“If the necessary conditions are met, the strait can be reopened and normal maritime passage restored within seven days. The choice now rests with the United States ,” he said.

Araghchi said Washington would first have to fulfil existing commitments, allowing Iran to reopen the strait on the sixth day and resume negotiations the following day. He maintained that Tehran remained open to diplomacy but would not accept “coercion, threat or intimidation”.

The Iranian foreign minister also rejected claims that Tehran was close to developing a nuclear weapon, calling them a “big lie” and insisting the country's nuclear programme remained peaceful.

The Strait of Hormuz has been a major pressure point since the US-Iran conflict began in late February, with disruption to the key oil and gas shipping route driving up energy prices and reducing maritime traffic. US and Iranian representatives held indirect contacts during the UN General Assembly, but Washington had not announced whether it would accept Tehran's proposal.

“Every day, they try to murder our people, particularly in our historic homeland in Judea,” Netanyahu said. “There are thousands of attempts per year on families, peaceful families driving along the roads.”

His comments come amid international criticism of settler violence . According to UN figures cited in the supplied material, 23 Palestinians have been killed and more than 1,100 injured in settler attacks in the West Bank since the start of 2026. More than 1,600 attacks resulting in Palestinian casualties or property damage were recorded between January and August.

Several European countries have also announced measures targeting goods from Israeli settlements in the West Bank. Milei also criticised the United Kingdom over what he described as unauthorised commercial activity in the disputed territory.

The Argentine president used his address to criticise the UN more broadly, arguing that it had moved away from its founding principles of resolving international disputes through diplomacy.

Speaking on Tuesday, Lula warned against what he called renewed attempts by major powers to exert influence over countries in the region.

“In Latin America and the Caribbean, the geographical proximity to the world's largest military power is unavoidable, especially in the context of the resurgence of hegemonic temptations. Brazil is nobody's backyard,” he said

Lula rejects greater US Military role

Turning to organised crime, Lula argued that greater military involvement from the United States was not the answer to criminal networks operating across the region.

“We don't need aircraft carriers patrolling our waters. We need cooperation to stop the flow of weapons and money that fuels organised crime.”

His comments come as Brazil and the United States face disagreements over sovereignty, security and trade, while both countries deal with concerns over transnational criminal networks.

Lula also criticised what he called "protectionist environmental measures" and asserted Brazil’s control over its critical minerals and rare earth resources.

Lula criticises United Nations

The Brazilian president also questioned the effectiveness of the UN, pointing to divisions among major powers and the veto held by permanent members of the Security Council.

"The UN is failing in one of its highest missions, which is to free humanity from the scourge of war ,” he said.

Lula condemned the war in Gaza and accused Israeli Prime Minister Benjamin Netanyahu’s government of committing 'genocide'.

“Generations of Palestinians will bear the pain and the trauma left by the genocide committed by Netanyahu's government against women and children.”

He also criticised Israeli settlements in the West Bank and backed the two-state solution as essential to resolving the Israeli-Palestinian conflict.

Diplomacy over Ukraine War

On Ukraine, Lula called for diplomacy instead of seeking a solution through military force.

“We all know there will be no winners on the battlefield. Diplomacy is the only option.,” he said.

Lula ended his speech by turning to Brazil’s presidential election scheduled for Oct. 4.

He described the vote as a choice between "democracy and denialism" and warned about foreign influence and disinformation.

The 81st UN General Assembly opened on September 22, 2026, with Brazil traditionally delivering the first national address. The gathering runs through September 28, with global leaders addressing wars, climate change, security and the future of the international system.

Speaking in New York, Araghchi outlined Tehran’s priorities for the gathering following what he described as an “unjust war” waged by the United States and Israel.

"Indeed, a situation that continues as a state of war. Naturally, our most important goal is to be present on a major international platform to defend the legitimacy, rights, and interests of the Iranian people ," Araghchi stated.

Iran Plans Diplomatic Meetings

President Masoud Pezeshkian is expected to address the General Assembly during his visit to New York.

Araghchi said the Iranian president would also meet Iranian and foreign intellectuals, media figures and thinkers, while taking part in several media interviews .

The foreign minister also plans to meet counterparts from several countries, describing the discussions as an 'opportunity to review Iran's relations with various countries.'

Araghchi arrived in New York on Monday as head of Iran’s diplomatic delegation. Pezeshkian travelled separately to attend the annual gathering of world leaders.

Araghchi Questions Trust in UN

Araghchi also criticised the effectiveness of the United Nations, arguing that its inability to maintain international peace and security had damaged confidence in the organisation.

"The theme chosen for this year’s UN General Assembly, 'Restoring trust, managing transformation: A United Nations that delivers for all,' is itself an admission that trust in the organisation has vanished among all countries - unfortunately because of its inefficiency in maintaining international peace and security. This is because several countries consider it their right to do whatever they want, paying no heed to any international body, any international law," he continued.

Iranian officials said the United States denied visas to several members of Pezeshkian’s delegation, including his media team. Washington had not publicly responded to the claims at the time of publication.

The United States approved entry for the core Iranian delegation, including Pezeshkian and Araghchi, but imposed restrictions on travel and purchases during their stay.

The 81st session of the United Nations General Assembly opened in New York on September 8. The general debate runs from September 22 to 26 and concludes on September 28.

Pezeshkian made the remarks on Tuesday before leaving Iran, with his address to the UN meeting scheduled for Wednesday.

“We emerged with our heads held high, and this is a source of dignity and pride for all of us. Therefore, we will firmly defend our positions in international forums,” he said before flying out of Iran, according to footage broadcast by state television .

Pezeshkian Takes Iran’s Case to UN

The Iranian president said his visit would provide an opportunity to communicate the country’s position directly to the international community.

“We will make the best possible use of this opportunity to convey Iran’s plight to the international community. We will firmly tell our adversaries that, despite all the unfairness and injustices, the Iranian people have stood their ground,” he said.

Pezeshkian will be the highest-ranking Iranian official to enter the United States since the Middle East war began in late February with US-Israeli strikes on Iran.

Washington has approved travel for part of the Iranian delegation attending the UN gathering despite the conflict. However, the US State Department said members of the group would face restrictions on their movement.

Pezeshkian’s communications team will not make the trip after they were denied visas.

Iranian presidential spokesman Habibollah Abbassi described the decision as “hostile,” according to local media.

Strait of Hormuz Remains Key Issue

The visit comes as the strategic Strait of Hormuz remains a central point in the conflict between Tehran and Washington.

Before the war, one-fifth of the world ’s hydrocarbons passed through the maritime route. Traffic has since been severely disrupted, with Iran firing on commercial vessels and demanding approval for passage.

The United States has responded by maintaining a counterblockade of Iranian ports while increasing economic pressure on Tehran.
