India signs a $2 million Project Implementation Agreement

India's Ministry of External Affairs has initiated a significant partnership by signing a $2 million Project Implementation Agreement with the International Solar Alliance. This collaboration will facilitate the launch of solar energy projects across several nations, including Fiji, Comoros, Madagascar, and Seychelles. Under the auspices of the Quad Climate Working Group, the projects aim to tackle critical energy challenges such as inconsistent electricity supply, thereby enhancing food storage, healthcare access, and irrigation systems. According to Business Standard , the focus will be on establishing cold storage facilities, solar healthcare infrastructure, and solar-powered water pumping systems, ultimately contributing to improved energy accessibility and job creation in these Indo-Pacific countries. This move underscores India's commitment to advancing renewable energy and addressing climate change issues regionally.

Agreements with Ghana

Ghana and Seychelles entered into two pivotal agreements during the official visit of Seychelles' President Wavel Ramkalawan. These include a Bilateral Air Service Agreement (BASA) and a Memorandum of Understanding (MoU) aimed at fostering cooperation in STEM fields. With these latest agreements, the total number of MoUs signed during the visit has reached four, incorporating previously established accords in Culture and Tourism Development. Key figures involved in the signing were Mrs. Mabel Sagoe from Ghana's Ministry of Transport and Mrs. Mamle D. Andrews from the Ministry of Education, with Mr. Conrad Mederic signing on behalf of Seychelles, reports Adomonline .

Fewer HIV cases

The UNAIDS report for 2023 presents a mixed picture in the fight against HIV. While approximately 1.3 million individuals contracted HIV—a record low since the late 1980s—the figure still exceeds three times the threshold necessary to eradicate AIDS as a public health crisis by 2030. A troubling statistic highlighted is that an estimated 630,000 individuals succumbed to AIDS-related illnesses in the previous year. As reported by SNA , despite improvements in antiretroviral therapies and grassroots activism, 28 countries reported increased HIV infections, with only 15% of individuals in need receiving Pre-Exposure Prophylaxis (PrEP). Legislative obstacles, such as Uganda's Anti-Homosexuality Act, continue to impede progress. A newly introduced drug, lenacapavir, has raised accessibility concerns due to prohibitive costs, despite Gilead's initiatives to reduce prices in select areas. According to UNAIDS, human rights issues must be addressed as a prerequisite for advancing the struggle against HIV.

Developing a biological risk assessment tool

Seychelles and Kenya are collaborating on a national biological risk assessment tool, endorsed by experts during a recent workshop that brought together 30 specialists from diverse sectors. This initiative is part of the European Union's Project 99, which aims to bolster preparedness for biological incidents over the coming five years by pinpointing potential risk zones. The workshop is set to address key issues, including zoonotic diseases and environmental toxins that pose threats to human health. This ongoing project, scheduled to continue until 2026, underscores a 'one health' paradigm that intertwines human, animal, and environmental health, with backing from the European Commission and UNICRI. Workshop participants will scrutinise prospective biological hazards and evaluate worst-case outbreak scenarios, SNA reports.

Ocean Festival is back

In a cultural shift towards environmental awareness, Seychelles is rejuvenating its Ocean Festival, historically known as SUBIOS, after a five-year pause. Set to take place from 28th to 30th November 2024, the festival will centre on marine sustainability, community involvement, and educational outreach, encapsulated in the theme "Safeguarding Our Oceans." Activities are poised to include exhibitions, beach clean-up initiatives, and family-friendly events aimed at raising consciousness about ocean conservation, reports SNA . The festival seeks to encourage cooperation among NGOs, government bodies, and the tourism industry. With the Save Our Seas Foundation as a leading sponsor, attendees can anticipate an array of innovative initiatives, such as Virtual Reality experiences and the premier of a documentary. Furthermore, the government intends to integrate snorkelling into school curricula, promoting ocean awareness among future generations.

