost 300 heavily armed soldiers and several lawmakers rust to parliament to reverse it barely six hours after its declaration.</p>
<p>According to  South Korea's constitution , martial law allows the president to control press freedom, and limit powers of government agencies or the assembly.</p>
<p>It can, however, only be declared in “wartime, war-like situations or other comparable national emergency states.”</p>

      <description><![CDATA[<p>The Marxist-leaning president, who was elected in September, called the early election after finding his National People's Power (NPP) coalition held just three out of 225 seats in the current parliament. </p>
<p>Dissolving the legislature, Dissanayake is now hoping for a favourable shift that would enable his government to implement reforms aimed at stabilising the island’s struggling economy.</p>
<p>Dissanayake’s economic vision includes pursuing austerity measures initially introduced by his right-wing predecessor Ranil Wickremesinghe, which has stirred mixed opinions among Sri Lankans. "I think the president's party, the NPP, will emerge victorious," said Imran Furkan, an analyst from Australia-based geopolitical risk firm Tresync. He believes Dissanayake will have the opportunity to implement his reform plans, despite the potential unpopularity of some economic measures.</p>
<p>The upcoming election is seen as critical by various sectors, particularly tourism and business. Anura Lokuhetty, the former president of The Hotels Association of Sri Lanka (THASL), expressed hope for a stable political climate. “As a businessman in the leisure sector… tourism plays a very vital role in Sri Lanka's economy. Therefore, a peaceful environment that is conducive to carrying out any business is what we anticipate from the election,” he told AFP.</p>
<p>The outcome of this election will determine the legislative backing for Dissanayake's economic reform agenda and set the course for Sri Lanka's recovery amidst significant financial challenges.</p>

      <description><![CDATA[<p>Parliamentary standoff</p>
<p>Ghana’s parliament faces a standoff between the ruling New Patriotic Party (NPP) and the opposition National Democratic Congress (NDC), following a legal dispute over the Speaker's declaration that four parliamentary seats were vacant. This action, resulting from members switching party affiliations, gave the NDC a slim majority. However, after adjourning the house indefinitely, the Speaker of Parliament assured the public on November 6 that the legislative body is operational despite the recent adjournments. “There is no constitutional crisis in this country,” he told the media, emphasising that Parliament remains functional. His remarks followed concerns raised by the country’s Chief Justice, Gertrude Torkornoo, indicating Parliament's inability to resolve disputes resulting in its inactive state, local media  Joy News  reported.</p>
<p>Judiciary Confidence Decline</p>
<p>A recent  report  by the Mo Ibrahim Foundation reveals a significant decline in Ghanaians' confidence in judicial impartiality, dropping from 95.3 points in 2014 to 68.3 in 2023. Public trust in the judiciary’s adherence to fair legal processes has also waned, with ratings falling from 66.6 to 45.7 over the same period. The report cites concerns over due process, including pre-trial detention and access to legal assistance, as major areas of decline. </p>
<p>President Akufo-Addo Unveils Self-Statue</p>
<p>During a “thank you” tour in the Western Region, President Nana Akufo-Addo unveiled a statue of himself at Sekondi’s Effia-Nkwanta Regional Hospital. Regional Minister Kwabena Okyere Darko Mensah explained that the statue honours the president's regional initiatives, including the hospital’s rehabilitation and the Takoradi Market Circle redevelopment.  Citi News  reported that President Akufo-Addo touted his achievements and urged voters to support his administration’s continuity through Dr. Mahamudu Bawumia in the upcoming elections.</p>
<p>Free Life-Saving Surgeries for Ghanaian Children</p>
<p>The National Cardiothoracic Centre at Korle Bu Teaching Hospital, in collaboration with German organisations Kinderherzen and the Gerald Asamoah Foundation, recently provided 27 children with life-saving heart surgeries. The project, funded with €250,000 in equipment and support, has enabled the centre’s staff to advance their skills in pediatric cardiac care,  Ghanaweb  reported. Dr Kow Entsua-Mensah, Director of the Centre, described the impact as transformative, with five open-heart and 22 minimally invasive surgeries completed. </p>
<p>Largest Single-Stream Gold Mine Commissioned</p>
<p>President Akufo-Addo inaugurated Cardinal Namdini Mining Ltd., now the largest single-stream gold mine in West Africa, located in Ghana’s Upper East region. The new mine is projected to produce 300,000 ounces of gold annually in its initial years, reinforcing Ghana’s position as Africa’s leading gold producer. At the commissioning, the president highlighted the mine as a milestone for the country’s mining sector and an opportunity for regional economic growth,  Graphic Online  reported.</p>

