Motion fails as US Senate votes 51–49, limiting Trump’s Venezuela strike powers: Video

The motion failed by a margin of 51 to 49 after a tense debate in Washington DC. As the presiding officer announced: “On this vote the yays are 49, the nays are 51, and the motion is not agreed to.”

The proposed measure would have required explicit congressional approval before the use of US armed forces “within or against Venezuela”. Supporters of the resolution argued it was vital to reassert Congress’s constitutional role in decisions of war and peace. Opponents, however, claimed such restrictions could limit the president’s ability to act swiftly in response to emerging security threats.

The Trump administration has defended its position, citing legal guidance from the Justice Department’s Office of Legal Counsel to justify potential strikes. Earlier this week, Trump denied reports of imminent military action in Venezuela, though his comments left ambiguity over whether such operations remain under consideration.

In Caracas, officials have condemned recent US strikes on alleged “narco-boats” in international waters, accusing Washington of imperialism and of using anti-drug operations as a pretext for regime change. The Senate’s narrow vote underscores the ongoing division within the United States over the limits of presidential war powers — and the broader global implications of Washington’s military reach.

The new security measures US lawmakers are taking after Charlie Kirk’s killing

While Kirk was not an elected official, his assassination on Wednesday has heightened fears about rising political violence in the United States.

“People are scared to death in this building,” said Rep. Jared Moskowitz, D-Fla., who has had police stationed outside his home since a constituent tried to kill him last year, Semafor reports . “Not many of them will say it publicly, but they’re running to [House Speaker Mike Johnson] talking about security.”

Here are a few security measures lawmakers are undertaking to ensure their personal safety:

Cancelled rallies and indoor-only events

Several lawmakers have already begun scaling back their public appearances. Rep. Alexandria Ocasio-Cortez, D-N.Y., postponed a planned rally in Raleigh, North Carolina, citing safety concerns.

Rep. Nancy Mace, R-S.C., also said she will no longer hold outdoor events “anytime soon” after Kirk was killed while speaking outdoors at Utah Valley University.

Arming themselves

Mace revealed she now plans to carry a gun “at all times,” indicating some level of anxiety among elected officials. She is also reconsidering whether to drive her own car and has requested additional security guidance from the House Sergeant at Arms for her Washington office.

“Any elected official across the country, if you are vocal, your life is at risk,” Mace said. “I have to deal with children who think they’re going to be murdered at school; I have to deal with employees right now who are afraid to come to work,” she is quoted.

Police presence and heightened protocols

Police are already visible outside multiple lawmakers’ homes and offices. For some, that has become the new normal. Security protocols, from access checks to staff safety drills, are being tightened. Behind closed doors, members from both sides of the aisle are urging leadership for more resources, surveillance, and protective details.

The bill failed to garner the required 60 votes in favor, with unanimous opposition from Republicans. Notably, even independent Senator Bernie Sanders, typically aligning with Democrats, expressed reservations about funding Israel's military strategy and voted against the bill.

The Senate Majority Leader, Chuck Schumer, voted "no" on procedural grounds, emphasizing the need for revision.

Following the vote, Schumer underscored the gravity of the situation, describing it as a "serious moment with lasting consequences for the 21st century." He urged against risking the decline of Western democracy.

President Biden had issued a warning before the vote, emphasizing the historical significance and urging against allowing Russian President Putin to gain an advantage.

Democrats argued that supporting allies and promoting global democracy is crucial in countering autocracies, and rejecting the bill would send a message of non-alignment with international partners.

In contrast, Republicans stood united in their opposition, citing priorities such as stricter immigration policies and southern border control. They emphasized the need for increased accountability for American taxpayer money directed overseas.

Schumer, aiming to break the deadlock, indicated plans to propose an amendment related to border policy. The funding dispute has been a prolonged point of contention between Democrats and Republicans, focusing on the allocation of billions in aid for Ukraine and Israel to safeguard US interests in the Indo-Pacific region and provide international humanitarian assistance.

The resolution of the deadlock came with the elimination of aid from the new budget plan. Notably, resistance remains, particularly among Republicans, regarding increased military aid to the Kyiv government.

The rejection of Biden's aid plan underscores the ongoing challenges in achieving bipartisan consensus on crucial international funding issues.