Some countries still struggle with very high food inflation rates that have made living hard for inhabitants. According to the 2024 World Bank Food Security Update , Malawi and Nigeria rank first and second with food inflation of 40.7% respectively on the list of countries with the highest food inflation in Africa.

“Domestic food price inflation remains high in many low- and middle-income countries. Inflation higher than 5% is experienced in 59.1% of low-income countries (no change since the last update on May 30, 2024), 63% of lower-middle-income countries (no change), 36% of upper-middle-income countries (5.0 percentage points higher), and 10.9% of high-income countries (3.6 percentage points lower). In real terms, food price inflation exceeded overall inflation in 46.7% of the 167 countries where data is available,” the World Bank states.

However, as of July 1, 2024, the same report highlights that several African countries have maintained impressively low food inflation rates, providing economic stability and relief to their populations.

Here are the top five countries leading the way:

1. Rwanda

Rwanda tops the list with a food inflation rate of -3.5%. This negative inflation indicates a decrease in food prices, which is a significant achievement for the country. Rwanda's effective agricultural policies and investments in food security have played a crucial role in achieving this milestone.

2. Uganda

Uganda follows with a food inflation rate of -1.4%. The country's focus on improving agricultural productivity and reducing post-harvest losses has contributed to this low inflation rate. Uganda's efforts to support smallholder farmers and enhance food distribution networks have also been pivotal.

3. Morocco

Morocco has managed to keep its food inflation rate at -1.2%. The government's initiatives to modernise agriculture, coupled with favourable weather conditions, have helped stabilise food prices. Morocco's strategic food reserves and efficient supply chain management have been instrumental.

4. Seychelles

With a food inflation rate of -0.4%, Seychelles stands out as an island nation that has effectively managed its food supply. The country's reliance on imports necessitates robust policies to control food prices, and Seychelles has successfully implemented measures to ensure affordability and accessibility.

5. Central African Republic

The Central African Republic (CAR) has achieved a food inflation rate of 0.0%, indicating stable food prices. Despite facing numerous challenges, including political instability, CAR has made strides in improving food security through international aid and local agricultural initiatives.

However, a few nations stand out for their notably low prison populations. These countries, with their minimal prison populations, offer a unique perspective on justice and the rehabilitation of offenders.

Let's look at the top five countries with the lowest number of prisoners with an explanation of their approach to law enforcement and correctional policies, according to the 2023 report of the World Prison Brief .

Vatican

The Vatican City has no prisoners. This country is possibly the sole nation worldwide without a prison. It maintains several detention cells for holding individuals awaiting trial. Convicted individuals who are sentenced to incarceration fulfill their sentences in Italian prisons, by the Lateran Treaty. However, the Vatican government bears the expenses of imprisonment.

Liechtenstein

Another tiny European nation, Liechtenstein, boasts remarkably low incarceration rates. With a population of about 39,000, the country typically had 12 prisoners as of July 2023. Liechtenstein’s approach to criminal justice focuses heavily on rehabilitation and community service rather than incarceration, which has contributed to its low prison numbers.

Monaco

Monaco, known for its wealth and luxury, also has one of the lowest prison populations in the world. With a population of around 38,000, the Principality usually has a prison population of under 30 individuals. As of July 2023, the country had 14 prisoners. Monaco's high standard of living, rigorous law enforcement, and a strong focus on economic stability and social welfare contribute to its low crime and incarceration rates.

Seychelles

Seychelles' detention facilities, designed to accommodate 757 individuals, housed 285 detainees as of June 2021, according to the World Prison Brief, a nongovernmental organisation. This reflects a decrease in the prison population, which stood at 340 in 2020. Additionally, a distinct detention centre for male pretrial detainees is located in Victoria. However, as of July 2023, the country had 362 prisoners.