      <description><![CDATA[<p>The country’s Supreme Court and Parliament have ‘locked horns’ over the ruling of the Speaker of Parliament Alban Bagbin following a motion brought before the House by the minority side.</p>
<p>How it started</p>
<p>Following a petition from the former minority Leader Haruna Iddrisu citing Article 97 (1) (g) of the 1992 Constitution of Ghana, the Speaker ruled the seats of four members of parliament (MP) vacant.</p>
<p>The MPs were Cynthia Mamle Morrison, MP for Agona West in the Central Region, Andrew Asiamah Amoako, MP for Fomena in the Ashanti Region, Kwadwo Asante, MP for Suhum in the Eastern Region, MP Peter Yaw Kwakye Ackah, MP for Amenfi Central in the Western Region.</p>
<p>Iddrisu argued that the MPs who had either declared intentions to go independent or leave their party had forfeited their positions by doing so.</p>
<p>What Article 97 says</p>
<p>Article 97 (1) of the Constitution says,</p>
<p>(1) A member of Parliament shall vacate his seat in Parliament—</p>
<p>(a) upon a dissolution of Parliament; or</p>
<p>(b) if he is elected as Speaker of Parliament; or</p>
<p>(c) if he is absent, without the permission in writing of the Speaker and he is unable to offer a reasonable explanation to the Parliamentary Committee on Privileges from fifteen sittings of a meeting of Parliament during any period that Parliament has been summoned to meet and continues to meet; or</p>
<p>(d) if he is expelled from Parliament after having been found guilty of contempt of Parliament by a committee of Parliament; or</p>
<p>(e) if any circumstances arise such that, if he were not a member of Parliament, would cause him to be disqualified or ineligible for election, under article 94 of this Constitution; or</p>
<p>(f) if he resigns from office as a member of Parliament by writing under his hand addressed to the Speaker; or</p>
<p>(g) if he leaves the party of which he was a member at the time of his election to Parliament to join another party or seeks to remain in Parliament as an independent member; or</p>
<p>(h) if he was elected a member of Parliament as an independent candidate and joins a political party.</p>
<p>Majority side reacts</p>
<p>The Speaker’s ruling briefly shifted the balance of power in Parliament, making the opposition National Democratic Congress (NDC) which was on the minority side of parliament the Majority.</p>
<p> Before declaring the seats vacant, the New Patriotic Party (NPP) side of the House had 138 seats, while the NDC had 137. With the order, NPP got short of 4 seats.</p>
<p>However, the ruling was challenged by Majority Leader and member of the incumbent New Patriotic Party (NPP) Alexander Afenyo-Markin through a suit at the Supreme Court.</p>
<p>He filed an injunction seeking an order to stay the execution of the Speaker's order, leading to a temporary order from the court on October 18.</p>
<p>Supreme Court’s ruling and Speaker of Parliament’s rebuttal</p>
<p>Following the suit, the Supreme Court ordered the four MPs to continue serving until the case is fully resolved.</p>
<p>Speaker Bagbin responded to the application through his lawyers, citing reasons the Supreme Court ought not to interfere. Among other things, he noted that the words used in article 97 (1) (g) and (h) of the Constitution are “clear, unambiguous and have no disputed meaning”. </p>
<p>He also cited Article 99 (1) to argue that the issue is not within the jurisdiction of the Supreme Court to oversee.  </p>
<p>According to him, the High Court is the appropriate authority to interpret matters regarding vacant parliamentary seats and the Supreme Court is only to be involved if the matter is referred to them by the High Court.</p>
<p>Parliament indefinitely suspended</p>
<p>Ghana’s Speaker of Parliament adjourned proceedings in the House indefinitely citing the lack of a quorum as the reason for the suspension.</p>
<p>Supreme Court’s final ruling</p>
<p>In a 5-member panel ruling on October 30, Chief Justice Gertrude Torkonoo who presided over the panel dismissed the claims that the Supreme Court lacked jurisdiction to hear the matter on the Speaker’s ruling.</p>
<p>Among the 8 grants presented before parliament based on which the ruling was made, was an argument that “the constitution and laws of Ghana provide no grant to allow the Speaker of Parliament, while presiding over parliament to be questioned by any court including the Supreme Court because of the doctrine of separation of powers”.</p>
<p>Chief Justice Torkonoo ruled that the application by the plaintiff who in this case was the Speaker of Parliament, lacked merits, citing Articles 2, 130 and 296 of the 1992 Constitution of Ghana.</p>
<p>According to her, the Supreme Court is empowered to have exclusive original jurisdiction in all matters relating to the enforcement or interpretation of the Constitution.</p>
<p>She further noted that administrative procedures in parliament cannot override the legality of the Supreme Court.</p>
<p>Implications of Speaker’s ruling according to Supreme Court</p>
<p>Chief Justice Torkonoo also suggested that the Speaker of Parliament made his ruling despite his knowledge of the irreparable damage it could have on the constituencies represented by the said MPs and the legislators themselves.</p>
<p>Explaining the implications, she noted that the vacation of seats by the MPs meant that the constituents under these persons would remain without a parliamentary representative and a voice between October 18, 2024, and January 7, 2025, when the general elections are over and there can be room for a by-election.</p>
<p>According to her, it would also man that the MPs would have to forfeit any other government duties as well as their salaries, emoluments and other benefits within the period.</p>
<p>What Article 2 says</p>
<p>Article 2 of the 1992 provides that,</p>
<p>2 (1) A person who alleges that - (a) an enactment or anything contained in or done, under the authority of</p>
<p>that or any other enactment; or (b) any act or omission of any person; is inconsistent with, or is in</p>
<p>contravention of a provision of this Constitution may bring an action in the Supreme Court for a declaration</p>
<p>to that effect.</p>
<p>(2) The Supreme Court shall, for the purposes of a declaration under clause (1) of this article, make such</p>
<p>orders and give such directions as it may consider appropriate for giving effect or enabling effect to be</p>
<p>given, to the declaration so made.</p>
<p>(3) Any person or group of persons to whom an order or direction is addressed under clause (2) of this</p>
<p>article by the Supreme Court, shall duly obey and carry out the terms of the order or direction.</p>

