Ukrainian President Volodymyr Zelenskiy said on Tuesday the European Commission's latest report on Ukraine's reform progress showed Kyiv was "confidently moving" toward EU membership and was ready to open the first three negotiation clusters.
"We expect the EU's decisive action to overcome all artificial obstacles for a strong and united Europe," he wrote on X.