Luxembourg

In 2022, Luxembourg's prisoner count stood at 98.1 per 100,000 people, a slight rise from 87.8 per 100,000 in the preceding year. Over 12 years, the nation's incarceration rate has generally trended downward from a peak of 137.4 per 100,000 in 2010, with increases occurring only three times: from 2012 to 2013, from 2015 to 2016, and from 2021 to 2022. The year 2021 marked the lowest rate within this period, with 87.8 prisoners per 100,000 population. In July 2023, the country recorded 685 prisoners.

King Charles' birthday

The 75th birthday of King Charles III was celebrated in Seychelles on Saturday, June 22 with a James Bond theme event hosted by the British High Commission. The British High Commissioner highlighted the evolving bond between the UK and Seychelles and plans to launch a letter-writing competition for children to write to the King about environmental issues, reports Seychelles News Agency . Seychelles, a former British colony, obtained independence in 1976 and is a member of the Commonwealth.

Fisheries festival

The recent surge in interest in enhanced fish products led the Seychelles Fishing Authority (SFA) to organise a festive event on Praslin, the archipelago's second-largest island. The celebration took place at the Baie Ste Anne fish market on Friday, marking a prelude to the SFA's 40th anniversary and the forthcoming National Day on June 29, which commemorates the Seychelles' Independence Day. The event drew a substantial turnout, yet many attendees expressed their dissatisfaction when the fish products sold out within an hour. Collaborating with the Indian Ocean Tuna Limited (IOT), the SFA offered an assortment of canned tuna at the festival, as reported by the Seychelles News Agency . Despite also providing fish-based delicacies like burgers, nuggets, and balls, the SFA found their supplies insufficient to meet the high demand of the locals.

Anti-corruption collaboration

On Friday, June 21, the Anti-Corruption Commission Seychelles (ACCS) and the European Public Prosecution Office (EPPO) formalised a collaborative agreement aimed at bolstering anti-corruption initiatives and tackling corruption in the public sector. The ACCS outlined that the agreement's objective is to streamline collaborative efforts in the investigation and prosecution of criminal activities. Additionally, the agreement is designed to improve the sharing of evidence, as well as operational and strategic intelligence. It will also promote other cooperative endeavours, including local capacity building and knowledge sharing. The official signing was carried out by ACCS Commissioner May De Silva and EPPO Deputy Chief Prosecutor Andrés Ritter. As reported by the Seychelles News Agency , May De Silva emphasised that this agreement is a milestone in fostering international cooperation, reinforcing legal and institutional structures, and advocating for good governance, thereby establishing a model for efficient and united anti-corruption actions.

Illegal fishing

The latest findings from an independent lobster fishery survey suggest that unlawful fishing activities may be contributing to a reduced lobster population around the inner islands of the Seychelles. Kettyna Gabriel, a senior fisheries scientist with the Seychelles Fishing Authority (SFA), shared insights with the Seychelles News Agency during a workshop aimed at validating the survey's findings. According to the survey, lobster numbers were higher around more remote islands like Bird Island and Denis Island, in contrast to the lower counts observed in the vicinity of the Mahe plateau. "We suspect that this may be because of fishing pressure. We are all aware that a high amount of IUU (illegal, unreported and unregulated) illegal fishing is happening even if there is a closed season. And the Mahe area would be a prime target given its proximity and the fact that you would need bigger boats and equipment to fish near the outer islands," she said.

Island owner

In the 1960s, a man from Yorkshire, grappling with the prospect of unemployment, embarked on a journey to the Seychelles that would transform his destiny. Brendon Grimshaw, hailing from Dewsbury in Yorkshire, stumbled upon Moyenne Island during a vacation in the Seychelles in 1962. The small island, measuring a mere half-mile across, captivated him, and he impulsively purchased it for a modest sum of £8,000 (over $10,000). Grimshaw, who had been an editor for a newspaper in East Africa, chose to abandon his former profession and life to devote himself to the island's revival, as reported by Leeds Live. Enchanted by its serenity and pristine beauty, he was determined to rejuvenate the long-neglected landscapes and wildlife of Moyenne, the Mirror adds . The vegetation was so lush that coconuts dropping from lofty trees were ensnared by the dense underbrush below, never touching the ground. It has even been likened to "a miniature rainforest bursting forth from the sea," as Yorkshire Live once described.