<p>(4) Failure to obey or carry out the terms of an order or direction made or given under clause (2) of this</p>

<p>President, constitute a ground for removal from office under this Constitution.</p>
<p>(5) A person convicted of a high crime under clause (4) of this article shall-</p>
<p>(a) be liable to imprisonment not exceeding ten years without the option of a fine; and</p>
<p>(b) not be eligible for election, or for appointment, to any public office for ten years beginning with the date of</p>
<p>the expiration of the term of imprisonment.</p>
<p>  Speaker of parliament hints at recall</p>
<p>The Speaker of Parliament, Alban Bagbin, has given indication that the House will be recalled in early November in response to a request by some members of Parliament.</p>
<p>Bagbin pledged commitment to the development of the democracy of the country during a meeting with a five-member delegation of the Council of State on October 30. </p>

<p>The vote, held on Saturday, October 27 was seen as a critical test of democracy for the EU candidate nation, with Brussels warning that its outcome could impact Georgia's chances of joining the European Union.</p>
<p>With over 99 per cent of precincts reporting, Georgian Dream received 54.08 per cent of the votes, while a coalition of four pro-Western opposition alliances garnered 37.58 per cent. </p>
<p>Central election commission chair Giorgi Kalandarishvili said that "the elections took place in a calm and free environment," which would grant Georgian Dream 91 out of 150 seats in parliament, enough to govern but short of the 113-seat constitutional majority they had aimed for to ban main opposition parties.</p>
<p>Opposition leaders, including Tina Bokuchava of the United National Movement (UNM), rejected the results, alleging the election was "stolen" and "falsified." Bokuchava emphasized that this was an attempt to "steal Georgia's future." Nika Gvaramia, head of the Akhali party, described the voting process as a "constitutional coup."</p>
<p>Georgian Dream, in power since 2012, initially followed a pro-Western agenda but has shifted in recent years, focusing on a narrative about a "global war party" allegedly seeking to involve Georgia in the Russia-Ukraine conflict. </p>
<p>Observers from the Organisation for Security and Cooperation in Europe (OSCE) are expected to hold a press conference later to provide their preliminary assessments of the elections.</p>

<p>His decision follows recent events involving four members of parliament (MPs) who have declared their intentions to contest in the country’s upcoming elections as independent candidates.</p>
<p>Speaker Alban Bagbin declared the four seats vacant after receiving a petition from the former minority Leader Haruna Iddrisu.</p>
<p>Haruna Iddrisu, citing Article 97 (1) (g) of the Constitution argued that the MPs, by their declaration had forfeited their positions.</p>
<p>The Speaker’s ruling briefly shifted the balance of power in Parliament, making the opposition National Democratic Congress (NDC) which was on the minority side of parliament the Majority.</p>
<p>Before declaring the seats vacant, the New Patriotic Party (NPP) side of the House had 138 seats, while the NDC had 137. With the order, however, NPP got short of 4 seats.</p>
<p>However, the ruling was challenged by Majority Leader and member of the incumbent New Patriotic Party (NPP) Alexander Afenyo-Markin through a suit at the Supreme Court.</p>
<p>He filed an injunction seeking an order to stay the execution of the Speaker's order, leading to a temporary order from the court on October 18. The Supreme Court ordered the four MPs to continue serving until the case is fully resolved.</p>
<p>Meanwhile, NDC MPs maintain that they will uphold Bagbin’s initial decision, which they argue effectively makes them the Majority in Parliament.</p>
<p>This stance, however, remains in opposition to the Supreme Court’s directive that prevents the enforcement of Bagbin’s ruling until the legal dispute is settled.</p>

      <description><![CDATA[<p>The decision has sparked a wide range of reactions across the country, reflecting the deep political divisions and strong emotions surrounding the event.</p>
<p>Despite the 'good intentions' behind the lawmakers' actions, there are many Kenyans who still feel disappointed.</p>
<p>Kelvin Muriuki, an artist who shared his views with AFP said "If my opinion will count, I will say they would have gone both of them; both the president and the vice president because they failed this country in a big way. Ever since they got into office, there is nothing that we are seeing that is going on. All what is happening is looting of public resources. And we are we are very much angry with this government."</p>
<p>Elphas Otieno, a citizen on the other hand said "It is now Gachagua for himself, but at the end of the day, the MPs, they did a good thing. I wish they could do this to other matters as well. Gachagua is an individual. We have matters in this country which need more or less the same debate. The cost of living, the airport (Adani deal), NHIF (National Health Insurance Fund), all these matters also need attention.</p>
<p>On Tuesday evening, Speaker Moses Wetangula announced that 281 MPs had approved an  11-charge impeachment motion , with 44 MPs opposing and one abstaining. </p>
<p>This unprecedented vote makes Gachagua the first Kenyan deputy president to be impeached by the National Assembly. The final decision on his removal now rests with the Senate.</p>
<p>Accused of practising ethnically divisive politics, Rigathi Gachagua has denied any form of wrongdoing.</p>

      <description><![CDATA[<p>This happened after an MP from Southwest State was interrupted by colleague legislators when he tried making a point after being invited to speak on his travel restrictions.</p>
<p>Mohamed Sheikh Abdullahi Ciiro, was invited to speak about his recent blocked travel to Baioda by the National Intelligence and Security Agency (NISA) but was met with resistance before he could even take the floor.</p>
<p>Some legislators seized the stage as the MP approached the microphone to make his point, triggering disorder in the house.</p>
<p>The scene quickly turned chaotic, MPs pointed fingers at each other amidst loud disagreements.</p>
<p>The Chair of Parliament struggled to maintain order as tensions soared,  local reports  indicate. The session was brought to a standstill.</p>

      <description><![CDATA[<p>The march started in El Alto and covered roughly 10 kilometres to the central square in La Paz, where government offices are located.</p>
<p>Juan Carlos Huarachi, leader of the unitary Bolivian Workers' Central (COB) and a close ally of Arce, emphasised that the demonstration was meant to push Congress to tackle important bills. </p>
<p>Huarachi called for legislators to either act on the bills or face the possibility of their replacements taking over, and even suggested shutting down parliament if necessary, AFP reported.</p>
<p>Protesters tried to enter Congress but were blocked by another group stationed at the gates. They demand that Congress approve around $1 billion in international loans to help address Bolivia’s economic issues, including a shortage of dollars and fuel. </p>
<p>The loans require the approval of the parliamentary bloc loyal to former President Evo Morales, as well as two right-wing and centrist parties holding a majority in Congress.</p>

      <title>Parts of Ghana's Parliament gutted by fire</title>

      <description><![CDATA[<p>Parts of the Job 600 building located on the premises of the Parliament House caught fire on August 27 around 10 am local time. </p>
<p>The fire disrupted activities including committee sittings and some parliamentary businesses of the day,  local news reports  said.</p>
<p>A storeroom on the 2nd floor of the building was the source of the fire, according to the Greater Accra Fire Regional Commander. </p>
<p>Efforts have been made to douse the fire and stop its spread to other parts of the building.</p>
<p>Meanwhile, all parliamentary activities have been called off and staff members of parliament have been asked to go home for safety reasons. </p>