The EU Naval Force (EU Navfor) announced that Kenya will assist Seychelles in prosecuting maritime crime suspects in the face of disruption of maritime trade in the Red Sea by Yemen’s Houthis and the resurgence of piracy in Somalia.

According to EU Ambassador to Kenya Henriette Geiger, the EU Navfor will extend its presence in different areas to curb other related crimes including human trafficking.

“EU Navfor Somalia managed to suppress piracy in its previous years but with the current operation Atalanta, the forces will work with different governments to address emerging piracy and the illegal group at Suez Canal,” the Ambassador was quoted as saying.

A notable contribution to this trend is several African countries' adoption of visa-free entry, simplifying the process for African citizens to tour the continent.

According to Jean-Guy Afrika , Acting Director of the African Development Bank’s Regional Integration Coordination Office, visa waivers in African countries ease the complexities of going to visit a loved one who lives just a border away.

“It makes it easier for Africans to visit their families, pursue education and business interests abroad, and discover Africa as tourists. It also contributes towards the fulfilment of aspirations for a prosperous, integrated continent where people can develop their potential unhampered by overly restrictive visa regimes,” he said.

Below are five African nations that have adopted such policies to enable seamless travel for Africans:

Seychelles

Situated in the Indian Ocean, Seychelles stands out as one of the most tourist-friendly destinations in Africa. In addition to its stunning beaches and vibrant marine life, Seychelles was reported in 2018 to be the only country offering visa-free access to all African nationals. Visitors need to only provide a valid passport, proof of accommodation, and onward travel arrangements to enjoy up to 30 days in this tropical paradise. However, Nigeria is no longer on its list.

The Gambia

Known for its rich cultural heritage and historical significance, The Gambia, in 2019 opened its doors to fellow Africans without the need for a visa. The country's Ministry of Foreign Affairs announced that The Gambia is now a visa-free zone for all charter and scheduled flights. The new visa regulations covered the Commonwealth nations, EU nations, Africa, the Baltic States, and Belgians with their ID cards."

Benin

Benin follows the visa openness by allowing fellow Africans to experience the country visa-free. Visitors can explore the ancient Kingdom of Dahomey, marvel at the vibrant markets of Cotonou, and immerse themselves in the country's diverse traditions, all without the hassle of visa applications.

Kenya

In October 2023, Kenyan President William Ruto unveiled plans to abolish visa requirements for all African visitors by the end of the same year. This initiative aimed to boost trade and cultivate stronger economic relationships with fellow African nations. "By the end of this year, no African will need a visa to enter Kenya. The time has come to understand the importance of doing trade between us," he said.

Rwanda

As one of Africa's fastest-growing economies, Rwanda has emerged as a hub for business and tourism on the continent. In 2023, Rwanda rose as a new leader, driven by its increasingly liberal visa policies implemented over the past eight years. Beginning in 2016, the country enabled citizens from nearly 90% of African nations to acquire visas upon arrival, while citizens from the remaining countries could enter visa-free. Subsequently, Rwanda eliminated visa fees for African citizens. By 2023, Rwanda took a monumental step by waiving visa requirements for citizens from the entire continent.

New baby coral study revealed

A recent study in Seychelles found that baby corals can help damaged reefs recover. The study mapped coral reef connectivity across the archipelago and found that despite the remote location of many islands, ocean currents shuttle larvae across the area, supporting connectivity. The findings suggest that local conservation efforts have the potential to benefit coral reef health both within Seychelles and along the East African coast, as reported by The Conversation . The research will contribute to the effective management of coral reefs, including the development and maintenance of marine protected areas. It is also suggested that interventions on land, such as removing rats, can help improve coral health and resilience.
